BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution in support of ODOT's INFRA Grant
proposal to address transportation system * RESOLUTION NO. 2019-002
improvements associated with the US 97 Bend
North Corridor Project.
WHEREAS, US 97, a state highway under the jurisdiction of the Oregon Department of Transportation
(ODOT), is a critical transportation corridor within the west coast of the United States, the State of Oregon and
Deschutes County; and
WHEREAS, ODOT, in partnership with the City of Bend and Deschutes County, is seeking INFRA
Grant program funds to complete the last segment of the US 97 Bend Parkway via the US 97 Bend North
Corridor Project; and
WHEREAS, the federal INFRA Grant program provides dedicated, discretionary funding for projects
that address critical issues facing our nation's highways and bridges. INFRA grants will support the
Administration's commitment to fixing our nation's crumbling infrastructure by creating opportunities for all
levels of government and the private sector to fund infrastructure, using innovative approaches to improve the
necessary processes for building significant projects, and increasing accountability for the projects that are built;
and
WHEREAS, the INFRA Grant program places significant importance on an applicant's ability to obtain
and leverage local match funds from non-federal funding sources; therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS, DESC1 UTES COUNTY,
OREGON, as follows:
Section 1. The signatories to this Resolution support ODOT's INFRA Grant application for the US 97
Bend North Corridor Project.
Section 2. Deschutes County will obligate and construct the following parallel route projects in support
of the INFRA Grant application:
a. Hunnel Road Project: $3,400,000
b. Tumalo Road Improvements (intersection improvements at Old Bend Redmond Highway and
Tumalo Place): $5,353,305

Section 3. Deschutes County, upon notification of award to ODOT of INFRA Grant and subsequent
execution of a cooperative improvement agreement with ODOT, will contribute $5,000,000 cash from
the Deschutes County Road Fund.
Section 4. This Resolution shall take effect upon its adoption.

Consideration of Board Signature of Resolution No. 2019-002, INFRA Grant
RECOMMENDATION & ACTION REQUESTED:
Approval with suggested motion: "I move to approve Resolution 2019-002, committing
support and resources to the ODOT INFRA Grant application."
ATTENDANCE: Chris Doty and Cody Smith, Road Department
SUMMARY: At the January 28th BOCC Work Session, ODOT presented a proposal for their
upcoming US 97 Bend North Corridor Project's proposal to the CJS Department of
Transportation's INFRA Grant Program. After debriefing the unsuccessful 2018 application,
ODOT determined that an increase in the local match amount (cash and contributing system
investment) would increase their odds of a successful 2019 application.
In consideration of a cash contribution (and other system improvements), the Board requested
staff prepare a revised (draft) Capital Improvement Plan showing the impacts to cashflow and
project scheduling with inclusion of a $5M contribution to the US 97 Bend North Corridor
Project.
The attached revised (draft) CIP demonstrates the impact to the program with a $51VI
contribution to the Project in FY 21.
Staff will review the CIP and cashflow with the Board at the Work Session and discuss
Resolution 2019-002 which would indicate the County's willingness to contribute cash and
other system investment to the local match component of the INFRA Grant application.
