Commissioner Phil Henderson was absent. Also present were Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. No identified representatives of the media were in attendance. This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website http://deschutescountyor.igm2.com/Citizens/Default.aspx CALL TO ORDER: Chair DeBone called the meeting to order at 10:00 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT: None was offered. Approval of Minutes of the July 30, 2018 Business Meeting 3. Approval of Minutes of the August 2, 2018 Work Session 4. Approval of Minutes of the August 8, 2018 Business Meeting 5. Approval of Minutes of the August 15, 2018 Work Session ACTION ITEMS 6. PUBLIC HEARING: Noise Permit with Variance for Night Paving on Deschutes Market Road Between 19th Street and Hamehook Road, Consideration of Board Signature of Document No. 2018-602 Peter Russell, Senior Transportation Planner and Cody Smith, County Engineer presented this item. Commissioner DeBone opened the public hearing. Hearing no public comment, the hearing was closed. BANEY: Move approval of Document No. 2018-602 DEBONE: Second. VOTE: BANEY: Yes. HENDERSON: Absent, excused DEBONE: Chair votes yes. Motion Carried A citizen arrived at 10:05 a.m. for testimony. Commissioner DeBone reopened the oral portion of the public hearing. BOCC BUSINESS MEETING SEPTEMBER 17, 2018 PAGE 2 OF 3 Steve Carroll lives on Deschutes Market Road. Mr. Carroll commented on traffic concerns of the road. He has no opposition to the night paving.
