AGENDA REQUEST & STAFF REPORT
For Board of Commissioners BOCC Monday Meeting of April 1, 2019
DATE: March 26, 2019
FROM: Wayne Lowry, Finance, 541-388-6559
TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution No. 2019-007, Transferring Appropriations
and Increasing FTE in Relation to the County Clerk / Election Program
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution 2019-007 transferring appropriation from
General Fund contingency into the County Clerk / Election program and increasing FTE in
the Clerk / Election program by 0.50 FTE.
BACKGROUND AND POLICY IMPLICATIONS:
In addition to the United States Postal Service, the County Clerk office has authority to provide
Passport Services. From Fiscal Year 2013 to 2018, demand for these Passport Services has
increased by 167%. Current estimates for Fiscal Year 2019 demand is approximately 40%
higher than Fiscal Year 2018.
FISCAL IMPLICATIONS: The budget adjustment authorizes $8,920 of appropriation from
General Fund contingency to be used within the Clerk / Elections program. An increase in FTE
will have an ongoing impact to future budgetary years. However, funding/demand for this
position is supported through the volume increase in passport processing/handling.
ATTENDANCE: Nancy Blankenship, Deschutes County Clerk
