DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 8, 2001; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on October 8, 2001.
Commissioners present were Dennis Luke, Michael Daly and Tom DeWolf. Also in
attendance were Rick [sham, County Counsel; County Administrator Mike Maier;
the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Chair DeWolf acknowledged the death of former County Commissioner Barry
Slaughter last Friday, October 5.
Discussion of consideration of approval of two full-time mental health positions,
funded by the State of Oregon. Gary Smith gave an overview of the item, which
would be approved through a finance Resolution in a specific line item for the
Department. Marty Wynne went through a lengthy explanation of the process.

There are concerns about a Targe shortfall in the State's budget and what might
happen to these positions, as well as others that might be affected. The Board
wants the proper language put in the offer letters that go out to newly hired
personnel, regarding grant -funded positions.
Discussion and consideration of approval of a supplemental Oregon Health
Division grant for the Mother's Care program.
Discussion and consideration of signature of an agreement with COCAAN for
services.
Discussion of consideration of the Hearings Officer's decision regarding the name
of Old Bend -Redmond Highway. There are a number of signs that are incorrect
regarding the name. Only one person showed up at the public hearing to object
to the clarification of the name.
Discussion of signature of agreements regarding the onsite sewer system
demonstration project.
Discussion of approval of proposed changes to the County fee schedule policy.
Tom Anderson stated that there are two changes. One has to do with the
exemption paragraph that granted waivers to cities, and the park and recreation
districts.
The amount of money is not that significant; about $15,000 over the past five
years, most of which was for the parks and recreation districts. There was no
response to the letters that were sent out.
The other is a typographical error in one of the exhibits.
Discussion of a public hearing scheduled for Wednesday, and consideration of
first and second readings and adoption of the business park plan.

Steve Miller of CDD Planning said that this is in regard to a La Pine Business Park
which was hoped to be established through a simple amendment to code.
However, it needs to include a zone change and a comprehensive plan
amendment.
County Counsel Laurie Craghead provided a further explanation of the process
and the result.
Discussion and consideration of approval of a personal services contract with
Kaufman and Associates. Steve Jorgensen of CDD Planning provided an overview.
This has to do with the industrial park in La Pine.
Discussion of second reading and adoption of an ordinance regarding building
height exceptions.
Discussion and consideration of approval of a modification of an
intergovernmental agreement with COIC. This is necessary to close out the work
on a specific grant.
Discussion of the approval of biennial contracts resulting from what used to be
called the regional strategies program, which is now referred to as the community
investment program.
Timm Schimke of Solid Waste spoke about a request from the Redmond School
District regarding participation in their resource conservation management
program. This would cost the County about $24,000.
They want to review their use of power, water and solid waste facilities to
become as efficient as they can in those areas. The overall cost to the School
District is about $160,000. They are getting some funds from PacifiCorp but
would like the help of the County.
This is a one-time request to establish the program. The Bend -La Pine School
District already has a program like this in place.

Commissioner DeWolf noted that the County gives money to many groups for
legitimate reasons. Mr. Schimke said that they could ask for periodic reports and
he can try to measure the impact on recycling efforts at the landfill.
The Commissioners were supportive of this moving forward.
Mr. Schimke spoke about the current franchise rate and looking at a different
designation for distant rural properties. He supports this being established. After
a lengthy discussion, the Board asked that a Solid Waste Advisory Board be
established, and that this be discussed at their first meeting so that they can
come up with a recommendation.
Susan Mayea brought up a letter from Darwin Thurston regarding the La Pine
Industrial Group business loan. The $340,000 loan was meant to complete
improvements to the business park. She went into the loan repayment details,
which were delayed to allow them to sell some of the properties first.
Too many issues came up, such as zoning, which delayed the sale of the
properties, so the loan payment have not yet begun. It will take a couple of
weeks before the lots can be sold.
They did get funds from the sale of other properties, but feel that the repayment
is not a part of this. They want to wait to make any payments until the business
park lots are sold. They have perhaps $60,000 at most in their account at this
time.
They want the loan rewritten and to waive the interest to date, until they can
actually begin to sell the lots. The Commissioners were supportive of adjusting
the agreement.

Rick (sham asked to add an item to the business meeting agenda. This is an
agreement with Community Justice Associates, LLC (Dennis Maloney), for the
balance of the restorative justice project.
Mr. (sham went into detail on the requirements of the federal grant, and how the
contractors should be paid.
