BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Increasing FTE Within the
2019-2020 Deschutes County Budget
* RESOLUTION NO. 2019-055
WHEREAS, Deschutes County's Health Services Fund has requested to convert an on -call
Administrative Support Tech to a .50 FTE (limited -duration) Administrative Support Tech and
related appropriation for the remainder of the 2019-2020 budget; and
WHEREAS, Deschutes County Classification of Positions Policy (HR-1) requires that the
creation/increase of a Department's FTE outside of the adopted budget must be approved by the
Board of Commissioners; and
WHEREAS, ORS 294.471(c) allows the appropriation and expenditure of grant funds that have
been made available and could not reasonably be foreseen when preparing the original budget;
now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution No. 2019-055, Approving a Conversion of
an On -Call Administrative Support Tech to a .50 FTE Limited Duration Administrative
Support Tech.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution 2019-055 converting an on -call Administrative
Support Tech to a .50 FTE Limited Duration Administrative Support Tech.
BACKGROUND AND POLICY IMPLICATIONS:
Behavioral Health was awarded $190,000 annually from 5/1/19 thru 12/31/23 as part of Oregon's
Promoting Integration of Primary Care and Behavioral Health Care (PIPBHC). The purpose of the
funds is to actively continue removing barriers to allow true system integration between primary care
and behavioral health. An on -call administrative support technician was approved to coincide with the
grant's funding period; however, a minimum of 20 hours per week on a regular work schedule is
required in this position; a "part-time employee" is a more appropriate status rather than "on -call"
designation
FISCAL IMPLICATIONS: To achieve this goal, the division requested an on -call
Administrative Support Technician during the Fiscal Year 2020 budget process, and
requests that position be converted to 0.5 FTE limited duration of the same classification
to allow for a set schedule of 20 hours be implemented for the position. DCHS anticipates
the following costs for the .50 FTE limited duration Administrative Support Tech. FY20
$22,196, FY21 $40,427, FY22 $42,907, FY23 45,278, FY24 $23,985.
