Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. Several citizens and identified representatives of the media were in attendance. Commissioner Henderson requested to pull item 9 and 12 for further review. READING OF A PROCLAMATION: Recognizing April 14 - 20 as National Public Safety Telecommunicators Week Interim Director Sara Crosswhite expressed gratitude and appreciation for the employees at 911 Operations. Operations Manager Chris Perry reviewed the staff supporting the operations and statistics of call volumes. Commissioner Henderson read the proclamation into the record. Consideration of Chair Signature of Document No. 2019-221, Amendment to Tower Lease Agreement Will Mullins, presented the item for consideration explaining the agreement. ADAIR: Move approval DEBONE: Second VOTE: ADAIR: Yes DEBONE: Yes HENDERSON: Chair votes yes. Motion Carried OTHER ITEMS: • Commissioner Henderson is interested in holding a follow up discussion on the STIF recommendations. • Commissioner DeBone and Adair attending the COHC meeting last week and Commissioner DeBone recommended the Board make an appointment for Deschutes County • Commissioner DeBone reported that the Upper Deschutes River Coalition has a meeting on June 20 and is asking for a Deschutes County Report. Commissioner Adair will attend. • Commissioner Henderson met with Soil and Water Conservation District and they communicated about funding issues. • Commissioner Henderson reported on an upcoming meeting with St. Charles regarding support for the Crisis Stabilization Center. • Commissioner Adair commented on the possibility of naming a building at the Deschutes County Fairgrounds after retiring Fair and Expo Director Dan Despotopulos. • Commissioner DeBone was appointed by the Association of Oregon Counties to the Oregon Cyber Security Council. • Commissioner Henderson reported on the meeting with Congressman Walden regarding the INFRA Grant. BOCC MEETING APRIL 17, 2019 PAGE 3 OF 6 RECESS: At the time of 10:30 a.m., the Board recessed and reconvened in the Allen Conference Room at 10:54 a.m. OTHER ITEMS Continued: • STIF Recommendations: Commissioner Henderson requested a discussion on the STIF Recommendations that were presented to the BOCC on Monday, April 15. Judith Ure, Management Analyst was present for the discussion. Commissioner Henderson wants to verify that all three years of grant requests have to be allocated presently. Commissioner Henderson feels there are other priorities that need attention rather than merely purchasing new buses. Ms. Ure will verify the funding requirements and budget timeline. Commissioner DeBone explained requirements for a bus system and of public transportation verses a transit plan. Commissioner Adair requested a map and allocations showing proposed services. Commissioner DeBone would like to have someone present a business model showing the transportation choices that seek out bus riders and how many buses are actually required. Commissioner Henderson commented on the public meetings held by COIC and the newly formed STIF advisory committee and how it was not published well and didn't allow for the best community engagement. The transportation project plan is due to be submitted by May 1. Commissioner Henderson commented on acting as responsible government. Commissioner Henderson requested that moving forward, COIC present its proposal/paperwork in a more organized fashion. Henderson feels that the project priority identified by the advisory committee was not generated according to priorities of the County. Commissioner Henderson commented on the amount of empty buses that don't move. Commissioner Adair requested data on the current bus fleet and how many more are being proposed for purchase. Ms. Ure will bring this information to the BOCC meeting on Monday, April 22. • Fall River Estates Special Road District: Commissioner Henderson requested a conversation on the Fall River Estates Special Road District. There is a dispute between the special road district (SRD) and the home owners association (HOA). Commissioner Henderson inquired on the process for an election within the SRD. Commissioner DeBone recommends the Board appoint members based on nominations from the SRD board. Commissioner DeBone explained this is an issue due to a personality conflict as we have never had prior issues with this SRD. Commissioner DeBone explained the definition of a special road district. Commissioner DeBone doesn't support a vote of the community and wants to stick with our standard and historic process of having the SRD board provide the nominations. County Administrator Anderson suggested a report back to the Board after a year. The terms for the appointments would be staggered. The Board BOCC MEETING APRIL 17,2019 PAGE4OF6 considered the option from County Counsel for two SRD positions and one HOA position. County Administrator Anderson suggested the Road Department could give technical advice and perspective on road maintenance. The Board will hold off on a decision until the public records request is completed. • County Administrator Anderson reported that the Finance Director interviews are scheduled for Thursday, May 2. For the position of Treasurer, the candidate is required by state law to be a county resident that has lived in Deschutes County for at least one year. Commissioner Henderson suggested asking Mr. Lowry if he would be interested in maintaining the position of Treasurer for a year. RECESS: At the time of 12:12 p.m., the Board recessed and reconvened at 1:22 p.m. EXECUTIVE SESSION: At the time of 1:22 p.m., the Board went into Executive Session under ORS 192.660 (2) (a) consideration of employment. The Board came out of Executive Session at 1:48 p.m. At the time of 1:48 p.m., the Board went into Executive Session under ORS 192.660 (2) (d) labor negotiations.
