BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order declaring certain Deschutes County
Personal Property Surplus and authorizing sale. * ORDER NO. 2018-031
WHEREAS, certain personal property described in Exhibit A, attached here to and by this reference
incorporated herein, is no longer needed for public use by the County; and
WHEREAS, it is necessary to dispose of this surplus personal property; and
WHEREAS, County Code provides that the method of disposal of surplus property should be that which
is in the best interest of the County, considering such factors as the costs of sale, administrative costs, and public
benefits to the County; and
WHEREAS, the Road Department has determined that an on-line auction, PublicSurplus.com, offers an
efficient and cost effective means of selling the surplus property described in Exhibit A now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. The Deschutes County Road Department Director, or his designee, is hereby authorized and
directed to dispose of the personal property described in Exhibit A to this order at the public online auction through
PublicSurplus.com.
Section 2. The Director of the Road Department is authorized on behalf of the County to execute any and
all documents necessary to complete the transfer of any personal property authorized to be auctioned in accordance
with this order.

Consideration of Board Signature of Order No. 2018-031, declaring certain Deschutes County
personal property surplus and authorizing sale through PublicSurplus.com.
PUBLIC HEARING ON THIS DATE? No.
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County Code 2.37.110 sets out the methods that the County can use to dispose of surplus
property, including the use of public auctions. Current technology allows the use of online aution
websites, such as PublicSurplus.com, which enables the Road Deparment to quickly auction surplus
property that would otherwise devalue and be exposed to the elements as it sits idle. We have
experienced significant damage due to pack rats building nests in engine compartments of surplus
county vehicles. Damage includes smell, chewed essential wiring, and fire hazard. This raises cost of
preparation for auction and decreases the market value of the vehicle. See "Exhibit A" attached.
Items are chosen for surplus auction because they are no longer of useful value to the County due to
failure, high maintenance costs, obsolete equipment, safety, or changing needs.
FISCAL IMPLICATIONS:
The Road Department has successfully used PublicSurplus.com since January of 2009 and has been
successful in selling the surplus equipment and vehicles. PublicSurplus.com imposes a 7% surcharge
at the time of sale on top of the purchase price. This surcharge is paid by the purchaser.
The revenue collected for the items sold is applied to the purchasing department of the vehicle or
equipment and has not been budgeted.
