BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Setting a Temporary Speed Limit of
25 Miles Per Hour on Knott Road from MP ORDER NO. 2020-007
2.97 to MP 3.25.
WHEREAS, the Bend -La Pine School District is causing for the construction of a new
roundabout at the intersection of Knott Road, 15t" Street, and Tekampe Road located primarily in the
City of Bend; and
WHEREAS, the construction of the roundabout will require the installation of a temporary
diversion road around the intersection to allow for continued traffic on Knott Road; and
WHEREAS, the design constraints for the temporary diversion road require a design speed of
25 mph to allow the traveling public to safely drive through the project area; and
WHEREAS, the Deschutes County Road Department, pursuant to the provisions of ORS
810.180(8), has determined that the construction of the roundabout and implementation of the
temporary diversion road will alter the character of the roadway to the extent that a temporary
designated speed lower than the statutory speed is necessary to protect the safety of the public and
workers; now, therefore
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
HEREBY ORDERS as follows:
Section 1. That the designated speed for the following section of roadway be as follows:
Road Name: Knott Road
Designated Speed: 25 miles per hour
From: Milepost 2.97 (Bend City Limits)
To: Milepost 3.25
Section 2. That the Bend -La Pine School District or its contractor shall install appropriate
signs giving notice of the designated speed per ORS 810.180(8)(d).
Section 3. That the signs installed pursuant to this order comply with the provisions of ORS
810.210.
Section 4 That this speed zone will be in effect upon signature of the Board of County
Commissioners and will terminate upon final completion of the roundabout project.

Consideration of Board Signature of Order No. 2020-007, Setting a Temporary Speed
Limit of 25 MPH on Knott Road from MP 2.97 to MP 3.25
RECOMMENDATION & ACTION REQUESTED:

BACKGROUND AND POLICY IMPLICATIONS:
The Bend -La Pine School District is causing for the construction of a new roundabout at the
intersection of Knott Road, 15t" Street, and Tekampe Road located primarily in the City of
Bend as part of the public improvements for the new high school that is being constructed in
the northwest quadrant of the intersection. Construction of the roundabout will require the
District's contractor to construct a temporary diversion road to provide for continued public use
of Knott Road. Due to design constraints, the diversion road requires a design speed of 25
mph.
Pursuant to ORS 810.180(8), a road authority may establish by ordinance or order a temporary
designated speed for a highway that is lower than the statutory speed. The Road Department
and City of Bend received a request from the District's engineering consultant requesting that a
temporary designated speed of 25 mph be implemented on the Knott Rd diversion through the
project work zone. The current statutory speed on Knott Rd through the work zone is 45 mph.
Knott Rd west of 15th Street and Tekampe Rd is within the City of Bend and under the City's
authority, while Knott Rd east of 15th Street and Tekampe Rd is under the County's authority.
Adoption of Order No. 2020-007 will implement a temporary designated speed of 25 mph on
Knott Rd through the portion of the work zone under County authority. The temporary
designated speed will be in effect for the duration of the roundabout project.
FISCAL IMPLICATIONS: None. The District or their contractor will install and remove all
required speed posting signage.
