DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
November 8, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on November 8, 1999.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a second public hearing regarding whether to approve withdrawal
petitions from Special Road District No. 1 to election. Bruce White said there are
seven petitions, and a first hearing has been held. The second hearing is to
determine whether there are enough petitions to merit an election.
The Clerk has verified signatures and said there are enough petitions to send this
to an election. There is a 15% requirement.

Discussion of consideration of first reading of Ordinance 99-026, authorizing the
election of special road district commissioners. There is another hearing on this in
La Pine tonight. Commissioner Luke said it appears there will be a split vote on
this issue.
Discussion of a public hearing and approval of a 100% annexation into Rural Fire
Protection District #1, to include the Eagle Crest expansion area.
Discussion of the formation of Sun Mountain Ranch Special Road District,
accepting the petition and setting hearing dates.
Discussion of a public hearing and consideration of approval of Ordinances to
correct an error in zoning on three tax lots owned by Bend Aggregate and Paving.
Similar areas were previously mapped but these were omitted in error.
Discussion of approval of the dedication of a twenty -foot right of way for NE 5th
Street in the City of Redmond.
Discussion of approval of Resolution 99-081, initiating proceedings for the Tall
Wood Court Local Improvement District. This is located off Day Road in south
County, consisting of ten lots. Eight owners petitioned for the LID.
Discussion of consideration of signature of a grant for Regional Problem Solving
from the LCDC.
Discussion of whether to hear an appeal by Pat and Judy Shotz regarding the
expansion of High Desert Veterinarian Clinic next door to them. Paul Blikstad said
that the Hearings Officer's decision is being appealed, which was for a large barn
with stables and a fabric covered riding area. Staff recommends that this not be
heard. One of the owners has a horse training business and could build it
separately from the vet's request anyway.
A residence has been approved and is being built.

The neighbors are worried about the potential height of the barn and arena. The
Board wanted to hear more and to review maps.
Discussion of an appeal of the Hearings Officer's denial of a partition of a twenty -
acre parcel into two parcels in an RR -10 zone. Staff said these are usually
approved administratively; however, this property is south of Highway 20 and
east of Gosney Road, off Gribbling Road, which has inadequate access, with a
substandard dirt road.
Staff feels that it should be improved to a County maintained road status. The
Board wants to hear it. Commissioner Luke said there are a lot of people living
out there and somehow they have managed to make it into town over many
years. The Road Department should not be concerned about roads that they
don't have to maintain.
Discussion and consideration of approval of a conditional use permit for a non-
farm dwelling for Leo Edwards. Barbara Rich explained this is signature of the
final decision.
Discussion of approval of Resolution 99-083, authorizing expenditures of justice
program grant funds. A lengthy discussion took place because the grant needs to
be expended very quickly, and staff did not realize this.
Discussion of approval of contracts with the Deschutes National Forest to amend
a facilities grant agreement.
Discussion of approval of COIC providing administrative support for the second
phase of the La Pine Water project.
Discussion of approval of ratification of an Oregon Economic Development loan
project guarantee, relating to the Crown Pacific log chipper property.

Discussion of approval of a bid for the Health and Human Services Building
construction project. Rick (sham explained the item at length, along with the
progress being made on site preparation.
He said that the City of Bend did not show up for an inspection, so that has held
up part of the project. They anticipate completion of the building in about a
year's time.
Discussion of signature of a Resolution transferring cash among various funds in
the current budget.
