Also present were Tom Anderson, County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Secretary. No representatives of the media were in attendance. CALL TO ORDER: Chair Baney called the meeting to order at 8:00 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT: Elaine Wathinsen lives in Redmond and has concerns of unintended consequences of marijuana. She appreciates all of the Boards' efforts. Mrs. Wathinsen spoke on the role of the Board in representing the citizens of Deschutes County. Her concern is the production of marijuana leads to the addiction and health concerns of our children. Commissioners thanked Ms. Wathinsen for joining them today and her expression of concern. Consideration of Chair Signature of Document No. 2017-704, Criminal Justice Commissioner Justice Reinvestment Grant Agreement (JRP Program) 3. Consideration of Signature of Letters of Appointment to the Board of Property Tax Appeal for terms through June 30, 2018: Dennis Luke, Vicki Schuetze -Compton, Susan Helfer, B. Chase Osborne, Mara Stein, Jo Ellen Zucker, Michael Simpson ACTION ITEMS: Consent Agenda Item 1 as pulled for discussion: Consideration of Board Signature of Document No. 2017-691, Amendment for Oregon Department of Education Juvenile Crime Prevention Services Deevy Holcomb, Community Justice presented the item for consideration. This agreement provides funding allocated by the State to be used for juvenile crime prevention. HENDERSON: Move approval DEBONE: Second VOTE: HENDERSON: Yes DEBONE: Yes BANEY: Chair votes yes. Motion Carried Consent Agenda Item 2 as pulled for discussion: Consideration of Chair Signature of Document No. 2017-704, Criminal Justice Commissioner Justice Reinvestment Grant Agreement (JRP Program) Deevy Holcomb, Community Justice presented the item for consideration. This agreement provides funding for justice reinvestment and was presented at a recent Board Work Session. County Administrator Anderson noted the information found in the annual report from Community Justice is a wonderful resource and comprehensive tool of the department. PUBLIC HEARING: and Consideration of Signature of Order 2017-042, Approving the Petition for Annexation into Bend Park & Recreation District. County Counsel Dave Doyle presented the petition for annexation. Peter Gutowsky, Community Development Department gave reference to Title 19, Bend Urban Area Zoning Ordinance. There has been no opposition to the request. Chair Baney closed the public hearing. Motion Carried OTHER ITEMS: County Administrator Anderson noted there were a few Community Development Department updates to speak of after the meeting this morning or this afternoon, whichever the Board prefers. Commissioner Henderson noted his disappointment in the items not being posted on an agenda. Commissioner DeBone explained the reason why the Business Meeting time was changed was because of the Board attendance at the appointment process for the state legislative vacancy for District 59 today at the Jefferson County Courthouse. There are no local land use regulations or policies that specifically address the Bend Park and Recreation District and annexation.' 1 Policy 3.6.1 "encourages the formation of special service districts to serve rural needs rather than have the County serve those needs."
