It contains information about candidates and measures from local jurisdictions within the boundaries of Deschutes County. This pamphlet contains the ballot measures and explanatory statements designed to provide impartial information. It also contains paid arguments for or against certain measures. Candidates may also pay to place a statement in the pamphlet. Ballots will be mailed by Wednesday, May 1, 2019, to each registered voter. Here are a few things you should know: • Voted ballots MUST be received at our office or an official drop site location by 8:00 pm,Tuesday, May 21, 2019 to be counted. Remember to sign your ballot envelope. • Additional drop sites open Wednesday, May 15th. Check the Drop Site Location page in the pamphlet for more details. • Candidate names on your ballot will appear in random alphabetical order. In accordance with ORS 254.155, random ordering of the letters is conducted prior to an election. • Not all the candidates or measures in this Voters' Pamphlet will be on your ballot. Your residence address determines those districts for which you may vote. Your official ballot will contain only those issues on which you are eligible to vote, based on where you live. • Not all candidates submit information for the Voters' Pamphlet so you may have candidates on your ballot that are not in the Voters' Pamphlet. • This Voters' Pamphlet is online at Deschutes.org/clerk. After 8:00 pm on Election Night, preliminary election results will be posted online at Deschutes.org/electionresults. • If a ballot was delivered to your residence for someone who should no longer be receiving a ballot at your address, please write"RETURN”on the envelope and place it back in your mailbox. • The signature on each voter's ballot return envelope is verified against the voter's signature on file. The Redmond Area Park and Recreation District is requesting voter consideration of a bond measure to site design and construct a Community Recreation Center to be paid for by the issuance of a maximum of$40 million in General Obligation Bonds. The District currently operates the Cascade Swim Center and the RAPRD Activity Center. The Cascade Swim Center is a six lane 25 meter pool that opened in 1979 that provides community aquatic programming for the greater Redmond community. The RAPRD Activity Center provides group fitness classes,workout space,small classroom space and a half court basketball court in a leased facility. The lease for this facility is set to expire in 2022,and will not be renewed due to future city plans for roads and infrastructure. This measure,if approved would authorize the District to expanded indoor recreation space for our community. The District offers support for our community's health and well- being by providing fun,high-quality recreational experiences and activities for all.The District offers a variety of recreation programs including youth and adult sports leagues,STEM programs,cook- ing classes,art classes,music lessons,sports camps and swim lessons,among other programs and services. In addition to this local option levy,the District has placed a gen- eral obligation bond measure on the May ballot for the purpose of financing the construction and related improvements of a new 66,000 square foot community recreation center which would accommodate a wide variety of multi-generational recreational, fitness, therapeutic, and enrichment activities.The tax revenue from this measure would be used to support the operation of this new facility including the operation of aquatic,wellness,and recreation programs. The district presently has a permanent tax rate of$0.3717 per $1,000 of taxable assessed value and this additional levy would supplement the permanent rate to improve the recreation and fitness opportunities for the greater Redmond area. It's a hometown operation.Measure 9-127 will fund the new recreation center operation for the next five years. Currently,RAPRD recreation facilities are the Cascade Swim Center,Activity Center,and High Desert Sports Field Complex. The Cascade Swim Center is forty years old and designed for populations one-fifth the size of Redmond.Cascade Swim Center operates at capacity and without up-to-date ame- nities it struggles to meet community needs.Having one pool limits the uses and availability for families,senior citizens,and teenagers alike.The leased Activity Center is tiny compared to facilities in towns much smaller than Redmond,and is slated for destruction with the City's streets expansion in 2022. For the price of one weekly fast food meal or latte per home-- around$3-$4 per household a week--these two measures give us better places to play,connect,stay healthy,and grow.
