DESCHUTES COUNTY BOARD OF COMMISSIONERS
June 29, 2017
Present were Commissioners Tammy Baney, Anthony DeBone and Phil Henderson. Also present
was Tom Anderson, County Administrator; Timm Schimke, Director of Solid Waste; Chris Ogren,
Administrative Intern.
The Board of County Commissioners held a field trip and site visit to the Deschutes County
Negus Transfer Station today for the round -three department update of activities and
programs.
Timm Schimke toured the commissioners around the facility, and noted several items of
interest:
The potential to contract a consultant at the new solid waste facility, to conduct studies in
order to improve efficiencies in traffic and cash handling.
Mr. Schimke noted that Negus currently estimates the size of each load rather than using a
scale, and believes these estimates are consistently conservative, so adding a scale may help
increase tipping fees.
Mr. Schimke showed commissioners the site where the fence gets cut overnight and theft
occurs. Items thieves look for are tires and batteries, and certain types of scrap metal.
He also discussed the capping of the old landfill by Negus, and whether any uses within the area
that could utilize the capped land. Commissioner Baney noted the great view and the potential
for improvement in the area, as well as its desirable nature in the future.

Mitchell, Surveyor; Dave Fox, Surveyor; Chris Ogern, Administrative Intern; and Cody Smith,
County Engineer.
The Board of County Commissioners held a field trip and site visit to the Deschutes County
Road Department today for the round -three department update of activities and programs.
County Surveyor Mike Berry provided an overview of the services provided by the Surveyor's
Office, which included the following:
• Review pending subdivision, condominium and partition plat maps for compliance with
Oregon Statutes and county codes.
• Receive property survey maps for filing, review for compliance with Oregon Statutes and
county codes, and submit to the public record.
• Maintain the public survey records and provide research tools for the public to view and
make copies.
• Restore and maintain Public Land Survey corners.
Mr. Berry provided a historical perspective of Deschutes County survey work. Surveyor's Office
staff provided the Commissioners a demonstration of surveying work in the Road Department
parking lot.

OVERVIEW OF THE DESCHUTES COUNTY SURVEYOR'S OFFICE
In Deschutes County the County Surveyor is an appointed position. In about tialf of the 36 Counties in Oregon the
County Surveyor position is appointed. The other Counties have elected county surveyors.
MANDATED SERVICES
�
Review pending eubdivision, condominium and partition plat maps for compliance with Oregon Statutes and
County Codes. Once these plats are complete, file and index these documents into the public survey record.

Receive property survey maps for filing, review them for compliance with Oregon Statutes and County Codes,
and then add them to the publ,c record.
Maintain the public survey records and provide research tools for the public to view and make copies of these
public records.
Restore and maintain Public Land Survey corners. Public /and corners are the section corner and quarter
corner monuments used as the basis for all land surveys performed in the County.
OTHER SERVICES
�
Perform Road Department road right-of-way aumeyo, topographic eumays, engineering -related work, and
document scanning and indexing.
• Provide surveying services and advice to other County departments such as Legal Counue|, Sheriff's Office,
Property Management, Administration, Planning, G.I.S. Department and Assessor's Office.
�
Assist the general public with locating property surveys and interpreting and understanding these maps and
also answering general survey questions.
• Consult with private surveyors, title officers, attorneys and citizens to help resolve difficult boundary problems.
• Maintain an on-line web application for finding and procuring copies of any surveys filed at the Surveyor's
Office.
Maintain 3 continuously operating GPS base stations for the use of public and private surveyors.
STAFF
The surveyor's office has four full time employees comprised of two licensed surveyors, and two survey technicians.
In 2005 the County Surveyor's Office and the Road Department Survey Crews were combined under the County
Surveyor by decree of the BOCC. Since that time our staif has been reduced 56% by attrition.
FUNDING
The County Surveyor's Office received General Fund monies until 2005. Since that time the funding has been solely
fee based. The funding sources for our office are:
Fees Collected for review and filing of surveys and plats - The Surveyor's Office has a set fee schedule for
reviewing and filing these documents. These fees are proposed by the Surveyor's Offioe, reviewed by the Budget
Committee and approved by the Commissioners.
Public Land Corner Preservation Fund - In 1985 the Olegislature passed a law into effect that allowed
Counties to establish a fund for Public Land Corner Preservation. This law, ORS 203.148. states that Counties can
hold public hearings ending this program and then create a fee, not to exceed $10.00, on certain types of deeds
recorded at the County Clerk's Office. In 1986 the County Commissioners established the Corner Presentation
Fund in Deschutes County with a fee of $5.00 per deed recording. In 1999 the County Commissioners increased
the fee ho*1D.VOper deed recording.
Road Department surveying and engineering support - Personnel from the Surveyor's Office also perform
various duties for the Road Department such as topographic surveys, road right-of-way mumaya, document
scarining and engineering related work such a Pavement Management System inventory work. This type of work is
billed directly to the Road Department. Last year 25% of the Surveyor's Office work was Road Department related,

The County Surveyor's Office does not perform surveys or find property corners for private land
owners. The only situation where this office can perform surveys other than those mandated
above is if ordered by a court pursuant to Oregon Revised Statutes Chapter 209.020 and
209.030. In these situations the County Surveyor's Office will be reimbursed by whichever
parties the Court designates to pay for the survey work.
Our office strives to advocate for local private surveyors. We always recommend that the
citizens who call us regarding property surveys of their land contact one of the many private
surveying companies in the area.
