BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Appropriating New Grant Funds
And Increasing FTE Within the 2019-2020 * RESOLUTION NO. 2020-005
Deschutes County Budget
WHEREAS, Deschutes County's Sheriff's Office has requested an additional Limited -duration
1.00 FTE Corrections Deputy and related appropriation in support of the grant award by the
Oregon Criminal Justice Commission Justice Reinvestment Grant (JRI) Program in partnership
with Deschutes County Parole and Probation and Deschutes County District Attorney's Office
for the remainder of the 2019-2020 budget. The total amount of the Grant Award to the District
Attorney's Office is $150,274.59 and covers the period of May 1, 2020 through June 30, 2021;
and
WHEREAS, Deschutes County Classification of Positions Policy (HR-1) requires that the
creation/increase of a Department's FTE outside of the adopted budget must be approved by the
Board of Commissioners; and
WHEREAS, ORS 294.471(c) allows the appropriation and expenditure of new grant funds that
have been made available and could not reasonably be foreseen when preparing the original
budget; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

The award funds derive from the following sources:

The CJC will disburse the grant funds in four installments. The CJC will disburse your first payment
within 30 days following the completed execution of the contract. Thefirst award disbursement will
be $528,979.76 coming from 2019-21 funds along with $3,710.26 already disbursed from 2017-19
(carryover funds) for a total of $532,690.02.
This grant project period will run from July 1, 2019 — December 31, 2021. The amount of your
award eligibility was determined in accordance with the formula used to distribute baseline
funding under ORS 423.483. Funding for the grants will be through state general funds.
NEXT STEPS IN ACCEPTING THIS AWARD
1. Please sign and return the attached Grant Award Agreement to CJC as soon as possible
electronically to cjcerantsftoregon.gov.
2. CJC will execute the agreement and return a fully executed electronic copy to you for your
files
ADDITIONAL GRANT REQUIREMENTS/INFORMATION
PROGRESS REPORTS
Grantees are required to submit quarterly expenditure reports and semi-annual progress reports
through the online grants system. The first expenditure and progress report is due January 2S,
2020.

Grantees are responsible for notifying CJC of all sub-awardees. CJC reserves the right to obtain
copies of all of our grantees' sub award contracts/agreements.

• DCJRP is an intensive supervision program focused on prison -eligible drug and property
offenders. The program aims to safely and effectively supervise clients in the
community in lieu of prison. In addition to intensive supervision, clients receive risk and
needs assessments, case management with an emphasis on structured skill building, and
support for cognitive -based and other treatment and basic needs such as housing and
transportation. The program has been in full operation since September 2016. The
funding also provides resources to help support clients on Short -Term Transitional Leave
(STTL) and Alternative to Incarceration (AIP) release.

Consideration of Board Signature of Resolution No. 2020-005 Acceptance of justice
Reinvestment Grant
RECOMMENDATION & ACTION REQUESTED:
We are requesting approval to accept the funding from the JRI grant as revenue to fund
the expense of an additional 1.0 FTE Corrections Deputy Position.
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County plans to use supplemental funds to safely expand its current downward
departure prison diversion program by routinely assessing all pretrial defendants who are
prison eligible for drug and property offenses. Currently, the District Attorney and Parole and
Probation conduct initial screening and then comprehensive assessment based on assigned
district attorney discretion. Supplemental funds will be used to support one pretrial supervision
deputy to screen defendants for pretrial release eligibility and provide supervision as
appropriate, and one dedicated district attorney to review and prosecute all downward
departures. Defendants on pretrial supervision will have access to formula JRI grant award
resources such as treatment, electronic monitoring, bus passes, etc. The program will be
evaluated by Southern Oregon University
FISCAL IMPLICATIONS:
The Grant Award is for $150,274.59 (May 1, 2020- June 30, 2021) and will cover the costs
associated with hiring a Corrections Deputy. A seasoned corrections deputy will likely be
selected for the pretrial supervision position, which will then require the hiring of a new deputy
to fill the vacated position. At the conclusion of this grant, our current plan is that if it were not
renewed or replaced, the position would be removed and the Deputy would be absorbed back
into the regular Jail positions. Staffing fluctuations, as well as the time it takes to recruit and
hire new deputies, provide flexibility in absorbing the additional FTE, should the position end.
These funds will be collected by Parole and Probation and passed through to the Sheriff's
Office revenue account.
