DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
July 12, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on July 12, 1999.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
A presentation from the Deschutes Soil and Water Conservation District and the
Upper Deschutes Watershed Council, who are interested in reactivating the
County Weed Board.
Representatives of the District and the Council gave a lengthy presentation
detailing the reasons why it is important that the Weed Board should become
active again.

They explained that neighboring counties have an active Weed Board, and
Deschutes County's lack of oversight creates a big problem for those counties as
well as within Deschutes County. Staff from the Road Department also provided
some insight.
Many other agencies, state and federal, feel that this is an important group and
want to encourage the County to reactivate it. They have indicated that they will
partner regarding the funding and workload.
There was a request to establish a County weed coordinator or supervisor
position again, handled by someone who can work with the various agencies and
within the County to determine how bad the problem is, develop a plan to deal
with it, work towards getting grants and seek out new members for the Weed
Board.
Commissioner Luke said that the person should probably be within the Road
Department. The four current members of the Weed Board should be contacted,
and new members added as appropriate.
The Board asked for an evaluation of the work the person would do, what the
position would cost, and how much involvement they can expect to see from
other agencies and groups. They feel that this should be a full-time position so
that other workload does not get in the way.
Discussion of the fiscal year 1999-2000 Community Development Department
work plan for the planning, building and environmental health divisions. George
Read explained that there is a public hearing on this item at the next business
meeting.
In the future, they will try to do this on a calendar year basis rather than try to tie
it in to the fiscal year.
Some of the items to be addressed are the Bend Airport, rimrock setbacks in the
urban reserve area, a possible solar ordinance, and other issues.

Staff needs the Board's feedback to determine what issues are most important to
deal with now rather than later.
Commissioner Luke asked about the process to permit all agricultural type
buildings. Mr. Read said this is on the list. This is complicated because there is no
clear definition of what constitutes an agricultural building.
There will be a final report on regional problem solving, and a hearing as well.
This will be a part of the work program. They hope to have something adopted by
the end of the calendar year.
Discussion of approval of a personal services contract with Habitat for Humanity.
Dennis Maloney provided an overview of the item and the plan. This is a
premium program and very much supported by the community. Funding comes
from the State and not the County general fund.
The youth involved are also doing projects to enhance downtown Bend, including
restoring the swans that once were part of a festival at Mirror Pond.
Commissioner DeWolf asked if this program could be used to build a women's
shelter in La Pine. Staff said this is a grassroots effort with all citizen volunteers.
It is different because it would not result in the typical Habitat owned home. The
groups would have to obtain materials and the County could provide some of the
labor.
Discussion of approval of the low bid for the construction and installation of a
traffic signal at Venture Lane and South Century Drive, which is the entrance to
the business park in Sunriver.
Kathy Drew of the Human Services Department, Developmentally Disabled
Division, presented three contracts: Residential Assistance Program, Opportunity
Foundation of Central Oregon, and Central Oregon Resources for Independent
Living. These are renewal agreements.

Discussion of approval of several Orders that are naming or renaming streets
within the County.
Discussion of approval of an Order transferring ownership of property to the Bend
Metro Park and Recreation District.
Discussion of approval of a liquor control license application for the La Pine
Bowling Center.
Discussion of approval of an Order authorizing the refund of taxes.
Discussion of approval of a COIC loan servicing agreement.
Discussion of an issue with the City of Bend regarding the number of required
parking spaces at the new Health and Human Services Building.
