2019-297-Order No. 2019-021 Recorded 7/3/2019Recorded in Deschutes County CJ2019-297 Nancy Blankenship, County Clerk Commissioners' Journal 07/03/2019 4:53:20 PM 1111111111111111111111111111111 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON An Order Dissolving the LaPine Library County Service District * ORDER NO. 2019-021 WHEREAS, on June 17, 2019, pursuant to ORS 198.920 the Board of County Commissioners ("Board") approved and signed Resolution 2019-031 initiating the dissolution of the LaPine Library County Service District ("District") for failing to elect or have appointed members of the District's governing body and because the District is no longer necessary and never served the purpose for which it was intended; WHEREAS, per the Board's direction at the June 17, 2019 public meeting, County Legal Department Staff filed a copy of Resolution 2019-031 with the County Clerk as the dissolution plan for the District, and it remains available for inspection by any interested person as required by ORS 198.925(3); WHEREAS, no testimony or evidence was presented in opposition to the dissolution of the District; WHEREAS, the Board knows of no outstanding bond, coupon or other indebtedness of the District, no delinquent property tax assessments, no uncollected taxes, assessments and charges levied by the District, or of any personal property of the District; WHEREAS, pursuant to ORS 198.920(3), because no qualified district board members exist, the Board must act on behalf of the District; WHEREAS, the Board finds that that dissolution of the District is in the interest of the people of Deschutes County; and WHEREAS, the Board finds that it must dissolve the District per the statutory requirements; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. After signature of this order, the County Legal Counsel shall forward a copy of this Order to the Oregon Department of Revenue, Oregon Secretary of State Archives Division, Deschutes County Assessor's Office and the Deschutes County Clerk. The BOCC initiated the dissolutions by approving Resolutions 2019-030 and 2019-031 on June 17, 2019. These Orders are the final step to complete the dissolutions of these library districts that never fully formed or organized, never elected any board members, never held any financial assets or obligations and have not levied any taxes.
