DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 30, 1999; 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on August 30, 1999.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
A discussion of the affordable housing policy. This was delayed until the business
meeting.
Discussion of a property address coordination project, with a presentation
provided by Ed Pecoraro. There are two main problem areas plus a number of
smaller areas that will mean this project continues for a while.

Sundance Ranch subdivision is one of the bigger problem areas with the
numbering of houses. Other big problem areas are in Black Butte Ranch, and
along Innes Market Road. They will try to impact as few people as possible.
This work is meant to make the job easier for the fire department and for 9-1-1
and law enforcement. A lengthy discussion followed.
Discussion of approval of an agreement between Deschutes County Human
Services and Property Services, Inc. A representative of Rainbow House said they
are hoping to get a temporary lease on Second Street, until the group moves to
the Kidnastics building.
Discussion of approval of Resolution 99-074, establishing advertising policy
standards for the landfill. Commissioner DeWolf is concerned that there could be
a lawsuit if certain signs are not allowed, under the First Amendment. Timm
Schimke noted that this is borrowed, with permission, from Tri -Met, and they
have had no issues with it.
Discussion of approval of a personal services contract with Evergreen Services for
work at Park Place. The agreement would increase the amount paid to Evergreen
Services. This is the first increase in three years.
