Present were Commissioners Tammy Baney and Anthony DeBone. Phil Henderson was excused.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County
Administrator; David Doyle, County Counsel; and Laura Skundrick, Board Administrative
Assistant. No representatives of the media were in attendance.

Month
Gabrielle Allender, KIDS Center Director of Client Programs and Prevention, and Tim
Rusk, MountainStar Executive Director, explained their programs have partnered to kick-
off Child Abuse Prevention Month. They each summarized services provided by their
organizations and their importance in the community. They explained the history of the
Blue Ribbon Campaign, a national campaign encouraging awareness of child abuse. Ms.
Allender and Mr. Rusk provided various statistics about child abuse in Oregon and
Deschutes County and named several important programs within the community making
a positive difference, many of which are collaborative and funded by Deschutes County.
Commissioner Baney and Chair DeBone thanked Ms. Allender and Mr. Rusk for their
important work and service in the community. Chair DeBone read the proclamation into
the record.

5. Consideration of Board Signature on Order No. 2018-020, Authorizing James
Lewis, Property Manager, to Sign Closing Documents for the Former Deschutes
County Demolition Landfill
James Lewis, County Property Manager, explained this Order would authorize him to
sign closing documents on this property, rather than requiring all three commissioners to
meet at the title company for signing. He summarized the current status of the transaction
and expects closing within the next two weeks, after which, the County will no longer
own the property but will have some responsibility for the landfill. Commissioner Baney
requested a work session in the future to wrap up those details.

CONVENE AS THE GOVERNING BODY OF THE 9-1-1 SERVICE DISTRICT
1. Consideration of Chair Signature of Document No. 2018-167, Tyler Technologies
Contract Amendment — Steve Reinke, 9-1-1 Director
Steve Reinke, 9-1-1 Director and Jonathan Spring, Public Safety Systems Specialist,
explained that this modification will allow Tyler Technologies to develop the interfaces
required to ensure that the CAD system changeout is ready to "go live" in October. Mr.
Reinke provided history regarding the current Tyler Technologies agreement and why it
requires many interfaces, coordinating between other providers such as State D.O.T., State
police, and neighboring 9-1-1 centers, as well as other users' technology such as reporting
systems and crime analysis systems.
Commissioner Baney asked whether the addition of interface development to the original
RFP would have affected the RFP's appearance to other vendors, since it was not originally
included. Mr. Reinke explained that Tyler Technologies was originally identified as a sole -
source, since system users were already on the Tyler RMS system. County Administrator
Anderson added that having Tyler Technologies build the interfaces is a strategic choice that
positions the County best for future upgrades, and potentially saves money and effort down
the road, as well as performance of the system. Mr. Reinke agreed, and elaborated on
potential future conflicts and incompatibility if the interfaces were created by a third party.
Additionally, Tyler will be accountable to ensure the program functions correctly prior to its
release. Mr. Spring added that this would standardize support and maximize business
continuity.

Chair DeBone asked whether the system previously had the same multi -jurisdictional
capabilities that this will, such as sharing data with Crime View, Bend Municipal Court and
the Justice Court. Mr. Reinke replied yes, this will allow those capabilities to continue. Chair
DeBone asked whether the team expects Tyler to be successful within this budget and time
frame. Mr. Reinke replied yes, and Mr. Spring confirmed Tyler is aware of the project
timeline, and has the ability to thoroughly test the system to ensure it is absolutely functional
prior to going live.

EXECUTIVE SESSION: At the time of 10:40am, the Board went into Executive Session under
ORS 192.660 (2)(d) Labor Negotiations. The Board came out of Executive Session at 11:02am.

Being no further items to come before the Board, the meeting was adjourned at 11:02am.

KIDS Center offers a two-hour training to help parents and caregivers
become aware of the dangers that exist online. By the end of the training
participants will walk away with tips on how to talk to children about using
the Internet safely and steps families can take to better protect children

LET'S TALK ABOUT IT
This two-hour training will focus on teaching adults what is developmentally
appropriate sexual behavior for children 2-7 years old. Participants will walk

healthy body boundaries) and how to identify and respond appropriately to
sexual behaviors displayed by children. Cost is $1o.

with 5 steps to better protect children from sexual
abuse. It gives adults tools for recognizing the
signs of sexual abuse and responding to suspicious

Erin's Law
In 2015, the Oregon Legislature passed SB 856,
also known as Erin's Law. Effective immediately,
Erin's Law requires all Oregon public schools to
adopt child sexual abuse prevention programs for
students kindergarten through 12th grade.

Get Involved: By talking about child abuse within
our community, we increase awareness. Talk about
abuse with families, friends, and neighbors. Get
involved in your child's activities by becoming an
assistant soccer or baseball coach, volunteering
with your church, or offering to help at school.
Be Aware. Listening to and believing our children
is key to the detection of child abuse. Be attentive
to the friends and schoolmates of your children.
Be Educated. One of the most effective tools in
preventing child abuse is education. KIDS Center
encourages everyone, individuals and businesses
alike, to attend a Darkness to Light: Stewards of
Children' training to learn the tools and knowledge
necessary to combat and prevent abuse. Darkness
to Light, and the many other KIDS Center
educational offerings, can expertly prepare you
for the realities of the world around you and your
