That the following transfer of appropriation be made: Health Benefits Fund (Fund 675) Contingency Program Budget ($ 2,000,000) $ 2,000,000 Section 2. BACKGROUND AND POLICY IMPLICATIONS: The Health Benefit Fund is in need of a budget adjustment of $2,000,000 to allow for payment of increased claim costs and utilization in the Deschutes County Employee Health Benefits Plan. The reason for the increase is due a temporary rise in the frequency of large claims. On average, from 2014-18 we experienced 1 claim in the $300,000 - $499,000 range and 0.6 claims >$500,000. In comparison, in 2019 there were 3 claims between $300,000 - $499,000, and none over $500,000. And in the first quarter of the 2020 plan year, we already have 1 claim over $300,000 with a projection of a total of 3 claims over $300k.
