Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. Several citizens and representatives of the media were in attendance. CALL TO ORDER: Chair DeBone called the meeting to order at 1:30 p.m. ACTION ITEMS 1. Update from Harris Corporation County Administrator Anderson introduced the update on the Overturf progress along with Sara Crosswhite, Deputy Director 911 Service District and Harris Corporation representatives Scott Tangeman, Jeanine Weber, and James Ramsay. The 30 -day burn -in time is complete and no changes were found. They added an omni -directional antenna at St. Charles and improved in -building coverage. Joe Blaschka, Adcomm noted this was done in response to weak coverage south of St. Charles. Ms. Crosswhite noted there have been reduced amounts of transmission tickets and working on audio level issues in the Bend area. Roaming issues will also be addressed. PAGE 1 OF 5 Commissioner Baney inquired if the local police chiefs would be able to comment on the progress as well. Redmond Police Chief Tarbett, Bend Police Chief Porter, and Bend Police Captain Ben Gregory spoke on transmission trouble and roaming concerns. Once the new antenna was installed at St. Charles the transmission was improved. The possibility of the police departments changing radios will be put on hold until the Overturf antenna is installed. Adcomm took over the project management to assist with the Harris Corporation tasks. Chair DeBone commented Mr. Blaschka does need to continue with monitoring the system to ensure it works as it is designed. The equipment is going up on the Overturf site tomorrow. Power will then be brought to the site. The project is on track for completion. As soon as the stake is in the ground, then permits can be applied for the permanent site. County Administrator Anderson reported an offer was made last week for the Deputy Director technical manager. Adcomm is a busy firm but they should be with us until there is a transition. Commissioner Henderson requested that the Board receive information of the impact to the budget and time frame of the project. Mr. Blaschka feels the project should be complete in one year. Commissioner Henderson asked Harris Corporation staff if they had concerns or reasons why they didn't place more towers in the area and if there were any concerns with experience of the staff managing this project. Mr. Tangeman was unaware of any concerns. Commissioner Baney inquired if we were to do this again would there have been a different approach since the radio systems provide public safety for our county. County Administrator Anderson reported the County received the first proposal for an audit from an engineering firm to review what happened and what should have happened with the radio system conversion. Commissioner Henderson commented one issue that needs to be addressed is to improve on project management. PAGE 2 OF 5 2. Upper Deschutes Watershed Council Update Ryan Houston and Chuck Newport presented the 2018 Upper Deschutes Watershed Council (UDWC) Update. County Administrator Anderson explained this update is in response to letters of appointment to the UDWC that was presented to the Board and the update was requested prior to approval of the letters. Presentation is attached for the record. The Council is recognized under state ORS 541. The Board of Commissioners appoints the members and the membership structure was reviewed. Membership includes up to 18 representatives serving three year terms. There is an opening for a Deschutes County Commissioner. Commissioner DeBone requested meeting notices and minutes be sent to the Board. The three major areas the UDWC works on are Habitat Restoration, Youth Education, and Planning & Analysis. The budget is funded by Deschutes County, public & private grants contracts donations. UDWC shares an office with the Deschutes River Conservancy to keep costs down. UDWC will be working on two big wetland projects for restoring areas for spotted frog habitat. COMMISSIONERS UPDATES: • Commissioner DeBone will travel to Salem tomorrow for the Statewide Interoperability Executive Committee regarding the state radio project. • Commissioner Henderson was going to attend the Basin Study Work Group meeting tomorrow and has a REDI meeting on Wednesday. • Commissioner Baney had the annual retreat for the housing stability council last week. The Board talked about land use and housing concerns. The housing stability council is looking at mobile home housing and the priority of creating home owners association type ownership to keep safe and secure housing. PAGE 3 OF 5 EXECUTIVE SESSION: • The executive session previously schedule was withdrawn. OTHER ITEMS: • Commissioner Henderson reported on a code enforcement issue on Tumalo Irrigation District land. Commissioner Henderson would like to review short term storage and conditional use. County Administrator Anderson noted Tumalo Irrigation District was not willing to work with Community Development Department for a fix on the code violation. • Commissioner DeBone commented on a request for a Discretionary Grant for La Pine Parks District for music in the park in La Pine. Their application was not filled out but would be willing to consider that for future applications. • County Administrator Anderson asked the Board for input on an annual Employee Breakfast at this year's County Fair. Please let Whitney know of any changes. Commissioner DeBone hopes for more time to be able to talk with families in attendance. • County Administrator Anderson asked for input from the Board on meeting formats of the business meetings and work sessions and agenda request deadlines. Suggestion was to bump up the deadlines to support getting the packets ready for review. There was also a suggestion to consider all day business meetings once a week (on Wednesday) and all day work sessions once per week (on Tuesday) which would avoid running out of time at meetings. Commissioner DeBone noted having the agenda items by noon on Friday works well for him. Commissioner Henderson feels if there are meetings on Monday, he has to read everything on Sunday and doesn't feel scheduling a work session on Tuesday to prepare for a business meeting is necessary. Commissioner Baney likes having a work session in the afternoon and it does PAGE 4 OF 5 help them prepare for meetings on Monday and allows her time to review. She feels it is tough to have full day meetings. Commissioner DeBone and Baney feel the meeting structure is fine the way it is but agrees with the agenda request deadlines. Commissioner Henderson struggles with the room set up for work sessions. The Board suggested the reconfiguration of the Allen Conference Room.
