Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. Several citizens and identified representatives of the media were in attendance. This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website http://deschutescountyor.iqm2.com/Citizens/Default.aspx CALL TO ORDER: Chair Henderson called the meeting to order at 10:00 am PLEDGE OF ALLEGIANCE: CITIZEN INPUT: Randy Lunsford spoke regarding the community of Terrebonne and expressed opposition to the identified couplet option for the Terrebonne refinement plan and requests that the Board hold ODOT to creating a solid plan. Janine McFarland is an archeologist and expressed her concern about the couplet option for the refinement plan and the lack of citizen input and the destruction of the historic structure of the town. Ms. McFarland requested support of the Board. BOCC BUSINESS MEETING JANUARY 16, 2019 PAGE 1 OF 3 Scott Miller owns the Alpaca Farm in Terrebonne and commented on the design plans and the effect it will have on the community of Terrebonne. This not only serves the people but also responds to their re- quests for the last 15 years. It maintains Terrebonne's current rural community feel, easies access to business and services as well as pro- viding easy, efficient, and safe access to and from Hwy 97. Exceeds. There are none according to the documentation currently pro- vided to the committee. Meets. The right of way impacts are minimal. By maintaining 11th street as is (with minor repairs to asphalt and shoulders) there will be minor interruption to business and traffic flow. A portion of the empty lot in front of Base camp pizza will need to be acquired to create an adequate roundabout approach. Exceeds. Based on the fact that the 2040 plan for 97 between Redmond and Madras has yet to be confirmed it does not seem prudent to base today's design on unknown needs/requirements. Simple example; the 2040 plan may include a Terrebonne by pass and if so any work done today would be for not. Exceeds. Clearly providing a smoother traffic flow through Terrebonne answers this question. By creating a North Fly Under and South Roundabout traffic speeds can be reduced, traffic can be guided to more efficient intended routes and reduce chock points. A key issue here is that funding was instigated with focus on Lower Bridge exchange. This proposal maximizes funding for Lower Bridge with minor requirement for South End enhancement. Meets. At a minimum this project maintains the current freight move- ment. It can be argued that by providing an easy traffic flow from the highway to points of interest (Smith Rock State Park) the freight move- ment will be improved by reducing the congestions created by turning and merging traffic. By providing smooth traffic flow via South round- about and North fly -under traffic egress and ingress to Hwy 97 will be reduced at B street. Traffic will have an unimpeded route to destinations off of Hwy 97. By allowing the busy summer months traffic to utilize 1 lth street to gain access to the east, the traffic count will be reduced on Hwy 97 between the south y and Lower Bridge Road. West bound traffic will have less Hwy 97 traffic to maneuver at all intersections, thus allowing easier west bound access. Exceeds. The project reduces congestion at B street as well as both the north and south transition areas. This in turn will re- duces accidents. Speed of traffic will organically be slowed via the south roundabout as well as the north fly under. This will reduce speeds through Terrebonne, thus providing addi- tional safety to motorists and pedestrians alike. Exceeds. By organically slowing traffic speeds pedestrians and cyclists will have more time to navigate through Terre - bonne thus reducing stress levels. The fact the intersections will be less congested will also add to the safety. Meets. One sidewalk on l lth street should be added. This will provide sidewalks on both hwy 97 and 1 lth street. A bike line on Hwy 97 should be added as well. This will address the perceived need for bicycle access through Terrebonne. As a side note: It is this writers understanding that the money provided for this project is to first and foremost improve the hazardous and congested Lower Bridge interchange. Based on this, focus must be to first address this area. Focus is then to be on traffic flow and safety. Additional issues such as cycle lanes through the rural Terrebonne area should be left as is unless surplus funds exist. Evaluation Criteria • Cl..) O O a) ice. The cost is less then the 5 line or Couplet options. It is impor- tant to note the other two options are close if not over the current alloca- tion. History has proven these types of projects when finished usually ex- ceed the original estimated cost. If this holds true the other two options will exceed the allocated funds and risk short cuts or not completed. Exceeds. This project is less in scope and will cost less then the current budget Meets. The Terrebonne area will experience an instant relieve for traffic flow as well as egress and ingress of Hwy 97. With the current projected growth rate the current allocated funds will not exceed a 20 year horizon (except for maybe Lower Bridge Road). Exceeding will require four lanes from Cinder Butte to High Bridge. Exceeds. The majority of local freight is delivered to the Terrebonne Businesses via 1 lth Street. Providing north and south bound easy access to and from Hwy 97 will improve the current issue. Exceeds. The proposed South Roundabout and North Fly Under supports businesses by ease of access to the businesses as well as the highway. Pro- vides a simple easy flow of traffic to destinations as Smith Rock. Terre - bonne will maintain the rural feel of 1 lth street. Businesses will not be jeopardized by major modifications of existing routes and access. Exceeds. All pedestrian, cycle, businesses and natural areas will benefit from the ease of current traffic congestion. Evaluation Criteria • What is the planning -level cost estimate of the proposed project element? • Can the preferred plan be implemented with the money allocated? • Does the benefit exceed the cost over a 20 -year horizon? • Does the proposed project element address mobility and serviceability for local and regional freight activity? • Does the proposed project element support business ac- tivity in and around the com- munity (e.g., the Smith Rock State Park)? • Does the proposed project element improve pedestrian and/or bicycle access to busi- nesses and natural areas in and around the community?
