Commissioner Anthony DeBone was absent. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Assistant. Several citizens and representatives of the media were in attendance. CALL TO ORDER: Acting Chair Henderson called the meeting to order at 9:25 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT: None was offered. DELIBERATIONS: Marijuana Production Appeal, 20420 Harper Road, Bend Commissioner Baney suggested postponing deliberations to Monday February 5, 2018. Commissioner Henderson would like to see a legal memo from County Counsel on language regarding commercial use in conjunction with farm use to provide clarification. A public hearing was held on December 27, 2017. The Board established an open record period of 21 days. The record closed on January 17, 2018. The Board is tasked with determining if the proposal complies with the applicable sections of DCC 18.116 and 18.128. See attached staff memo for additional information.
