DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
November 1, 1999; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on November 1, 1999.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of the Redmond Airport and the north industrial park adjacent to it.
Carrie Novack, manager of the Airport, discussed this at length with the
Commissioners. They are ready to go on to the second phase of the project.
There is some talk about having the golf course adjacent to the business park.
This model has been used successfully in other places in the country, and is worth
investigating.

They are asking the Board for a grant of $30,000 to work on the industrial park
project further. There was a long discussion about the BLM land that is in the
area and whether it will ever be transferred to the County.
A scope of work document was presented to the Board for review.
Discussion of approval of the third amendment to the City of Redmond's
downtown urban renewal plan.
Discussion of an upcoming business meeting at Sisters High School, to involve
students and the community.
Discussion of a project regarding a review of airport specific zoning and the safety
overlay. Steve Jorgensen spoke about the four airports at length. He will attend
the meeting in Sisters as well to talk about the Sisters Airport specifically, since
there are some strong feelings about it in the community.
Discussion about the desire of various La Pine area citizens to establish a small
airport in their area.
Discussion of approval of documents relating to the establishment of a right of
way located at Dayton Road.
Discussion of approval of a road vacation for property located off Richardson
Road.
Discussion of signature of an Order authorizing the refund of taxes.
Discussion of approval of liquor license applications for various locations at Black
Butte Ranch.
George Read of CDD spoke about an issue brought up by a citizen, John Paul
Vandenberg. A prior owner received land use approval. The current owner
received a building permit but a neighbor says it is too close to the road.

The road did not show up on any maps as a public road. The owner is going to
pursue a lot line adjustment and a road vacation. He wants to pour the concrete
before it gets any later in the year, but that can't happen until the lot line is
moved.
Commissioner Swearingen said he is 100% of the affected property so no hearing
is necessary. She would like to see this approved this week at the Board business
meeting.
There was a long, heated discussion of whether to require a survey of every rural
property before allowing building to occur.
