Also present were Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. Several staff members were present as well. CALL TO ORDER: Chair DeBone called the meeting to order at 1:30 p.m. ACTION ITEMS 1. Consideration of Support Letter for Neighborlmpact Grant Application Erik Kropp Deputy County Administrator presented a letter of support as requested by Neighborlmpact. Motion Carried BOCC WORK SESSION SEPTEMBER 19, 2018 PAGE 1 OF 4 COMMISSIONER UPDATES • Commissioner Baney reported on a letter received by an inmate at the jail regarding a hunger strike. She asked County Counsel for assistance on a response. Commissioner DeBone reported on an email invitation for a NACO visit to the White House on October 11 and plans to attend as the Deschutes County representative. • Commissioner DeBone attended the FAN Lunch today. • Commissioner Henderson phoned into the Eastern Oregon Counties Association meeting today. The agenda included discussion on Blue Mountain Forest. • Commissioner Henderson attended the AOC meeting last week and reported on the discussions relative to the issue of System Development Charges for marijuana production applications. • Commissioner DeBone noted at the MPO meeting yesterday there was an ask from OSU for a public transit contract. The State Interoperability Executive Council meeting was yesterday and Commissioner DeBone asked for a report to be presented to Deschutes County. • Commissioner Henderson inquired on the proposals for the audit of the 911 radio system. OTHER ITEMS: • Peter Gutowsky, Community Development Department reported there are nine marijuana production applications that are active. The Board was asked if new applications should be processed with a hearing's officer fee and if BOCC WORK SESSION SEPTEMBER 19, 2018 PAGE 2 OF 4 appealed would be presented to the Hearing's Officer versus coming before the Board. The Board reviewed options and will consider. EXECUTIVE SESSION: At the time of 2:05 p.m. the Board went into Executive Session under ORS 192.660 (2) (e) Real Property Negotiations. The Board came out of Executive Session at 2:18 p.m. for the following motion: BAN EY: Move approval as discussed in Executive Session HENDERSON: Second VOTE: BANEY: Yes HENDERSON: Yes DEBONE: Chair votes yes. Motion Carried At the time of 2:19 p.m. the Board went into Executive Session under ORS 192.660 (2) (d) Labor Negotiations. Commissioner Henderson left the meeting at 2:41 p.m. The Board came out of Executive Session at 2:42 p.m. to make the following motion: BANEY: Move approval of Documents No. 2018-649 and 2018-197 DEBONE: Second VOTE: BAN EY: Yes HENDERSON: Absent, excused DEBONE: Chair votes yes. ATTENDANCE: Erik Kropp, Deputy County Administrator SUMMARY: Neighborlmpact has requested a support letter from the Board of Commissioners supporting its grant application to DEQ to fund its Food Recovery Program. Attached is a draft support letter for Board consideration. September 14, 2018 Oregon Department of Environmental Quality Materials Management Grants Program 700 NE Multnomah Street, Suite 600 Portland, OR 97232-4100 Dear Oregon Department of Environmental Quality: We are writing to support NeighborImpact's Food Recovery Program application for funding under DEQ's Materials Management Grant Program. As the County with jurisdiction over the regional landfill, Deschutes County considers waste management reduction practices vitally important to us as well as to our larger community. Each year, NeighborImpact diverts over 1.3 million pounds of food that would otherwise end up in the landfill. NeighborImpact's project aligns with our materials management priorities to divert materials away from the landfill. Not only does this practice extend the life of the landfill, but it also assists NeighborImpact to provide food to emergency food sites throughout Central Oregon. The Food Recovery Program also matches DEQ's 2050 Vision for Materials Management in Oregon: • It recovers products for their next highest and best use • It minimizes the release of greenhouse gases and pollutants We enthusiastically support the important work of NeighborImpact and their significant role in the Central Oregon service continuum. We are in full support of the use of DEQ funds for Neighborlmpact's Food Recovery Program, which we consider an important community service.
