Bend City Councilors Bruce Abernethy, Barb Campbell, Gena Goodman -Campbell, Austin Livingston, Bill Moseley, and Chris Piper and Mayor Sally Russell Also present were Tom Anderson, County Administrator; Eric King, City Manager and Sharon Keith, Deschutes County Board Executive Assistant. Several citizens, City and County department staff, and identified representatives of the media were in attendance. This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting website http://deschutescountyor.igm2.com/Citizens/Default.aapx CALL TO ORDER: • Chair Henderson called the meeting of the Deschutes County Board of Commissioners to order at 1:03 p.m. • Mayor Russell called the meeting of the Bend City Council to order at 1:03 p.m. BOCC/CITY OF BEND JOINT MEETING AUGUST 20, 2019 PAGE 1 OF 4 PLEDGE OF ALLEGIANCE: AGENDA: INTRODUCTIONS • Commissioner Liaison Assignments /Priorities. Commissioners reported on the committees they serve on that intersect with the City of Bend. • Councilor Committee/Priorities. Each member of the City Council reported on the various committees that they are members of. City Manager Eric King spoke on community building efforts through subcommittees. 1. GROWTH AND HOUSING County Non -Resource Land Work Plan: Community Development Department staff Nick Lelack and Peter Gutowsky reported on the history of the study of legislative ways to re -designate farm and forest lands. Mr. Gutowsky gave the background on the two proposed amendments relative to these lands. Mr. Lelack spoke on the Department of State Lands land designations process. City Urban Growth Boundary Work Plan: Chief Operating Officer Jon Skidmore presented the development growth plan within the City and in the UGB Expansion area. Brian Rankin, Long Range Planning Manager reported on the City's plan to implement the growth plan. 2,300 acres were added to the urban growth boundary. Mr. Rankin reported on projects the department has been working: transportation system plan update, core area plan, and southeast area plan. City Housing Strategies: Community Development Director Russ Grayson presented the statistics of the department's activity with growth within the City. Affordable Housing Manager Lynne McConnell reported on the House Bill 4079 pilot project for a privately owned parcel off Highway 20 and Bear Creek. The proposal includes 241 units of affordable housing plus 155 middle income housing units and 80 premium lots and commercial space. A six acre park is planned for the parcel. BOCC/CITY OF BEND JOINT MEETING AUGUST 20, 2019 PAGE 2 OF 4 • Discussion of Future Growth Plans and Opportunities for Coordination: Commissioner DeBone spoke on challenges for housing in Central Oregon with the issues with zoning. Commissioner Henderson and Mayor Russell recommend further conversations. City Manager Eric King offered to invite the Commissioners to attend subcommittees for further discussion. 2. PUBLIC SAFETY • Stabilization Center: Sheriff Shane Nelson and Health Services Program Manager Holly Harris presented the project overview for the planned crisis stabilization center. The building will be located on the public safety campus. • Fire Resiliency Mapping: A new building code in Oregon allows for structural building codes that are more fire resilient. Community Development Department Director Nick Lelack presented and reported the department is working with County Forester Ed Keith to create a wildfire mitigation advisory committee. The committee will recommend an update to the County's Wildfire Hazard Map / Zone considering new building and land use standards. Bob Madden, City of Bend Fire Chief commented on the history of the issues of mapping of wildfire hazard zones. Councilor Moseley recommends a joint effort with the City and County. Councilor Campbell commented on the maps depicting fire based on weather or human caused. 3. JOINT PROJECTS • Solid Waste Management Plan: Timm Schimke, Solid Waste Director presented the update on the future of Knott Landfill. Mr. Schimke reported on waste disposal and recycling options. Mr. Schimke reviewed options for a new landfill site either in county or out of county. A telephone survey was conducted and the results of public opinion were to site the new landfill within the county. BOCC/CITY OF BEND JOINT MEETING AUGUST 20, 2019 PAGE 3 OF 4 • Bend Municipal Airport: Carolyn Eagan, City of Bend Economic Development Department presented the Bend Municipal Airport Master Plan. The master plan is anticipated to be adopted in the year 2020. A group will be formed to consider recommendations of the airport layout plan with representatives from the City and County staff. • Transportation System Plan Update: City Manager King reported on the status of the transportation system plan and options for funding. • Highway 97 / INFRA Grant ODOT Briefing: Gary Farnsworth, ODOT Manager presented and reported the INFRA grant will provide funding for improvements to Highway 97. Construction should begin in the year 2022. Mr. Farnsworth expects to bring City and County staff together this Fall to manage decisions and communications. 4. Other Items: Mayor Russell thanked staff for their work in the presentations and thanked the Board of Commissioners for the meeting opportunity. Commissioner Henderson thanked all staff involved today.
