Simpson— Board Member Mara Stein — Board Member Dennis Luke — Board Member Jo Zucker — Board Member Todd Straughan — Deschutes County Senior Appraiser Nancy Blankenship — Deschutes County Clerk Beckey Nelson - Deschutes County Bopta Clerk 1. Chase asked Todd if there are any decisions of the board that the assessor's office will appeal to magistrate. The answer was "No". There are also very few that the assessor's office is expecting the appellants to appeal forward. 2. There was discussion about the number of new appraisers in the assessor's office. Todd is working with them on their presentations to the Board. At the convening meeting next year we may have a few mock hearings to give them additional experience. 3. Todd pointed out that the assessor representatives coming before the board are also licensed appraisers. 4. Mike brought up his concern for the appellants and the need to make sure they feel heard. The board feels it is also their duty to educate the appellant as well as a duty of assessor staff. 5. The assessor's office generally contacts appellants no matter the type of evidence presented or the reason for appealing during their review of the petition and evidence submitted. This time is also considered an educational part of the process. Page 2 of 2 - BOPTA - March 8, 2018 Minutes 6. There were a few petitions where the petitioner didn't care for the classification the assessor's office had assigned to a certain structure or the way the percentage of completion was figured over two years. Again, it was determined that the educational element is very important. 7. Everyone felt this session went very smoothly even though the appeals coming before the board were those the assessor's office was not able to come to an agreement on due to the difficulty of the property or lack of information provided.
