DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 23, 1999; 10:00-12:00 PM (2 tapes).
A meeting of the Board of County Commissioners was held on August 23, 1999.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
A lengthy presentation of the Bend Senior Center building project. Nancy
Schlangen (former Commissioner) spoke as a member of the building committee
for the proposed Senior Center. She introduced other people who are involved in
the effort, who also spoke at length about their efforts, as well as the work they
have done in the past, what they are doing now, and what they hope to
accomplish in the future.

The presentation of a framed Commute Options poster to the Board of
Commissioners. A representative of the group, Jeff Rola, provided an overview of
the work being done by the Commute Options group, and what work they hope
to be able to do in the near future.
Discussion of the second public hearing on Order 99-129, annexing territory into
Rural Fire Protection District #1.
Discussion of a public hearing and approval of the certification of the Limestone
local improvement district final assessments.
Discussion of approval of a Resolution to request federal funding under a
statewide project to improve areas adjacent to Highway 97 in Terrebonne (such
as sidewalks and bike lanes).
Discussion of approval of a Resolution to request federal funding under a
statewide project to improve areas adjacent to Highway 97 in La Pine. There was
a lengthy discussion about how much community involvement should be
undertaken.
Discussion of approval of Resolution 99-072, establishing a no parking zone on
Lower Bridge Road, at the request from the Central Oregon Park & Recreation
District. This is creating a safety problem.
Commissioners Luke wants a public hearing to be held before this action is taken
by the County.
Discussion of approval of funding recommendations for Level 7 funding for the
Commission on Children & Families.

Discussion of approval of an Ordinance to add a year to the implementation of
the change out of all outdoor lights to comply with the lighting ordinance that
was adopted five years ago.
George Read feels that there needs to be more education of the public and
vendors. Even the utility companies have not complied yet.
Discussion of approval of a release of obligations in a land use permit approval
agreements for Donald McCain. Paul Blikstad explained the item. This involves a
property in the original part of Eagle Crest. None of the documents pertain to this
property but show up on the title report. A lengthy discussion ensued.
Discussion of approval of the acceptance of a bargain and sale deed from the La
Pine Water Company.
Discussion of approval of the reconveyance of a portion of the old County
fairgrounds to Fred Meyer Stores.
Discussion of approval of an addendum to the contract with Perky's Espresso and
Deli in the Courthouse.
Discussion of approval of Order 99-075, transferring cash among various funds in
the current budget.
Discussion of approval of an Order authorizing the refund of taxes.
Discussion of approval of the appointment of Ken Wilhelm to the Alcohol and
Drug Planning Committee.
Discussion of approval of the appointment of Michael Hinton to CORHA.
Discussion of approval of the appointment of Charles Brown and Mike Maier to
the Deschutes Watershed Council.
Discussion of approval of liquor license applications for various businesses.
Discussion of upcoming meetings and schedules.

A lengthy discussion of concerns over some of the bills relating to the
construction of the new Fairgrounds, and how to handle payment.
A discussion of various work projects through the Community Corrections
Department. Dennis Maloney provided an overview of what has been done,
especially in regard to juveniles (including the Bend Munch & Music festivals); and
what is planned.
