BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Acknowledging
Deschutes County's Participation in the * RESOLUTION NO. 2018 - 006
Stepping Up Initiative
WHEREAS, counties routinely provide treatment services to the estimated 2 million people with
serious illness booked into jail each year; and
WHEREAS, prevalence rates of serious mental illnesses in jails are three to six times higher than
the general population; and
WHEREAS, almost three-quarters of adults with serious mental illnesses in jails have co-
occurring substance use disorders; and
WHEREAS, adults with mental illnesses tend to stay longer in jail and, upon release, are at a
higher risk of recidivism; and
WHEREAS, without the appropriate treatment and services, people with mental illnesses
continue to cycle through the criminal justice system; and
WHEREAS, Deschutes County has made a significant investment in mental health services for
incarcerated persons, and
WHEREAS, Deschutes County health and public safety agencies have accomplished much to
provide an array of community based services to individuals with mental illness involved in the
criminal justice system; and
WHEREAS, Deschutes County has been and remains committed to reducing incarceration of
persons with mental illness, and
WHEREAS, through the Stepping Up, the National Association of Counties, the Council of State
Governments Justice Center, and the American Psychiatric Association Foundation are
encouraging public, private and non-profit partners to reduce the number of people with mental
illnesses in jails; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
1. Deschutes County adopts the Stepping Up Initiative and does hereby sign on to the call to
action to reduce the number of people with mental illnesses in our county jail;

2. Deschutes County will convene or draw on a team of leaders and experts to inventory
current resources that serve to reduce incarceration of persons with mental illness and
identify gaps in services;
3. Deschutes County will as permitted by law share information between mental health and
public safety system partners to coordinate efforts and access to services; and
4. Deschutes County will identify opportunities to enhance services or deploy additional
services that serve to reduce incarceration of persons with mental illness.

Consideration of Board Signature of Resolution 2018 006, Acknowledging Deschutes County's
Participation in the Stepping Up Initiative
RECOMMENDATION & ACTION REQUESTED:
Adopt proposed resolution.
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County has long recognized that persons with mental illness in contact with the
justice system have unique needs and present unique challenges. The Deschutes County
Board of County Commissioners have led the conversation to improve community safety and
the wellbeing of persons with mental illness by developing community based and institutional
programs to reduce the prevalence of persons with mental illness in the county jail and in the
justice system.
This resolution reaffirms Deschutes County's commitment to reduce prevalence of persons
with mental illness in the county jail by joining the National Association of Counties, the Council
of State Governments Justice Center, National Sheriffs' Association, the American Psychiatric
Association Foundation, and other Oregon counties in the Stepping Up Initiative.
