BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Appropriating New Inter -fund
Grant Funds And increasing FTE within the * RESOLUTION NO. 2019-050
Deschutes County 2019-2020 Budget
WHEREAS, a request for additional appropriation in the Program Budget for the Natural
Resources Protection Fund an additional regular 1.00 FTE Fire Adapted Communities
Coordinator, and related appropriation for the remainder of the 2019-2020 budget; and
WHEREAS, Deschutes County Classification of Positions Policy (HR -1) requires that the
creation/increase of a Department's FTE outside of the adopted budget must be approved by the
Board of Commissioners; and
WHEREAS it is necessary to transfer appropriation from Contingency to the Program Budget to
accommodate the request; and
WHEREAS, Natural Resources Protection (Fund 326) will receive new inter -fund grant revenue
from Video Lottery (Fund 165) totaling $40,000; and
WHEREAS, these new inter -fund grant funds need to be appropriated; and
WHEREAS, ORS 294.326(2) allows the appropriation and expenditures of new grant funds
designated to specific purposes; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

SUMMARY
Under general supervision, responsible for facilitating the development and growth of a fire adapted
community strategy by establishing and managing a Fire -wise Communities Program; coordinating citizen
wildfire safety and mitigation programs under the Fire Adapted Communities program in Deschutes County.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by
employees in this job. It is not intended to serve as a comprehensive list of all duties performed by all employees in this classification;
specific position assignments will vary depending on the business needs of the assigned department. The job description does not
constitute an employment agreement and is subject to change at any time by the employer.
• Work with citizens, State, Federal, and local stakeholders to implement compliant wildfire mitigation and
safety programs under applicable state, federal, and local requirements, adapting them as policy and
regulatory changes dictate, adding new programs as needed.
• Work with communities and agency partners throughout Deschutes County to prepare, revise and
implement Community Wildfire Protection Plans (CWPPs).
• Promote, facilitate and support FireWise USATm efforts within communities.
• Organize and coordinate the FireFree program in cooperation with partners.
• Provide staffing support to the Project Wildfire steering committee and coordination of an annual work
plan developed in cooperation with the Project Wildfire steering committee.
• Plan, develop, and implement strategies to provide educational and networking opportunities for
communities, groups and individual stakeholders focused on reducing the negative impacts of wildfires.
• Develop and present community education and program operational materials; conduct public tours and
educational workshops, and work closely with media.
• Engage residents, assess hazards, plan and carry out successful defensible space and mitigation projects, to
include working with individual property owners to assess and explain wildfire hazard risks, providing
wildfire mitigation and evacuation planning.
• Lead or assist with grant -writing, reporting, budgeting, and administrative functions related to grants.
• Develop and implement operating policies and procedures.
• Communicate with the public, local groups, other departments, media, and local, state and federal
agencies.
• Generate and distribute news releases, public service announcements, newsletters and reports through
various marketing channels including print and electronic media.
• Maintain all essential program records; prepare program statistical information and other documentation
as required by the department.
• Provide regular program status reports for staff, elected officials and the general public as required.
• May provide leadership, work assignments, training, and guidance to others, including volunteers.
• Performs other duties as business needs necessitate.
MINIMUM QUALIFICATIONS
Knowledge of:
County policies and procedures.
Standard and specialized computer software applications, including GIS applications.
Skill in:
• Writing and administering contracts and grants.
• Interpreting and applying state and federal regulations, and County codes and policies.
• Developing educational material, interpreting and communicating plans, policies, procedures, and
objectives.
• Presenting and defending program reports and recommendations in public meetings.
• Establishing and maintaining cooperative working relationships with co-workers, citizens, developers,
advocates, and regional agencies.
• Communicating effectively verbally and in writing.
Ability to:
• Demonstrate courteous behavior when interacting with visitors and County staff.
• Facilitate discussions and meetings amongst a wide variety of stakeholders with diverse views and
opinions.
• Promote County goals and priorities, and comply with all policies and procedures.
Education and Experience
Possession of an Associate's Degree or equivalent and three years of program management and training
experience, including an understanding of natural resources, forestry and community wildfire issues, OR any
equivalent combination of training, education, and experience that provides the required skills and knowledge
to perform the job.
Licenses and Certifications
Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date.
National Incident Management System (NIMS) and Incident Command System (ICS) program training and
certification is required within twelve months of hire date.
WORK ENVIRONMENT/ PHYSICAL DEMANDS
Work is performed in a standard office environment and in the field.

TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution No. 2019-050, Approving Appropriation of
Funds Within the Program and FTE in the Natural Resources Fund.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution 2019-050 appropriating funds and increasing
FTE in the Natural Resources Fund by 1.0 FTE. Staff recommends a $40,000 transfer from
Video Lottery to fund a one-time project supporting fuel reduction projects in cooperation
with Firewise USATA4 communities.
BACKGROUND AND POLICY IMPLICATIONS:
Following a program review with the Project Wildfire Steering Committee the Board of
County Commissioners (Board) discussed and directed the creation of a new full time
position in the Natural Resources Department to expand fire preparedness outreach and
activities, facilitate and support new and existing Firewise USA' sites, maintain and
enhance FireFree events and provide staffing to Project Wildfire. These duties are
currently contracted out. This request is to convert the duties currently supported by a
contractor to an employee position and provide additional support through a full time
position. A draft Fire Adapted Communities Coordinator job description is attached.
In addition, the Board has budgeted a one-time transfer of $40,000 in lottery funds for
community fuel reduction projects. The resolution includes transfer of those funds to
Natural Resources. Once funds are transferred we will begin to solicit project proposals
and administer those projects through the Natural Resources department, reporting back
to the Board on accomplishments following project implementation.
FISCAL IMPLICATIONS:
The total cost of the new position for the remainder of the year is estimated at $56,000
which will be funded by contingency. Going forward the FTE is estimated to cost $96,000
annually and will be funded by Fund 326 Natural Resources PILT revenue and
approximately 40% through eligible Title III costs. Fuel reduction projects for FY20 are
estimated to be $40,000.
