BOCC MONDAY MEETING MINUTES

MONDAY, April 1, 2019 ALLEN CONFERENCE ROOM
Present were Commissioners Phil Henderson, Patti Adair, and Anthony DeBone. Also present were Tom
Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel;
and Sharon Keith, Board Executive Assistant. Several staff and representatives of the media were in
attendance.
CALL TO ORDER: Chair Henderson called the meeting to order at 1:03 p.m.
ACTION ITEMS
1. Consideration of Board Signature of Resolution No. 2019-007,
Transferring Appropriations and Increasing FTE in Relation to the
County Clerk / Election Program
County Clerk Nancy Blankenship presented the department's need for an
increase in FTE due to the increased volume and revenues for passports. In
the last five years they have seen a 167% increase for issuing passports. The
request is to increase the part time position to a full time position that would
also assist with archiving duties.

2. Solid Waste Polling Options
Public Information Officer Whitney Hale and Solid Waste Director Timm
Schimke presented an update on options for the solid waste polling. Based
on a 6 question survey through the polling service Triton, the company offers
an automated robo-call which would cost approximately $1,800 and a live
person survey which would cost approximately $7,000. The goal for
responses is 500 contacts. Commissioner DeBone feels a live person could
present education and the reason behind the survey. Commissioner
Henderson also would like to gather comments from the public. An open
public meeting will be scheduled for information gathering. A press release
wwill be sent once the survey options have been decided.
Commissioner DeBone feels a telephone survey is not the best option as
people are hesitant to answer the phone. Mr. Schimke reported on working
with the franchises to include the possibility of an insert with billing
statements. Commissioner DeBone feels education component is more
valuable than the survey. Commissioner Henderson feels this is a public
policy decision and would like to know if there is public support.
Commissioner Henderson feels there should also have a question on
recycling. Commissioner Adair expressed the benefit of public comment and
suggested using local media, the County Fair booth or even the Central
Oregon Builders Association home show event to reach out to the public.
Commissioner Adair would be happy to offer her time at the events to ask
for input. Commissioner DeBone acknowledged recommendations will be
submitted from the Solid Waste Advisory Committee. Commissioner Adair
expressed the importance of personal responsibility with the decision.
Commissioner DeBone explained the public education piece needs to be a
priority. Mr. Schimke recommended the firm develop the questions for the
survey.

COMMISSIONER UPDATES
• Commissioner Adair is working on HB Bill 2203 relative to justice court for
veterans. Commissioner Adair has also been reviewing the draft for the
Central Cascades Wilderness Strategies. County Administrator Anderson
recommended inviting the Forest Service for a conversation. Commissioner
Adair reported on an executive order of President Trump relative to forest
management.
• Commissioner DeBone stated April 1115 the next Central Oregon Health
Council meeting. The COHC is still looking for Deschutes County
Commissioner appointment. Also on that same day the CTE meeting is in La
Pine
• Commissioner Henderson may have Grand Jury duty for the month of April.
• Commissioner DeBone asked for consideration for a building project in La
Pine as a partnership with the City. County Administrator Anderson reported
a joint meeting with the City of La Pine on April 24.
• Commissioner DeBone will meet with District Attorney John Hummel
tomorrow after the legislative conference call.
• Commissioner Henderson commented on the marijuana text amendments.
• Commissioner Adair had a conversation with a member of the City of Bend
Downtown Businesses and asked if they could use our parking lot and have a
shuttle service to downtown Bend. County Administrator Anderson
explained we do have public parking and doesn't see a reason against it but
recommends an agreement with the City in terms of liability and clean-up.
• The Board inquired on a joint meeting with the City of Bend and County
Administrator Anderson will contact the City Manager.

OTHER ITEMS:
• County Administrator Anderson received the invoice for Eastern Oregon
Counties Association annual membership dues. Commissioner DeBone
would support a continued membership. Commissioner Henderson would
like to receive a summary on the Blue Mountain Forest plan. Commissioner
Adair also supports continued membership.
EXECUTIVE SESSION:
At the time of 2:30 p.m., the Board went into Executive Session under ORS 192.660 (2) (d)
Labor Negotiations. The Board came out of Executive Session at 3:35 p.m.

OTHER ITEMS:
• County Administrator Anderson toured the District Attorney's building with
the budget committee members to look at space for staff. Commissioner
DeBone recommended utilizing the top floor for additional space instead of
the current use for storage.
• Commissioner Henderson commented on the joint meeting with the
Planning Commission and is supportive of forming a committee to work on
housing issues. Commissioner Henderson is willing to represent the Board.
County Administrator Anderson will invite Community Development
Department staff to next week's meeting for a debrief on outcomes of the
joint meeting with the Planning Commission.
• Commissioner Henderson commented on the refinement plan for
Terrebonne. There is a large group that are against the couplet and would
prefer a bigger entrance at Lower Bridge. Commissioner Henderson

commented on the push for Round -abouts for Tumalo and wondered if we
should invite ODOT to present an update.
• Commissioner DeBone met with Health Services staff last week with a peer
support staff and with the mobile crisis team.
• Commissioner DeBone will attend the Governor Solution Meeting on Monday
instead of traveling to AOC on Monday. Commissioner Adair will travel to
AOC on Monday.
• Commissioner DeBone reported on an invitation by the Cyber Security
Council.
• Commissioner Adair reported on the Terrebonne sewer project proposals in
1982 and 1999.
