Commissioner Phil Henderson was present via conference phone for item # 11. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. Several citizens and identified representatives of the media were in attendance. Motion Carried HENDERSON: Absent, excused ConsentAgenda Item 1 as pulled for discussion: Consideration of Board Signature of Document No. 2019-235, Vigilnet Contract Amendment for Electronic Monitoring Juvenile Department staff Deevy Holcomb and AP&P staff Trevor Stephens presented the item explaining the u,se of pre-trial electronic monitoring service. DEBONE: Move approval of Document No. 2019-235 ADAIR: Second VOTE: DEBONE: Yes ADAIR: Vice -Chair votes yes. Motion Carried HENDERSON: Absent, excused 11. Consideration of Board Signature of Document No. 2019-481, Denial of H2D2 Properties LLC Marijuana Retail at 19855 8th Street, Bend (Tumalo) Matt Martin, Community Development Department presented the revised document per discussion at the Monday, June 17 BOCC meeting. This denial is based on a 2:1 vote with Commissioner DeBone opposing both the decision and the Findings Document. HENDERSON: Move approval of Document No. 2019-481 ADAIR: Second BOCC MEETING JUNE 19, 2019 PAGE 3 OF 6 Commissioner DeBone acknowledged for the record that in addition to opposing the underlying decision to deny the application, that he does not support portions of the Findings document. Consideration of Chair Signature of Document No. 2019-274, a Notice of Intent to Award Contract for the C Ave: 6t" Street to US 97 Project to Knife River Corporation Northwest Cody Smith, County Engineer presented and explained the scope of the project work. DEBONE: Move approval of Document No. 2019-274 ADAIR: Second VOTE: DEBONE: Yes ADAIR: Vice -Chair votes yes. Motion Carried HENDERSON: Absent, excused 13.READING of a PROCLAMATION: Declaring June 17 - 23, 2019 as Amateur Radio Week. Sgt. Nathan Garibay presented the proclamation and reported that a field day event is being held this weekend in celebration. Commissioner DeBone read the proclamation into the record and advised that he intends to attend the field day event. Motion Carried HENDERSON: Absent, excused OTHER ITEMS: • Erik Kropp, Deputy County Administrator explained State Department of Veteran Affairs has an opportunity to apply for grant funds to purchase pamphlets for suicide prevention and asked for consideration of Chair signature. Motion Carried HENDERSON: Absent, excused • County Administrator Anderson reported the Annual Luncheon with Black Butte Ranch Service District is scheduled for Thursday, June 20, 2019. Commissioner DeBone commented on recent improvements by ODOT in the general area of Highway 20 adjacent to the entrance to Black Butte Ranch. • County Administrator Anderson reported on the annual Employee Breakfast that is held on Saturday morning of the annual Deschutes County Fair. Anderson inquired if the Board would support adding invitations to the volunteers that serve the County in various departments. Commissioner DeBone recommended holding off on that discussion until next year due to the financial impact of nearly 500 additional invitations.
