2019-113-Resolution No. 2019-007 Recorded 4/5/2019i Recorded in Deschutes County REVIEWED Nancy Blankenship, County Clerk CJ2019-113 ul, i1 Commissioners' Journal 04/05/2019 9:00:46 AM LEGAL COUNSELII I I I II II ('II II I I II � II II I I I I III ct` ES C& 2019-113 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Transferring Appropriations And Increasing FTE Within the 2018-2019 Deschutes County Budget RESOLUTION NO. 2019-007 WHEREAS, Deschutes County's Clerk / Election Program (within the General Fund) has requested an additional .50 FTE Administrative Support Technician, and related appropriation for the remainder of the 2018-2019 budget; and WHEREAS, Deschutes County Classification of Positions Policy (HR -1) requires that the creation/increase of a Department's FTE outside of the adopted budget must be approved by the Board of Commissioners; and WHEREAS, ORS 294.463 allows the transfer of contingency within a fund when authorized by resolution of the governing body; now, therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following transfer of appropriations be made within the 2018-2019 County Budget: General Fund Clerk / Elections Program Contingency $ 8,920 ($ 8,920) Section 2. BACKGROUND AND POLICY IMPLICATIONS: In addition to the United States Postal Service, the County Clerk office has authority to provide Passport Services. From Fiscal Year 2013 to 2018, demand for these Passport Services has increased by 167%. Current estimates for Fiscal Year 2019 demand is approximately 40% higher than Fiscal Year 2018. FISCAL IMPLICATIONS: The budget adjustment authorizes $8,920 of appropriation from General Fund contingency to be used within the Clerk / Elections program. An increase in FTE will have an ongoing impact to future budgetary years. However, funding/demand for this position is supported through the volume increase in passport processing/handling.
