Audio Cassette Recording Titled: WORK SESSION
December 6, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on December 6, 1999.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a small number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of signature of an agreement with HTE Engineering for the final design
and engineering of the La Pine Water Project. Susan Mayea provided an overview
of the item.
Discussion of approval of an agreement with BestCare Services. This is the third
addendum with this treatment provider in Madras and Jefferson County, for
alcohol and drug treatment.

Discussion of a request from Central Oregon Community Action Network for a
hostel location. The City of Bend may have something available.
Discussion of approval of a cooperative maintenance agreement with ODOT
regarding a signal light at South Century Drive at Venture Drive. George Kolb
stated that the agreement covers reimbursement to ODOT if they do any
maintenance of the signal, and some of the work done during the construction
phase.
Discussion of approval of the award of a contract to process and deliver cinder
rock at Knott Landfill. Timm Schimke said they are hauling in 70,000 cubic yards
of cinders to supplement the material on site, to cover landfill material on a daily
basis. This needs to be done on an annual basis. The cost is about 30% less than
last year.
Discussion of signature of a letter reappointing Graham Almacher (?) to the Forest
Acres Special Road District.
Discussion of signature of a letter regarding the reappointment of Jeff Cassidy to
Four Rivers Vector Control District.
Discussion of signature of Order 99-168, transferring cash among various funds in
the current budget.
Discussion of approval of Resolution 99-085, a bargain and sale deed regarding
the transfer of real property located off of First Street in La Pine, Cascade Avenue
in Redmond, and Wall Street at Kansas Avenue in Bend, to the Deschutes Public
Library District. Rick (sham stated that there are three orders drafted to transfer
these properties. They also consist of the old armory building near city hall, and
the PP&L building.
Discussion of signature of documents authorizing the sale of real property to
provide funding for the Health and Human Services Building project and the Becky
Johnson Center project.

Jim Bonnarens said that this would include the Arizona Street property (at
Colorado Avenue), and an 80 -acre parcel north of Redmond that is used for
grazing, but is landlocked. He also added the Fryrear Road property. He has
appraisals on all of them.
Commissioner DeWolf feels that the value of the Arizona Street property would
be more valuable if they waited for the new couplet to be put in that area. Mr.
Bonnarens replied that the parcel is too small to be of value to most.
The combined value of all of the properties is about $725,000.
Discussion of approval of a sublease agreement with Lacomas (?) Technology, for
a site leased by Western Radio.
Discussion of signature of a deed of dedication for right of way for the possible
future improvement of Dayton Road.
Discussion of the sale of property off Edmonton Road to a private party. They will
want to obtain a lot of record building permit.
Discussion of a hearing regarding the formation of Sun Mountain Ranches special
road district. They have far more than the required supporters.
Discussion of consideration of signature of Ordinance 99-026, regarding special
road district elections. Bruce White went into great detail on the particulars
regarding this issue.
Discussion of signature of a declaration of dedication from Robert Turner for road
right of way purposes along Innes Market Road.
Discussion of agreements as part of a memorandum of understanding relating to
Oregon Water Wonderland and the U.S. Forest Service regarding an expansion of
the OWW sewer district. The County will provide some resources through staff to
help OWW try to obtain grants.

Discussion of a memorandum of understanding with the U.S. Forest Service
regarding efforts to educate landowners within the forest -urban interface areas in
the County.
Discussion of a public hearing on the appeal of the Gribbling Road land use
appeal.
Discussion of a decision regarding the Rose Pit mining site. Barbara Rich said the
hearing is closed. She went into great detail regarding the process and
timeframe. A lengthy, heated discussion occurred.
Discussion of an application from Hooker Creek. This is going to the Planning
Commission, not the Board.
Discussion of a tort claim notice from La Pine Ready Mix. This needs to be part of
executive session.
