A meeting of the Board of County Commissioners was held on July 10, 2000.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of signature of letters reappointing three members to the Deschutes
County Bicycle/Pedestrian Advisory Committee: Chris Sabo, Mary Ellen Coulter
and David Zimmerman.
Discussion of signature of an amendment of an intergovernmental agreement
with the Deschutes National Forest for road striping services, provided by the
County.

Discussion of approval of a $50,000 grant from Northwest Health Foundation to
initiate primary health care services in Redmond. Staff has advised this is not
ready for approval so it was removed from the business meeting agenda.
Discussion of signature of a contract with the KIDS Center for the Deschutes
County Relief Nursery project. This will be discussed further at the Board business
meeting.
Discussion of written testimony and consideration of first reading of Ordinance
2000-018, amending PL -20 of the Comprehensive Plan, to add a new plan policy
to the Forest Lands Chapter of the Plan.
Attached to these minutes are minutes in brief regarding this particular item,
verbatim.
Discussion of signature of Order 2000-085, approving the boundary for proposed
City of La Pine and referring the incorporation of the City of La Pine to an election.
Also, Chair signature of a notice of measure election for the incorporation of the
City of La Pine; and Chair signature of a notice of measure election for La Pine City
Council elections.
Attached to these minutes are minutes in brief regarding these three items,
verbatim.
Discussion of signature of Order 2000-080, transferring cash among various funds
as budgeted in the current fiscal year budget, and directing entries.
Discussion of signature of a letter appointing Allen Foster to the position of
Resident Commissioner of the Central Oregon Regional Housing Authority.

Discussion of a request from United Senior Citizens of Bend for help with staff
expenses. They are having trouble getting anyone to sponsor this. Mike Maier
said he would respond.
Commissioner Luke commented on Fairgrounds parking issues. He wants the Fair
Board to know that the County is not going to be responsible for what they do. A
letter was already sent to them in this regard, but he wants another one to go out
to confirm the County's position.
He wants it on the record that the County is not paying for, nor paying anything
back, related to the development of parking at the Fairgrounds. The other two
Commissioners agreed.
Commissioner DeWolf indicated that the Fair Board has been working with the
City of Redmond regarding this and a few other issues.

6. Damian Syrnyk:
Introduced issue. The written record was closed Wed., 7/5, 5 PM; and no
further testimony has been received.
DeWolf:
I would like Damian to accompany me tomorrow to view the 3 main parcels.
Damian: Okay.
DeWolf:
On pages 2 and 4 of original agenda request — paragraph on top of second
page — not withstanding ... My question is, if someone was to make an
application under these criteria, then they need to meet all criteria? It's not
an "or" situation, but an "and" situation. If I am reading this correctly, it
makes it more restrictive than before.
Damian:
It started out with what is in the opening paragraph; added in bold is further
criteria that must be met. This is intended to narrow down the number of
those who might want to apply under this change.
Tom: Is the deer migration an overlay over all properties?
Damian:
It extends down from Sisters toward Bend, on the west side of Highway 20
next to Tumalo. It is protected as a wildlife area combining zone. It calls
for specific setbacks and use limitations, and certain things not allowed such
as churches and bed & breakfasts; also, homes must be contained in an area
no farther than 300 feet from the road. There is a limitation on where
fencing can be used and the type of material that can be used for the fencing.
Luke: Do we have letters from the Oregon Dept. of Fish and Wildlife?
Damian:
One was submitted back in April. They were concerned whether this would
change the restrictions we already have in place on uses. I will provide you
with a copy.
Tom: If a dog chases deer and injures it, will the dog be put down?
Bruce White: They are not considered livestock.
Dennis:
There are parts of the forest out by Tumalo Reservoir where roads are
seasonally closed because of the winter deer range.

Swearingen: Does this reflect the changes in boundary that we made?
White:
I am still working on it; I will use the changes that were provided by the
proponents. It's my understanding there won't be a challenge. The Clerk
and I have a question, and we are awaiting a reply from Secretary of State;
the question is whether the boundary description is subject to the word
limitation.
Luke: You must be able to explain the entire boundary. And how can we
approve it if you don't have it completed?
White: I am working with the surveyor; only the word limitation is a
problem.
