Present were Commissioners Tammy Baney, Phil Henderson and Anthony DeBone. Also present were
Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County
Counsel; and Sharon Keith, Board Executive Assistant. One representatives of the media was in
attendance.
CALL TO ORDER: Chair DeBone called the meeting to order at 1:33 p.m.
ACTION ITEMS
1. City of La Pine Update:
Mayor Dennis Scott and City Councilor Stu Martinez presented an update to
the Board. Mayor Scott reported on the parcel that has the Wickiup Park and
Ride and proposes a beautification as the property looks very ragged. The
City of La Pine will maintain the property with community involvement.
Mayor Scott asks the Board to consider turning the ownership over to the
City.
James Lewis and Chris Doty presented information on the parcel owned by
the County. An easement was granted to the sewer district. The parcel is

surrounded by our right of way and if decided the County could convey it to
the City of La Pine. The City's responsibility would be to install a sign posting
the legal requirements and regulations for parking for code enforcement.
Commissioner Baney suggested the ability to keep that location as a park
and ride as well. It is a paved area that has been maintained by the County
Road Department. Mayor Scott stated it would be a community volunteer
project and the City would install the utilities. Councilor Martinez looks at
this parcel similar to the triangular property at Huntington and Highway 97.
This would be maintained by the City Public Works and in full responsibility
of the City of La Pine. The fence is falling down constantly and the City is
ready to provide it. It is budget time and this project could be added to the
City budget.
Mayor Scott commented on another triangle property that the City may
come back for future Board consideration located at Morrison and Highway
97.
The next item Mayor Scott presented was Crescent Creek is opening up their
second phase and their site plan includes a wandering path. A path from
Wickiup to 1 st Street has been requested for many years. Mayor Scott stated
the design for the path on ODOT property was eliminated. Mayor Scott
requested a 20 -foot easement along the County property along Highway 97.
The City Engineer came up with a proposal of $500,000 and a grant could be
awarded through ODOT. The easement is approximately 2.3 miles. Mayor
Scott wants to provide a safe path for people to travel with bicycles and
pedestrians along Highway 97. County Administrator Anderson noted
approximately 20 years ago there was a plan for a path as a part of the
original concept. That entire area is asset land for greater south county
groundwater stabilization improvement. An easement would basically
forego that land for that purpose. Master planning has not been done for
that area and there are considerations on both sides. This should be
considered as a partnership project with ODOT as well.
Mayor Scott would prefer the 20 -foot easement done in his lifetime.
Councilor Martinez noted the safety issue and this is a responsibility to the
community. Commissioner Baney suggested a conversation with ODOT as
well. Mr. Lewis commented in the City's comprehensive plan it is designated
as open space and refers to a developed path. Commissioner DeBone
commented if it is in the comprehensive plan and the ownership would have

to be defined. The City is not asking for money but they want to be able to
accomplish this for their citizens. Commissioner Henderson is in favor of the
concept and would like to see the plan for the path. Mayor Scott feels a
partnership could also be found with the Forest Service. Easement
documents could be drafted and brought back to the Board. The City of La
Pine has already written a letter to ODOT. The City of La Pine would cover all
of the expenses and maintenance. Commissioner DeBone requested the
concept provided to the Board on a map. Chris Doty will verify the ODOT
right of way. This item will come back to the Board.
Mayor Scott commented on the industrial park and there is business
interests coming in every single day. The City is using private builders.
Commissioner DeBone stated it is commercial property invested for
development and spoke on development standards and job creation. Mayor
Scott expressed the need for rental buildings and the City wants to come up
with a design. Commissioner Henderson inquired if the City wants any
County involvement in the development of that property. Mayor Scott would
prefer not. Councilor Martinez gave history on the industrial park and before
the Sunriver La Pine Economic Development that put the property aside for
the citizens of south Deschutes County and the formation of the La Pine
Industrial Group.
County Administrator spoke on the City of La Pine visioning project and
Central Oregon Intergovernmental Council is considering applying for grants
to assist in the process. Commissioner Baney suggested a joint meeting with
the City of La Pine for this discussion. Commissioner DeBone stated creating
jobs is key and the value of the land is always negotiable.
OTHER ITEMS:
Chris Doty, Road Department Director reported the Terrebonne Refinement
Plan kicked off yesterday. An advisory committee will be formed including
agency staff and they request a county commissioner on the committee.
Commissioner DeBone expressed interest.

• County Administrator Anderson reported James Lewis had a few property
items that need to be moved to Monday.
• A special meeting will be held during budget week to consider a
resolution relative to re -designation of the rural enterprise zone due to a
defined window deadline for approval between May 22 and June 1.
• Commissioner DeBone presented a Letter of Support from the Tollgate
community for a grant opportunity to Oregon State Parks.
