Also present were Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Keith, Board Executive Assistant. Several citizens and identified representatives of the media were in attendance. Motion Carried 11.Consideration of Chair Signature of Document No. 2019-574, Notice of Intent to Award Letter to SunWest Builders for HVAC Replacement at the Health Services - Courtney Facility Facilities Director Lee Randall presented and explained the upcoming project for the HVAC system replacement at Courtney. Randall detailed the procurement process that was utilized and future actions associated therewith. Motion Carried 12.Consideration of Chair Signature of Document No. 2019-557, Amendment for Oregon Department of Education Juvenile Crime Prevention Services Deevy Holcomb, Community Justice Manager, presented the document for consideration. This agreement will provide funding for the juvenile crime prevention program. Motion Carried RECESS: At the time of 11:18 a.m. the Board took a recess and reconvened the meeting in the Allen Conference Room at 1:34 p.m. OTHER ITEMS: • Update on Meeting on Homeless Camps: Commissioner Adair attended the recent meeting to discuss unauthorized camps on public lands at the Oregon Military Department Training Center in Redmond. Community Development Department Director Nick Lelack, Property Manager James Lewis, and DCSO Captain Deron McMaster also attended and took part in the review of the meeting. Discussion held on the difference between camping and homeless occupation of claimed residency. Drug addiction and possession of drugs can be a problem with a portion of the homeless population. Discussion held on the best method to track the numbers of homeless. Certainly some portion of the homeless population have chosen to be homeless. The possibility of creating a committee to find options for homeless populations that are seeking stable housing. A follow-up BOCC meeting will be scheduled to invite members of the Homeless Coalition and Health Services staff. • Update on OLCC Listening Session regarding marijuana regulations: The Commissioners attended a session hosted by the OLCC on Tuesday, July 9 at the Riverhouse in Bend. Community Development Department staff Nick Lelack and Tanya Saltzman, and County Counsel Dave Doyle also attended and participated in the review of the meeting. OLCC had requested a list of the applications Deschutes County currently has in Que. BOCC MEETING JULY 10,2019 PAGE5OF7 EXECUTIVE SESSION: At the time of 2:49 p.m., the Board went into Executive Session under ORS 192.660 (2) (h) Litigation. The Board came out of Executive Session at 3:21 p.m. COMMISSIONERS UPDATES: • Commissioner Henderson attended the Deschutes Collaborative Forest Project. There seem to be so many different groups working on details about fire and forest and how do we participate as a group more effectively. Should all of the groups work together or individually? • Commissioner Henderson announced a new director was hired for Sunriver La Pine Economic Development. • Commissioner Henderson will meet at La Pine Rural Fire District tomorrow regarding the Deschutes County properties that need fuels reduction. • Commissioner Henderson recommends the Board make a formal response to the questions posed at the Upper Deschutes River Coalition meeting in June. • Commissioners DeBone and Adair will attend the Made in Bend Tour tomorrow. • Commissioner DeBone was interviewed by KTVZ for tobacco retail licensing program and the Board was unaware of the Health Services presenting to the local cities. This was presented to the Board two years ago so now the Health department is presenting to the cities. Oregon Health Authority released a press release on the negative impacts of smoking for our minors. • Commissioners DeBone and Adair will attend the Pacific Power tour next week. • Commissioner DeBone will attend the Stepping Up Summit in Sunriver. • The AOC Board Retreat is scheduled for August 11 and Commissioner DeBone will attend.
