Present in addition to county staff were Phil Scheuers (via phone). Chair Henderson called the meeting to order. One citizen member and no identified representative of the media was in attendance. 1. Deschutes County Priority Bills - Calendar Phil Scheuers overviewed the bill calendar. • HB 2020, regarding greenhouse gas emissions, has a public hearing and work session scheduled for June 51h in Subcommittee on Natural Resources. • HB 2267, regarding CCCIs collecting health assessments, is expected to pass and move forward. • HB 2600, regarding long term care facilities, is moving forward and may have an amendment. • HB 2056, regarding the Housing Development Grant Program, is moving forward with a work session on June 5th in Subcommittee on Transportation and Economic Development. 3. Deschutes County Priority Bills - Bill list • Phil S. noted SB 1049, regarding PERS, is moving forward. • SB 5530, regarding the State Police budget, will move out of the Subcommittee on Public Safety tomorrow. • HB 3360, regarding court facility remodels, will likely move. • County Administrator Anderson inquired about grand jury recordation, and Phil S. replied that it is unlikely to be expanded beyond the pilot counties and that one of the pilot counties (Washington) may be discontinuing participation because of too many unreimbursed costs. • Currently there are wide-ranging discussions happening within the capital regarding HB 2128, the tobacco tax. • Commissioner Adair inquired about HB 2203, regarding veterans' courts and who she should speak with when in Salem. Phil S. replied the bill is currently in Ways and Means and suggested Commissioner check in with the Polk County duo of Rep. Paul Evans and Senator Brian Boquist. 4. Department Updates on Identified Bills • Nick Lelack, Community Development. Inquired about SB 88, regarding ADUs, and Phil S. replied he has no updates but will check back after the DEQ bill is finalized. • Tom Kuhn, Health Services: Inquired about whether SB 5525 regarding public health modernization will be the last budget bill to be released and Phil S. confirmed. • George Conway, Health Services: Inquired about SB 973, regarding Behavioral Health Justice Reinvestment Program. Phil S. noted it passed and returned to full Ways and Means committee. Commissioners agreed to send letter of support. Staff will coordinate to send letter to Co -Chairs of Ways and Means. S. Legislator Priorities No legislators participated in this meeting due to meeting / hearing conflicts.
