2019-432-Resolution No. 2019-046 Recorded 10/11/2019Recorded in Deschutes County Nancy Blankenship, County Clerk Commissioners' Journal 10/11/2019 4:01:03 PM CJ2019-432 1111111111111111111111111111 111 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Appropriating New Grant Funds And Increasing FTE Within the 2019-2020 Deschutes County Budget * * RESOLUTION NO. 2019-046 WHEREAS, Deschutes County's Health Services Fund has requested an additional 1.00 FTE Quality Improvement Analyst, and related appropriation for the remainder of the 2019-2020 budget; and WHEREAS, Deschutes County's Health Services Fund has requested conversion of 1.00 FTE Public Health Nurse II to a Health Services Supervisor, and related appropriation for the remainder of the 2019-2020 budget; and WHEREAS, Deschutes County Classification of Positions Policy (HR -1) requires that the creation/increase of a Department's FTE outside of the adopted budget must be approved by the Board of Commissioners; and WHEREAS, ORS 294:471(c) allows the appropriation and expenditure of new grant funds that have been made available and could not reasonably be foreseen when preparing the original budget; now, therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following grant be budgeted within the 2019-2020 County Budget: Revenue Health Services Fund State Grant TOTAL REVENUE: PAGE I OF 2 -RESOLUTION NO. 2019-046 $ 128,796 $ 128,796 Section 2. That the following appropriation be made within the 2018-2019 County Budget: Appropriation Health Services Fund Program Budget $ 128,796 TOTAL APPROPRIATION $ 128,796 Section 2. That the Chief Financial Officer make the appropriate entries in the Deschutes County Financial System to show the above appropriations. Section 3. RECOMMENDATION & ACTION REQUESTED: Staff recommends approval of Resolution 2019-046 appropriating new grant funds and increasing FTE in the Health Services Fund by 1.0 FTE. BACKGROUND AND POLICY IMPLICATIONS: The Oregon Health Authority received funding for Public Health Modernization during the 2019 legislative session. The new funding is now being allocated to all Local Public Health Authorities based on the established funding formula through Program Element (PE) 51- 01, which is Local Leadership, Governance, and Program Implementation for Public Health Modernization and part of the on-going state Public Health funding base. For PE 51-01, Deschutes County will be receiving $300,525 for the biennium, or $128,796 in FY20. In order to meet the requirements of the funding, staff is requesting the addition of a 1.0 FTE Quality Improvement Analyst and to reclassify an existing Public Health Nurse II position to a Health Services Supervisor position (to meet infrastructure improvement requirements of the funding and to balance workloads). FISCAL IMPLICATIONS: This budget adjustment authorizes an increase of $128,796 in appropriation for Fiscal Year 2020 which is funded by state support. Future funding, as made available by the state, is expected to continue as part of the Public Health funding. The FTE requested is ongoing and would be an unfunded obligation to future budgetary years should state appropriation change.
