MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
Allen Conference Room
Wednesday, November 8, 2017
Present were Commissioners Tammy Baney, Anthony DeBone and Phil Henderson. Also present
were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; and
Sharon Ross, Board Executive Secretary. Attending for a portion of the meeting were several
citizens and no representatives of the media were in attendance.
CALL TO ORDER: Chair Baney opened the meeting at 5:09 p.m.
ACTION ITEMS
Item #2: Discussion of County Roads Within the City of La Pine and Item #3 Update on County
Owned Property in La Pine were moved to a future Work Session agenda.
1. Legislative Briefing presented by PAC WEST by Paul Philips and Courtney Johnston.

Discussion presented regarding framing for the 2018 legislative session. Mr. Philips is
suggesting a conference call every Friday to review any concerns or issues outside of
legislative sessions. Ms. Johnston reviewed the summary of the 2017 session and the
2018 political update with the current legislative vacancies. There is a special election in
January on ballot measure 101 that will impact affect the 2018 session. On the day after
Christmas ballots will be mailed out to explain to the voters the impact of the new tax
that will be considered with that ballot measure. Review was made on the 2018-2019
session preview and priorities.
Commissioner Henderson wants involvement in any wildfire issues. Commissioner
Henderson also requested having a game plan before items get in front of the County.
Commissioner Baney asked for updates on bills as they happen.
Mr. Philips noted legislative days next week and the day the February session ends is the
deadline for filing for office. In August will be final filing for ballot measures. Mr.
Philips noted the November elections will be heated. Commissioner Henderson asked
if there would be any effort by the marijuana growers. Commissioner Baney inquired
what happened to the Joint Committee. Ms. Johnston stated the committee was
closed. Mr. Philips noted the Oregon Liquor Control Commission regulations and
President Trump's vision of changing cash laws with the Attorney General's office. Mr.
Philips noted we may want to look at this creatively look at marijuana legislative issues.
Mr. Philips also spoke on the metrics of health and mental health services. In 2019
there will be conversations on PERS, property tax reform and transportation plan
adjustments.
Commissioner Henderson inquired on marijuana as a crop for agriculture. Do people
actually believe that? Mr. Philips and Ms. Johnston responded the legislators believe it
should be regulated as an agricultural crop. Mr. Philips and Ms. Johnston suggested
doing a field trip with a bus tour for the legislators to show them the impacts.
Commissioner Baney liked that idea.
Regarding the mental health services that will see change. Commissioner Baney note
the reality. Mr. Philips notes it is also tied to affordable housing and homelessness.
Commissioner Henderson inquired on what their thoughts are on what should change.
Mr. Philips notes Deschutes County is an urban and rural mix and need to look at health
care delivery and transportation needs. Commissioner Henderson wonders how we
can point out our challenges with housing. Mr. Philips stated you cannot address
affordable housing unless you address it from a land use issue. Commissioner Baney
noted there will be pressure in the state to address land use.
Commissioner Henderson wanted to know what is important to our legislators. Ms.
Johnston noted a water resources bill, lot line bill, and Equine Therapy.

Commissioner Baney asked of them to please remain in contact and keep
communications open.
County Administrator Anderson inquired on circuit court judges. Commissioner DeBone
wondered if there was something political or funding concerns that we should be aware
of. Commissioner Baney noted we want to be able to meet the needs of our court
system.
Discussion held on the OSU Cascades search for funding through the legislators. Mr.
Philips asked if the County's position is to have them lobby for funds for this college.
County Administrator Anderson spoke on the plans for development of the campus.
Commissioner Henderson and Commissioner DeBone expressed their feeling of the
somewhat unproductive conference calls with the legislators during the last session
because the lack of an organized game plan. Mr. Philips suggested just assigning one
legislator per each weekly call during the next session.
ADJOURN: Being no further discussion, the meeting adjourned at 6:30 p.m.

TITLE OF AGENDA ITEM:
Discussion of County Roads Within the City of La Pine
ATTENDANCE: Chris Doty, Road Department Director
SUMMARY: The Deschutes County Road Department is interested in approaching the City of
La Pine regarding the transfer of jurisdictional authority of County maintained roads within the
city limits. A jurisdicitional transfer of this nature is very unique and contains special
circumstances as the City does not have a functional Streets Division within their Pubic Works
Department.
The attached presentation slides will be discussed at the BOCC Work Session in
contemplation of next steps in the process to approach this concept with the City of La Pine.
