BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Accepting Review of Administrative
Decision in File No. 247 -17 -573 -AD, 574 -SP.
ORDER NO. 2018-011
WHEREAS, on February 9, 2018, staff issued an Administrative Determination on Application No 247-
17 -573 -AD, 574 -SP; and
WHEREAS, Section 22.28.050 of the Deschutes County Code authorizes the Board of County
Commissioners ("Board") to initiate review of any administrative action or a Hearings Body's decision within 12
days of the date of mailing of the final written decision of the Planning Director or lower Hearings Body; and
WHEREAS, the Board has given due consideration as to whether to review this application; now,
therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. Should a timely appeal of Administrative Decision No. 247 -17 -573 -AD, 574 -SP be filed, the
Board of County Commissioners will serve as the hearings body for the appeal consistent with applicable
provisions of DCC, including DCC 22.32.027(B)(4).
Section 2. The review shall be heard de novo.
Section 3. Staff shall set a hearing date and cause notice to be given to persons or parties entitled to notice
pursuant to DCC 22.24.030 and 22.32.030.

Board Order/ Potential Appeal, Shepherdsfield Church
RECOMMENDATION & ACTION REQUESTED:
Consider Order No. 2018-011 accepting review of an administrative decision in File No. 247-
573 -AD and 574 -SP, approving a church, if a timely appealed is filed.
ATTENDANCE: Peter Gutowsky, AICP, Planning Manager
SUMMARY: The applicants are seeking permission to use their home for church services. The
maximum attendance at any one service will be 25 persons. The church also plans to use the existing
1.6 -acre lawn area and gazebo near the church/residence for weddings and church functions allowed
by ORS 215.441. The applicants are willing to agree to impose a limit on weddings of one event per
week beginning mid-May of each year and ending in mid-October of each year. The ceremony and
receptions will be limited to eight hours and will conclude no later than 10:00 p.m. A limit of 250
wedding guests will be enforced by the applicants. The church also plans to use a 1.5 acre graveled
parking area near the church/residence for guest parking.
Shepherdsfield Church is an IRS 501(c)(3) entity whose Mission Statement includes charitable and
community service through counseling, teaching, art, and martial assistance, including the hosting of
weddings affordable to those without great means. Shepherdsfield Church is also registered with the
Oregon Secretary of State as a Religious Non -Profit (992821-97).
