Audio Cassette Recording Titled: WORK SESSION
November 22, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on November 22,
1999. Commissioners present were Dennis Luke, Linda Swearingen and Tom
DeWolf. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of approval of a personal services contract with Tim Bloomer for
clinical child psychologist services relating to the Community Justice Juvenile
Department diversion plan.

Discussion of approval of a continuation of an intergovernmental agreement
relating to Deschutes County providing community corrections services to
Jefferson County.
Sheriff Greg Brown gave an explanation at length about the work done for
Jefferson County.
Discussion of an update of Deschutes County Historical Society and Reed School,
and possible formation of a historic district in Bend. Barry Slaughter and other
individuals provided a lengthy overview of the desire for a historic district, and
plans to improve the building, including ADA access.
They have raised a considerable amount of money, and hope to have the building
project done by 2005.
A long conversation took place regarding a potential historic district, which would
primarily be inside the City.
A lengthy presentation by representatives of the Rainbow House and Pot of Gold
Thrift Store, which the group is trying to get open, to help clients with
developmental disabilities. They asked for the Board's help in getting the thrift
store open. Commissioner Luke stated that there is a meeting later in the week
to discuss this at length.
Discussion of approval of an intergovernmental agreement with the City of
Redmond regarding the exchange of GIS data. Tom Anderson stated that this is
meant to enhance the small GIS operation that Redmond currently has in place.
Discussion of approval of Order 99-170, to officially assign the name of Cougar
Trail to an unnamed access road. Also assigned are the names Sky Wagon Drive
and Crowfoot Court.

Discussion of consideration of land use actions on land adjacent to the City of
Sisters. Chris Schmoyer of CDD provided information and said that a date needs
to be set for two plan amendments and a zone change.
This is a hearing on the Hearings Officer's decision that is required to be done de
novo by the Board, per legislative action since it involves the City. Any appeal
would have to go to LUBA.
Commissioner Swearingen thinks that the applicant should consider changing
some of the uses within the zone to make it more palatable to the neighboring
property owners. The other big issue is transportation. There are two different
applicants with two areas of interest.
Staff was concerned about the Board being too involved since the Commissioners
are the hearing body. This needs to be addressed primarily by the parties and the
City. This issue has been voted on by the City and they support this project
moving forward.
Discussion of approval of an indemnity agreement for the La Pine truckers' light
parade. Commissioner DeWolf moved approval; Commissioner Swearing
seconded, and it was unanimously passed.
Discussion of approval of a consulting services agreement with Pacific
Technologies to assess and develop a plan for the County's business information
system. Rick Isham provided an update to the Board regarding the language of
the agreement. He will speak with them again later today.
Consideration of signature of Resolution 99-035, amending Code regarding the
local contract review board. Rick Isham explained the changes made from the old
version.
Consideration of signature of a contract for the delivery of a new landfill
compactor. This would come from Pape Brothers, who was the single bidder for
the item.

Discussion of signature of letters appointing individuals to the Redmond Airport
Commission.
Discussion of signature of a letter accepting the resignation of several individuals
from the Lazy River Special Road District board of directors; and signature of
letters appointing new members.
Discussion of signature of a letter appointing an individual to the Ponderosa Pines
East Special Road District.
Discussion of signature of Resolution 99-084, transferring appropriations within
various funds.
Discussion of signature of a Resolution transferring cash within various funds in
the current budget.
Discussion of approval of an Order approving voucher refunds.
Discussion of the Scott and Craig LUBA appeal. Commissioner Swearingen feels
that the County should defend its decision. Bruce White advised that this should
be discussed in executive session.
Discussion of the final closure of the Fairgrounds construction contract and other
issues. Mr. Isham feels that negotiations are going well and the issues should be
resolved sometime next week.
Discussion and update regarding the Law Library. The judges would like to move
it out of there, but some efforts have been made to increase security in the
building. Commissioner Luke spoke about changes they can make to the building
to make it safer to use.
Mike Maier spoke at length about the County joining the PERS investment pool,
and the pros and cons. He wants to wait until there is more information available
on how this might go at the legislative level. Otherwise, this could end up costing
the County a lot.
