DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on January 8, 2001.
Commissioners present were new Commissioner Michael Daly, and Tom DeWolf.
Commissioner Dennis Luke was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; a few staff, and no
media or other citizens.
With no business meeting scheduled this week, this work session became the
regular business meeting.
Consideration of signature of Order 2001-007, transferring cash among various
funds as budgeted, and directing entries. Daly moved approval; DeWolf
seconded; unanimously passed.
Consideration of signature of Resolution 2001-004, transferring appropriations
within the general fund. Daly moved approval; DeWolf seconded; unanimously
passed.

Consideration of signature of a deed of dedication and acceptance for a road right
of way. Jim Bonnarens said this is at Dodds Road near Alfalfa. The County is
selling twenty acres there and needs to add this to the right of way. Daly moved
approval; DeWolf seconded; unanimously passed.
Convened as the governing body of the Extension/4-H County Service District to
consider approval of weekly accounts payable vouchers in the amount of $1.21,
subject to review. Daly moved approval; DeWolf seconded; unanimously passed.
Convened as the governing body of the 9-1-1 County Service District to consider
approval of weekly accounts payable vouchers in the amount of $318.34, subject
to review. Daly moved approval; DeWolf seconded; unanimously passed.
Consideration of signature of Resolution 2001-002, transferring appropriations
within the 9-1-1 fund, and directing entries. Daly moved approval; DeWolf
seconded; unanimously passed.
Reconvened as Deschutes County to consider approval of weekly accounts
payable vouchers in the amount of $304,340.17, subject to review. Daly moved
approval; DeWolf seconded; unanimously passed.
Consideration of the first readings by title only of Ordinance 2001-001, previously
Ordinance 2000-021; and Ordinance 2001-002, previously Ordinance 2000-022,
regarding the adoption of the airport safety (formerly 'height') combining zone.
This is for consistency in Code, and to comply with the State DLCD's periodic
review order.
Steve Jorgensen explained the ordinances were revised after some input from
Sunriver. At this time there has been no additional comment and all parties seem
to be satisfied with the language. This applies to the six airports within the
County. He gave a lengthy explanation for the benefit of the newest
Commissioner, and Rick lsham expanded on this.
Commissioner DeWolf also explained how the process works and what
Commissioner Daly should expect to occur.

Daly moved first reading of the ordinances; DeWolf seconded. Commissioner
DeWolf conducted the first reading of the two ordinances by title only. The
second reading would occur on January 24.
The business meeting for the week was canceled due to a lack of items for the
agenda.
