Certificate of Correctness
I, Bev Clarno, Secretary of State of the State of Oregon,
do hereby certify that this guide has been correctly
prepared in accordance with the law in order to assist
electors in voting at the Primary Election to be held
throughout the State on May 19, 2020. Witness my hand
and the Seal of the State of Oregon in Salem, Oregon,
this 6th day of April, 2020.
OFFICE OF THE SECRETARY OF STATE
BEV CLARNO
SECRETARY OF STATE
ELECTIONS DIVISION
STEPHEN N. TROUT
DIRECTOR
255 CAPITOL ST NE, SUITE 501
SALEM, OREGON 97310
(503) 986-1518
Dear Oregon Voter,
The information this Voters’ Pamphlet provides is designed to assist you in participating in the
May 19, 2020, Primary Election.
Primary elections serve two main purposes. The first is for all voters to be able to cast ballots
for candidates for nonpartisan offices like judges and some county and other local offices. The
second is for the voters registered with a major political party to select their nominees for partisan
office like US President.
Those registered as not affiliated with a political party, or registered with a minor party
(Constitution, Independent, Libertarian, Pacific Green, Progressive, Working Families) will receive
a ballot that includes only nonpartisan offices. The US Supreme Court has ruled that political
parties get to decide who votes in their primaries so unless you are registered as a Republican or
Democrat you will not have candidates for President or any partisan office on your May Primary
ballot. You will have them on your November 3 ballot.
The biggest threat we have to elections today is misinformation. It can be found in many sources
— social media, mainstream media, email lists, text message chains and mailers. Misinformation
can even be spread through candidate statements in this voters’ pamphlet. Candidates pay a fee
to have the statements printed and they are not fact checked. In fact, Oregon courts have ruled
they cannot be fact checked.
We recognize that with unlimited sources of information it can be challenging to find informa-
tion that is accurate and trustworthy. Fortunately, there are some simple questions you can ask
yourself to help identify misinformation: 1) Is there any data or evidence presented to support
the information? 2) Does this information seem designed to push my political buttons? 3) Is there
something about this information that doesn’t seem right or too bizarre to be true? 4) Who is
sharing this information? 5) Does this individual or group have an agenda? Be an informed voter
and don’t believe everything you see or hear.
Ballots will be mailed beginning April 29. After you have filled out your ballot, you can return it by
mail or take it to any official drop box. If returning by mail, no stamp is necessary because, under
a new law, the postage has been pre-paid by the state. Remember your ballot must be physically
received at a county elections office or in an official drop box by 8 pm May 19. Postmarks do not
count! To track your ballot or to find your nearest drop box, visit oregonvotes.gov/myvote.
My goal as Secretary of State is to maximize voter participation and access while ensuring
election integrity so that our democracy can be strong and vibrant. You can have confidence that
our elections are secure and accurate and that every vote counts. I encourage you to study the
issues, make your voice heard and participate in all elections.
Sincerely,
Bev Clarno
Oregon Secretary of State

6 Voting Information | Frequently Asked Questions
How do I vote in Oregon?
In Oregon, we vote by mail. There are no polling places.
Instead you can complete your ballot anywhere you
choose. There are privacy booths available at your
county elections office.
Your county elections office will automatically mail you
a ballot packet for every election that you are eligible
to vote in. Inside the packet, you will find the ballot and
instructions on how to complete and return the ballot.
Follow the instructions!
What if my ballot doesn’t come?
For this election your ballot packet will automatically be
mailed to you between April 29 and May 5, 2020. If you
have not received your ballot packet by May 8, call your
county elections office.
What if I've moved?
Ballots are not forwardable. If you were registered to
vote by April 28 but now have a different address, call
your county elections office for instructions on how to
update your registration and receive a ballot.
How do I get a ballot if I will be out
of town when ballots are sent?
Absentee ballots are available 45 days before the elec-
tion. You must complete the Absentee Ballot Request
Application at oregonvotes.gov/myvote or call your
county elections office.
Can I vote online?
There is no online voting in Oregon. A ballot may be
emailed to a military or overseas voter, but there is no
website where you can cast a ballot.
Why are there no Presidential
Candidates on my ballot?
If your ballot does not include candidates for US President
it means you are not registered to vote as a Republican
or Democrat. Oregon law allows major political parties
to decide who can participate in selecting the candidates
who will represent the parties at the general election.
For the 2020 Primary only registered voters of the
Republican Party or Democratic Party may choose that
party's nominees. Candidates for US President will ap-
pear on the ballot you receive for the general election.
Do I have to vote on every office or
measure?
No. You don't have to vote on every contest. Those you
do vote on will still count.
What if I make a mistake, damage or
lose my ballot?
If your ballot is lost, destroyed, damaged or you make a
mistake in marking your ballot, you may call your coun-
ty elections office and request a replacement ballot.
Can I change how I voted?
If you have not yet returned your ballot, you can change
how you voted. Follow the instructions included with your
ballot. Once you have put your ballot in the mail or official
drop box it is considered cast and cannot be changed.
How do I return my ballot?
You can return your ballot by mail or take it to any
county elections office or official drop box. You can find
the nearest drop box, along with a map of how to get
there, at oregonvotes.gov/dropbox or by contacting
your county elections office.
Do I have to pay postage?
If returning by mail, no stamp is necessary because the
postage has been pre-paid by the state.
What is the deadline for me to return
my voted ballot?
Your voted ballot must be physically received by a
county elections office or be in an official drop box by 8
pm, Tuesday, May 19. Postmarks do not count! County
elections offices are open election day from
7 am to 8 pm.
Will my ballot be counted if I forgot
to return it in the secrecy envelope or
sleeve?
The county elections office will maintain the privacy of
your ballot if you forget the optional secrecy envelope
or sleeve and your ballot will still count.
Why do I have to sign the outside of
my ballot return envelope?
Your signature is a security measure used to
verify identity. County personnel who have received
training in forensic handwriting analysis compare it to
signatures in your voter registration record. Your ballot
may only be counted if the signatures match.
If your signature does not match the county will notify
you. You will have until 14 days after the election to
prove you were the one who signed the envelope.
7Voting Information | Vote by Mail 7Official 2020 Primary Election Voters’ Pamphlet
Can I ask a family member to sign the
envelope for me?
Only the voter may sign the ballot return envelope.
Power of Attorney documents do not apply to voting.
If you cannot sign your name you may use a signature
stamp or other indicator as your signature. Contact
your county elections office for more information.
What if I forget to sign the return
envelope?
If you forget to sign your ballot envelope the county
will notify you. You will have until 14 days after the
election to sign the envelope.
Is my vote really kept secret?
Yes, how you voted is secret, but whether or not you
returned your ballot is public record. To ensure your
vote remains a secret, your ballot is separated from
the return identification envelope before it is reviewed.
County elections officials only review and count your
ballot after verifying your signature.
How can I track my ballot?
As a registered voter, you can track the status of your
ballot at oregonvotes.gov/myvote.
What is a Provisional Ballot and why
do I need one?
If there is a question about your eligibility as a voter or
you need to vote at a county elections office in a county
other than the one you live in, you will be issued a pro-
visional ballot. In order to obtain a provisional ballot,
you need to fill out a Provisional Ballot Request Form in
person at the county elections office. Your provisional
ballot will not be counted until it is determined that you
are eligible to vote.
When will election results be known?
Initial results are released at 8 pm election night and will
continue to be updated through election night. Final cer-
tified results will be available 30 days after the election.
How do I file a complaint?
Any registered voter may file a written complaint alleg-
ing that a violation of an election law has occurred. The
complaint should provide evidence showing a violation.
The complaint must be signed by the elector. Anony-
mous complaints will not be accepted. The complaint
should be sent to:

8 Voting Information | Don't be Fooled
Would you...
Don’t Be Fooled
give someone going door to door your ballot to put in a drop box for you?
Not safe. In 2018, 97 people did this and had their vote not count because the ballot was
turned in after Election Day. Don’t be fooled.
believe a talk radio personality who says your political party is changed when
you go to DMV?
Not true. The political party you are registered with never changes because of a DMV
transaction. If you are not already registered you will be registered as not affiliated.
Don’t be fooled.
believe a story that non-citizens are registered to vote when they get a driver’s
license?
Not true. Only individuals who show proof of citizenship at DMV are automatically
registered to vote. Don’t be fooled.
believe a social media post, phone call or text message that your voter regis-
tration has been cancelled?
Not true. Anytime your voter registration is updated, you are sent a confirmation of the
changes. Don’t be fooled.
register to vote on a website you saw on social media instead of registering at
the official Secretary of State site, oregonvotes.gov/register?
Not safe. In 2018 many people used third party sites thinking they were registering to
vote. But the information was never sent to the Elections Division and they could not
vote. These sites can also steal your personal info. Don’t be fooled.
trust election information like deadlines, drop box locations and results from
any website other than the official Secretary of State site, oregonvotes.gov?
Not safe. Only use official information located on the Secretary of State’s website or your
county elections website. Don’t be fooled.
believe a social media post that says your ballot can be rejected without you
knowing about it?
It can’t. If your ballot is rejected you will be notified and may have the chance to fix it.
Plus you can view the status of your ballot at oregonvotes.gov/myvote. Don’t be fooled.
believe a social media post that says because of record high voter turnout,
Democrats vote on Tuesday and Republicans vote on Wednesday?
Not true. All ballots are due by 8 pm, Tuesday, May 19, 2020. Don’t be fooled.
believe a picture on social media with the same candidate listed twice and
another candidate missing?
Not true. People have photoshopped ballot images before. Don’t be fooled.
believe a headline that says it is too late to secure the upcoming election?
Not true. Election security in Oregon has never been stronger and is continually being
improved. Don’t be fooled.
9Voting Information | Election Security
Oregon elections are secure. They’re secure, not because there aren’t any threats, but
because we have detailed processes and procedures in place that are continuously evaluat-
ed to identify improvements and to develop contingency plans, ensuring our systems and
our votes are secure.
Some security measures you may be more familiar with than others. For example the
signature on your ballot return envelope is compared to the signatures in your voter
registration record and your ballot is only counted if the signatures match. Another security
feature is that all elections in Oregon must be conducted using a paper ballot.
Other security features which you may not be as familiar with include:
Every county elections office files a security plan with the Secretary of State every year
that details the tools and processes they use to secure elections in their county.
Each day a copy of the voter registration database is backed up and saved to ensure
accurate information is preserved should a bad actor gain access.
All voting systems (machines and programs) used to count ballots in Oregon have
been certified by a federally accredited voting system test laboratory and have been
further analyzed to ensure the system is secure before the Secretary of State approved
of their use.
The Department of Homeland Security has been conducting onsite physical and cyber
threat assessments at each of Oregon’s 36 county election offices.
All ballots are counted in secure rooms at each of Oregon’s 36 county election offices.
Security cameras are in place to record 24 hours a day. No voting systems are connect-
ed to the internet.
The Oregon TIGER (Threat Information Gathering and Election Resources) Team identi-
fies threats and vulnerabilities to Oregon’s election system and applies the resources
of federal, state, and local governments to mitigate those threats and vulnerabilities.
Members of the TIGER Team consist of the Oregon Elections Division, US Cybersecurity
and Infrastructure Security Agency, Oregon Emergency Management, Oregon Chief
Information Officer- Cyber Security Services, Oregon National Guard, Oregon Titan
Fusion Center, and FBI.
Prior to any ballots being counted, counties test voting systems for logic and accuracy.
This testing entails marking test ballots and running them through the vote counting
machines to ensure results produced by the voting machines match how the test
ballots were marked. This same process is followed after the election to confirm there
was no change to the programming.
The US Department of Homeland Security and the FBI have confirmed that no vote tally
systems in Oregon, or anywhere else in the US have been hacked. You can have confidence
that your ballot will be counted as you mark it and that there will be no tampering with the
ballot at any step in the election process. Voting in Oregon has never been more secure or
more accurate.

may register to vote with confidentiality protections by applying for the Address Confidentiality Program (ACP).
The ACP is a free mail forwarding service. It helps survivors of domestic violence, sexual assault, stalking or human
trafficking shield their physical address. Program participants are provided with a substitute address to use instead
of their real address. To be eligible for the ACP you must live in Oregon, and
´be over 18 years old, and
´be a victim of domestic violence, sexual assault, stalking, or human trafficking, and
´have recently relocated (or are about to relocate) to an address unknown to the perpetrator(s) or any govern-
ment agencies.
Parents or guardians may apply on behalf of incapacitated adults and minor children who are otherwise eligible for
the ACP.
Participation in the ACP by itself does not guarantee anyone’s safety. ACP staff do not provide threat-assessment or
safety-planning and are not allowed to offer legal advice.
To apply to the Address Confidentiality Program, you must work with a victim advocate who has been designated
as an Application Assistant by the Attorney General. For more information or to find an Application Assistant near

Political Party Statements
In the Primary Election, designated officers of any
statewide political party who intend to nominate can-
didates for the general election may file for inclusion
in the state voters’ pamphlet, a statement that argues
for the success of its principles and the election of its
candidates on a statewide or county basis or opposes
the principles and candidates of other political parties
or organizations on a statewide or county basis. The
Working Families Party did not submit a statement for
the 2020 Primary Election.
Duties and Responsibilities of
Precinct Committeepersons
Precinct Committee Persons (PCPs) encourage voter
registration, vote on official party business, elect
county party leadership and nominate State Repre-
sentatives or State Senators when there is a vacancy
in one of those offices.
PCPs are only permitted for major political parties.
The Democratic Party of Oregon and the Oregon
Republican Party have both chosen to elect PCPs.
Each precinct is allotted a number of PCPs based on
the count of registered voters in the precinct. Indi-
viduals can only file for (or serve in) one precinct at
a time. However, the individuals can choose whether
they want to file to serve in the precinct they reside in
or an adjacent one.
Individuals must have been registered members of
the party since September 12, 2019, in order to run as
a PCP for that party. Individuals who are under 18 at
the time of filing can still file if they will turn 18 on or
before the date of the primary election.
Candidates
Oregon statute (ORS 254.155) requires the Secretary
of State to complete a random order of the letters
of the alphabet to determine the order in which the
names of the candidates will appear on the ballot.
The alphabet for the 2020 Primary Election is:
T, R, B, H, M, S, J, F, W, P, O, G, L, U, X, Z, E, D, K, Y, N,
C, I, V, A, Q
Candidate statements included in the pamphlet are
separated by office type and position and are further
arranged in the same random order in which the
names of candidates will be printed on the ballot. In
the primary election pamphlet, partisan candidate
statements are further separated by political parties.
Statements are arranged in the following manner:
Republican candidates by position in ballot order
Democratic candidates by position in ballot order
nonpartisan candidates by position in ballot order
Candidates pay a fee, or submit signatures in lieu of
paying the fee, for space in the voters’ pamphlet. The
information required by law—pertaining to occupa-
tion, occupational background, educational back-
ground and prior governmental experience—has been
certified as true by each candidate.

15Political Party Statements | Constitution Party
Constitution Party
All our nominees are pledged to defend the following three Principles, (1) The Creator God in heaven, made known to us
through the Holy Scriptures, rules in the affairs of men and is the ultimate King, Lawgiver, and Judge of all mankind. He is
to be honored and His Word is to be heeded if we expect to receive His blessing on the works of our hands individually or
corporately; (2) the Family is the first and highest civil institution designed by God to propagate, educate, and nurture human
life. Both Church and State are to support and defend that institution; and, (3) God has assigned the first priority of civil
government to protect innocent human life from conception to natural death, to protect freedom of conscience, and to protect
private property.
We are pleased to offer you a true choice in the candidates we present to you.
No longer do you need to vote for the incrementally lesser of two evils. When you see one of our candidates on your General
Election ballot, you can know that they stand for what is right, not what is just politically expedient. They are all committed
to restoring the Constitutional Republic that our Founders gave us. Our candidates are not backed by moneyed interests.
Typically, you will see them on the ballot only, not here in the voter’s pamphlet, which would cost each candidate lots of
money.
To provide you this choice we must satisfy Oregon ballot access requirements. This forces us to run at least one statewide
partisan candidate each election cycle and achieve a minimum percentage of the vote or we must have a minimum number of
voters registered with our party. Please help us avoid the unfortunate need to run our good candidate against another party’s
good candidate, by registering with us to meet the other requirement. Do it immediately after the Primary Election.
The Constitution Party of Oregon maintains that our true heritage is freedom.
God-fearing men founded our nation. They wanted freedom from human tyranny. They wanted to obey the dictates of their
consciences in accordance with the Bible. Oregon’s history as a state is rooted in the desire of Native Americans to have the
truth of the Book of Heaven, as they called the Bible. There are memorials on the capitol grounds of Oregon reminding us of
the part that missionaries had in the formation of our state’s civil and educational institutions. We know that the first mis-
sionary to Oregon, Jason Lee, was truly the Father of Oregon, assisting in the drafting of our state constitution and founding
Willamette University that began as a mission school for Native Americans.
Government derives its just powers from the consent of the governed.
Oregon Constitution, Article I, Section 1, "... all men, when they form a social compact are equal in right: that all power is
inherent in the people, and all free governments are founded upon their authority, and instituted for their peace, safety, and
happiness..."

Democratic Party
The Democratic Party of Oregon is nearly one million strong, fighting for progress and helping elect Democrats from all
corners of our state.
Democrats believe that we're greater together than we are on our own—that this country succeeds when everyone gets a fair
shot, everyone does their fair share, and everyone plays by the same rules. Our party is focused on building an economy that
lifts up all Americans, not just those at the top.
That's why Democrats are working to make progress on issues like health care, good jobs for Oregonians, equal pay, educa-
tion, and clean energy.
Oregon Democrats have led the nation on resisting the Trump agenda, refusing to cede to his dark vision for our nation’s
future. This election year gives us the opportunity to take back our nation and continue making progress here at home.
In Washington, D.C., and in Salem, Democrats are passing legislation to support working families, are trailblazers on expand-
ing access to the ballot, and are fighting for all Oregonians, regardless of race, gender, sexual orientation, religion, class, or
physical ability.
Oregon Democrats Stand For:
A right to health care for all
Quality public schools
Protection for labor unions and workers’ rights
Action to respond to climate change
Humane immigration reform policies
Racial and gender equality
Protecting Social Security and expanding access to pensions
Growing good jobs for Oregonians
Criminal justice reform
LGBTQ+ rights
Gun safety measures
Campaign finance reform
Voting rights for all
Civil rights for those living with disabilities
Reproductive freedom

INDEPENDENT PARTY OF OREGON (IPO)
WILL HOLD ITS 2020 PRIMARY ELECTION FOR OREGON STATEWIDE OFFICES AND PRESIDENTIAL PREFERENCE POLL
ONLINE: APRIL 28 - MAY 12, 2020
INDEPENDENT PARTY MEMBERS AND NON-AFFILIATED VOTERS CAN VOTE AT:
>>> WWW.INDPARTY.COM/VOTE <<<
In 2020, the *ONLY* way for Independent and non-affiliated voters to cast primary votes for partisan statewide offices or
express their preferences for President of the United States is to VOTE in the IPO statewide primary election.
The Independent Party’s 2020 Primary Election for Statewide Offices and Presidential Preference Poll is not part of the state's
May Primary election and is not paid for by taxpayers.
Voters who would like to pre-register to vote and provide verification information can go to www.indparty.com/register.
The Independent Party is Oregon's third-largest political party, with over 124,000 members. Our mission is to represent the
interests of Independent and non-affiliated voters by promoting public policies that have broad support but have difficulty
gaining traction in government.
Voters who are interested in learning more should visit our web site: www.indparty.com
INDEPENDENT PARTY OF OREGON (IPO):
• is the fastest growing party in Oregon, adding over 124,000 members since 2007.
• is not a fringe party (about 6.5% of all local office holders--city council members, commissioners, mayors--are IPO
members.
• supports policies that are good for all citizens, even when it means we share in some sacrifice.
• is fiscally responsible, environmentally aware, and anti-corruption
• is fighting to stop big money from buying government policy at all levels of government.
If you agree, send a message: CHANGE YOUR REGISTRATION TO INDEPENDENT PARTY.
Search: “Oregon voter registration” and click on “Update”
We work to:
• Oppose spending on inefficient government programs.
• Reduce special interest and “big money” influence over all government processes.
• Increase transparency in government, especially on how tax dollars are spent.
• Improve education and job training opportunities for Oregonians.
• Protect the environment from all types of insult, including emission of climate-changing gases.
• Protect Oregon consumers from ripoffs and abuse, including medical billing.
• Provide incentives for business creation and expansion in Oregon, but only if the incentives return greater public benefit
than they cost.
We have led several fights in the Oregon Legislature for effective disclosure of campaign contributions, for transparency in
government, and for more citizen participation in elections.
2020 PLATFORM
Our 2020 expanded platform (www.indparty.com/platform) is based on our member surveys. It aligns public policies with the
priorities of ordinary citizens in the areas of health care, education, campaign and ethics reform, and environmental protection.
COMMUNITY BASED CANDIDATES
We support candidates who have the backing and trust of their local communities, not the special interests that dominate the
Republican and Democratic agendas. In contrast, our small-donor democracy program provides support services for first time
candidates.
WE ARE HAVING AN IMPACT
In 2018, we printed and distributed the main piece of literature to Portland voters in favor of the campaign finance reform
measure on the November ballot. It won with a “yes” vote of 87.4%. It limits campaign contributions and requires that political
ads name their largest funders.
At the Oregon Legislature, we have led the effort for real campaign finance reform--not the ineffective bills passed by the
Democratic majority. Still, The Center for Public Integrity (2015) ranked Oregon’s campaign finance system as the worst in
America – except for Mississippi.
We have for years urged the Oregon Legislature to strengthen regulations on industrial polluters. Neither the Republicans nor
Democrats will confront them. EPA in 2015 revealed that Multnomah County and Portland are among the 1 to 2 percent worst
places in America for airborne illness – including lung cancer – due to the high levels of pollution from industrial and vehicle
emissions, particularly diesel trucks.
VOTE. THINK. BE. INDEPENDENT.

18 Political Party Statements | Libertarian Party
Libertarian Party
The Libertarian Difference
When you vote for someone, do you typically support what the candidate says, or are you more often voting against someone
you think will make things worse?
Did a promise for “hope and change” become more of the same? Did a promise to “make America great again” mean forget-
ting civility? Does it seem like government isn’t listening to the calm voices explaining that well-meaning policies have real,
serious, undesired consequences? That they might make things worse, not better?
If you want something different, you need to support something different – join the Libertarian party, and vote for Libertarian
candidates! The Libertarian Party of Oregon conducts its own primary election without taxpayer funding, unlike the major par-
ties who use your tax dollars to benefit themselves. Our members will receive a separate Libertarian ballot to select candidates
to advance to the general election.
The Libertarian Party of Oregon has nominated more candidates for public office than all other minor parties combined. We
are the only political party offering you a true alternative to the Democrats and Republicans who think they know how to spend
your money better than you do and who outlaw what they think are bad decisions. Libertarians are not right or left or center,
but we stand on principle and champion your freedom to do what you want with both your life and your money. We want to
compassionately unravel our overbearing government while minimizing the pain to those who have been made dependent on
it.
Libertarian Party Statement of Principles
We, the members of the Libertarian Party, challenge the cult of the omnipotent state and defend the rights of the individual.
We hold that all individuals have the right to exercise sole dominion over their own lives, and have the right to live in whatever
manner they choose, so long as they do not forcibly interfere with the equal right of others to live in whatever manner they
choose.
Governments throughout history have regularly operated on the opposite principle, that the State has the right to dispose of
the lives of individuals and the fruits of their labor. Even within the United States, all political parties other than our own grant
to government the right to regulate the lives of individuals and seize the fruits of their labor without their consent.
We, on the contrary, deny the right of any government to do these things, and hold that where governments exist, they must
not violate the rights of any individual, namely:
1. the right to life – accordingly we support the prohibition of the initiation of physical force against others;
2. the right to liberty of speech and action – accordingly we oppose all attempts by government to abridge the freedom of
speech and press, as well as government censorship in any form; and
3. the right to property – accordingly we oppose all government interference with private property, such as confiscation,
nationalization, and eminent domain, and support the prohibition of robbery, trespass, fraud, and misrepresentation.
Since governments, when instituted, must not violate individual rights, we oppose all interference by government in the areas
of voluntary and contractual relations among individuals. People should not be forced to sacrifice their lives and property
for the benefit of others. They should be left free by government to deal with one another as free traders; and the resultant
economic system, the only one compatible with the protection of individual rights, is the free market.
Be A Libertarian
If these principles appeal to you, we invite you to switch your voter registration to “Libertarian” to join the cause of advanc-
ing liberty and freedom. There are never any dues or fees required to participate in our elections or conventions, or to be a
candidate for public office, and party leadership is directly elected by our members. There are many opportunities for true
grassroots activism.

19Political Party Statements | Pacific Green Party
Pacific Green Party
Here we go again with the false choices presented by the two party system! By the time Republicans and Democrats are done
stacking the deck, too many Oregonians will be left voiceless in November, with no candidate who truly represents their views
and interests.
Elections fail from the start if they don't offer choices for all the voters. That's why so many choose not to vote. But giving up is
not the answer - fight back and find your voice!
The Pacific Green Party is Oregon's choice for the Four Pillars of the global Green movement:
Peace
• Democrats and Republicans believe Congress has unrestricted authority to wage wars, that US interventions benefit
other countries, and that western values are inherently good for other people. Both have a long track record of enacting
criminally aggressive foreign policy whenever they have controlled government.
• The PGP knows authority over war, sanctions and other acts against national sovereignty is vested only in the UN Security
council. Under Article VI of our constitution, we must abide by our treaties and adhere to the UN Charter and Declaration
of Human Rights. We will end the wars, coups and aggressive sanctions against Syria, Afghanistan, Libya, Russia, Iran,
Yemen, Venezuela and elsewhere. We oppose colonialism and support the BDS movement and Palestinian right of return.
These are our responsibilities as US citizens!
Social Justice
• Democrats and Republicans love incremental changes that allow a very few oppressed people to share wealth and power,
while the vast majority receive lip service but no tangible result.
• The PGP seeks to end discrimination based on class, race, gender orientation, disability, age, spiritual belief, and all other
forms of cultural fragmentation. We understand that this means dismantling the systemic institutions which perpetuate
these ills. We support single payer, respect for Native sovereignty, free in-state college tuition, and the rights of all mar-
ginalized people. We oppose income inequality, mass incarceration, the drug war, ICE breaking up families, and regressive
taxation. We should all be treated fairly and share in the wealth!
Ecological Wisdom
• Democrats are acting like they invented the Green New Deal. Greens introduced that to US politics ten years ago; all
Democrats did was water it down. Their pretense is no alternative to the disastrous policies of the Republicans. We don't
have time to fool around!
• The PGP is unequivocal in our strong support of sustainability. We oppose LNG infrastructure, coal transport and export,
and aerial spraying. We advocate state regulation of greenhouse gas emissions from all sources, including carbon taxes
with no cap-and-trade loophole and aggressive new fuel efficiency standards for automobiles. We call for the closure of
all remaining nuclear reactors in Oregon. Ban clearcutting and keep our beautiful state forests public!
Grassroots Democracy
• Democrats and Republicans use money as a substitute for the popular will. That's why they love a system where the
wealthy and powerful can sidestep weak campaign finance regulation and lavish millions on candidates representing their
interests. Other candidates amount to token opposition, allowed to make a show of protest with little chance of assuming
power.
• The PGP is not a "protest" party! By giving the voters more choices, we are working to fix the system at its foundation.
We don't take corporate money. We use grassroots organizing with the goal of getting the people out of the margins and
into control. We were instrumental in circulating the successful ranked-choice-voting initiative now being implemented in
Benton County. We are serious about achieving our goals!
Do these sound like your goals too? Join us! We don't need big money, but we do need you. Get started at our website,
pacificgreens.org, and @pacificgreens on Facebook and Twitter. Register Pacific Green, find your local chapter or start a new
one, and get involved! Your power is in what YOU do.

We fight for economic justice, human rights, environmental protection, and grassroots democracy.
WE SUPPORT: real campaign finance reform, Medicare for All,
equal rights (including same-sex marriage), and $15 minimum wage for all, now.
WE OPPOSE: the corruption of elections by big money, Wall Street bailouts, the continuing wars
in Afghanistan, Iraq and Syria, "corporate personhood," and NAFTA, WTO, and other "free trade" deals
that let corporations override labor, consumer protection, and environmental policies.
As a “minor” party, we are not allowed to use the state-run primary election to nominate candidates. We nominate them at
Oregon Progressive Party meetings over the summer (3rd Mondays). But we do endorse these candidates in the primary election:

OREGON ISSUES
Real Campaign Finance Reform: Oregon Democrats and Republicans have never enacted limits on political campaign contri-
butions. Campaign spending for Oregon state offices has skyrocketed from $4 million in 1996 to $50 million in 2016 to $71
million in 2018. Winning a contested race for the Legislature (about 14,000 votes needed for a House seat) now typically costs
over $750,000 and sometimes over $1 million per candidate.
The State Integrity Investigation of the Center for Public Integrity (2015) ranked Oregon 2nd worst of
50 states in control of "Political Financing" to avoid corruption, beating only Mississippi.
Get involved at honest-elections.com.
Invest in Oregon: Oregon's $103 billion of state investment funds should be invested in public works and jobs for Oregonians,
instead of being sent to vulture capitalists, corporate raiders, leveraged buyout artists, and fossil fuel corporations.

Republican Party
Oregon is in decline under Democrat leadership
Upon her election Governor Kate Brown promised to increase state government transparency and represent the needs of all
Oregonians. Instead, with the help of key Democrat legislators, she has blocked access to public information and repeatedly
exhibited a blatant disregard for the will of the voter, even to the point of denying voters their right to vote on issues.
When she does not get her way legislatively, she bypasses the legislative process with executive orders to implement poli-
cies that destroy the lives and livelihoods of 10s of thousands of Oregon families, such as happened with Cap and Trade,
which does nothing to improve the environment, but will cost Oregonian’s dearly every year. Meanwhile, pressing issues like
homelessness and the PERS crisis go unaddressed.
Her style is that of a corrupt dictator looking after their own special interests while pursuing a highly partisan agenda driven
by out-of-state interests that allows for no compromise. This arrogance and overreach has resulted in eroding freedoms and
opportunity for Oregonians and has earned her the rating of 4th most unpopular governor in the U.S. This long line of abuses
and toxic political environment can no longer be tolerated by Oregonians.
It is time to replace the governor and her enablers in the legislature.
Help restore Oregon by becoming a PCP in your county
Over 700,000 registered Republicans make up the grassroots of the Oregon Republican Party. Precinct Committee Persons
(PCPs) are chosen from among those Republican voters to organize and advocate for Republican principles in their own
neighborhoods and communities. They volunteer to help elect Republican candidates to office.
The PCPs also control the Oregon Republican Party. They elect the office holders in their county Republican party, who in turn
set policy for and elect the officials of the state party. The PCPs also select the delegates to the state and national Republican
conventions.
PCPs, and the county party officers they elect, are the primary organizing and directing force for the thousands of additional
Republican volunteers who rise up from the electorate to work on behalf of Republican principles and candidates.
Principles that will allow Oregon to prosper again
• The strength of our nation lies with the individual. Each person’s dignity, freedom, ability, and responsibility must be
protected and honored.
• Equal rights, law and order, equal justice and equal opportunity for all Americans, regardless of race, creed, sex, age or
disability must be preserved.
• Free enterprise has made America a land of opportunity, economic growth, and prosperity. A free market economy is
required for a free people.
As a registered Republican we invite you to join us in restoring Oregon!

I'm an "America 1st, Oregon 1st" candidate. I support the
Republican Party platform, 2nd Amendment, right-to-work,
legal immigration, medical freedom, right-to-life, term-limits,
Social Security repair and campaign contribution reform. All
Oregonians are feeling the same pain and together we can
build on common ground.
Growing up in Oregon since the 5th grade I know what we
want and need. I've worked my entire life. No easy road but
plenty of hard honest work. As a single parent of five, I under-
stand its struggles and difficulties and will actively engage
in social issues. Jobs and affordable housing, while cutting
regulations and over-taxing of businesses, are survival
imperatives to help Oregonians and reduce our homeless
population.
Our timber industry must become a restoration priority sup-
porting properly managed lands. I have knowledge and a plan
for doing so.
The current Socialist agenda in the Oregon Democratic
Party is chipping away at our freedoms and liberties one
Progressive law after another. This being a Presidential elec-
tion year is the last best hope for Oregon to return to a true
Participatory Democracy - Not a one party state.
My race alone will not secure all we want. We must bring bal-
ance back to Oregon. I actively help candidates through the
Resurgent Republican movement in every Legislative race.
I will support our President and Party while adhering to our
Constitution, Bill of Rights, and the Rule of Law. Only in unity
can we restore Oregon as a state of the people, by the people,
and for the people!

Fellow Americans,
Nothing is more important to me than putting America first,
fulfilling the promises I made when I first announced my
candidacy over four years ago.
Under my administration, Congress passed historic tax cuts
and relief for hard-working Americans. The Tax Cuts and Jobs
Act is the first major tax reform signed in 30 years, providing
tax relief for 82% of middle-class families and doubling the
Child Tax Credit.
Since you elected me to be your President, our administra-
tion’s pro-growth policies have generated 6 million new jobs,
the unemployment rate has fallen to its lowest point in 50
years, and wages have grown at more than 3% for 10 months
in a row. The manufacturing industry created nearly half a
million new jobs, with 625,000 new construction jobs being
created since I took office.
With my leadership, we also launched Women’s Global
Development and Prosperity (W-GDP) Initiative, the first-
ever whole-of-government approach focused on advancing
women’s full and free participation in the global economy and
allocated $50 million for the fund.
My administration is also ensuring our Veterans get the
services they need and deserve. This started by signing the
Veterans Accountability and Whistleblower Protection Act to
allow senior officials in the Department of Veterans Affairs
(V.A.) to fire failing employees and establish safeguards to
protect whistleblowers
One of my proudest moments in office was in August 2017,
when I signed the Harry W. Colmery Veterans Educational
Assistance Act, this funded the post-9/11 GI Bill, which pro-
vided educational benefits to veterans, service members, and
their family members, including tuition, fees, books, housing,
and additional costs.
It has been a privilege and an honor to serve as your
President, and I look forward to serving you for the next four
years.

safety around unsecured firearms.
Portland legislators killed the bill because it lacked manda-
tory trigger locks. Amazingly irrational reasoning.
Type 2 Diabetes:
An epidemic and food stamps pays for soda. That's utterly
ridiculous on every level and should disqualify federal legis-
lators from any health care policy making. It's one example
of colossal governmental ignorance that disproportionately
punishes low income children.
7 Billion food stamp dollars spent on soda in 2016. In return,
people get diabetes, obesity, tooth decay, and massive health
care expenses. GOVERNMENT STUPIDITY AT ITS MOST
INVINCIBLE, like many other policies of Brown and Merkley.
Some people don't like me, the same ones who call my neigh-
bors white privileged fascists because they enjoy firearms,
attend church and don’t step over the homeless to drink
$6 lattes every morning (that's you Portland). Get yourself
together, your embarrassing us.
Democrat history is pro-slavery, pro-KKK, anti women's
suffrage, etc. You shouldn't be surprised that todays
Democrats want gun confiscation, socialism and legally
enforced random pronoun usage. We deserve explanations
but between using arbitrary pronouns and not knowing what
"food" means they are obviously struggling with words.
Anyone who's put on work gloves to clean up a mess knows
you tackle the big things first.

It’s time for a course correction in Congress. Time for a
‘career commoner’ NOT another ‘career politician’. Do
something different. Vote for a person who shares your life
experience, lives where you live, and holds your same values.
I’m Travis Fager, a ‘career commoner’, tax paying, lifetime
resident of Oregon—who‘s directly impacted by, and lives
with the legislative realities coming out of Washington. I’m
a successful business operator, a husband, and father of
three, and a grateful participant of the American Dream. I
am a common citizen who is concerned as we've watched a
shift occur in our country. In Congress specifically, there is a
disturbing trend to fundamentally alter our great nation. Like
you, I’m done with the typical results from the usual politi-
cians who've made a career of compromising our core values
in exchange for votes.
History will judge us on our stewardship of the most pre-
cious gift a civilization could ever receive, the blood bought
freedoms of a Constitutional Republic. Preserving freedom
should be top priority for all policy considerations in
Washington D.C.
I will work to deliver positive results, categorically, for all in
District 2.
It's time for new blood, from a new source: the common
people. I want to represent you in D.C. and put Americans
first.
Preserve our right to bear arms.
Preserve our free speech.

Jeff Smith – The Bold Republican you need in congress!
Protect Social Security – Social Security will be out of money
in 11 years. We need to protect it now.
Medical Care Costs – the cost of medical care rises at over
twice the rate of inflation. We need to double the number of
doctors and nurses that graduate every year.
Pro-Trump – President Trump got the economy going,
appointed great Supreme Court Justices, and slashed
regulations.
Pro- Life – Jeff Smith believes that life is a gift from God and
begins at conception. He opposes legalized abortion and
funding Planned Parenthood.
Pro- Business –the Federal Government sets the stage to
either help businesses thrive or slows them down and chokes
them to a standstill. We need policies that help business
thrive, to create jobs, and to give people a safe place to live
Pro- Agriculture –Jeff Smith will pursue policies that will help
create markets for the crops Americans produce.
Pro – Logging – In 1990 the Northern Spotted Owl was listed
with the US Fish and Wildlife as an Endangered Species. By
1995, logging on National Forests dropped to 2-3% of what it
had been. Many of Oregon’s eastern counties have over 50%
of the county owned by the Federal Government. We need to
repeal the Endangered Species Act.
Pro – First Amendment Freedoms – The freedoms we have
in America is what makes America great. You need a bold
Republican to fight to keep your freedom of speech, freedom
of religion and freedom of the press.
Pro – 2nd Amendment –the Freedom to bear arms is the
freedom that defends all of our other freedoms.

Educational Background: BA in
Government from Georgetown.
Prior Governmental Experience: Not a politician.
My name is Jimmy Crumpacker, I am a conservative, a
successful businessman, a seventh-generation Oregonian,
and most importantly, I am NOT a politician. I’m running to
represent Oregon’s Second Congressional District for three
simple reasons:
1. To s tand with President Trump and advance the
‘America First’ agenda. Like President Trump, I’m not a
politician, I’m a businessman. And that’s a good thing.
Donald Trump has done more for rural Oregon than
we ever could have hoped for, and yet radical left-wing
Democrats try to ‘resist’ him at every turn. I’ll stand
with President Trump to defend our values, continue
growing our economy and fight for the forgotten people
of Oregon’s 2nd District.
2. To defend our rural Oregon way of life. Radical
Democrats will stop at nothing to strip away our God-
given rights - I’ll work tirelessly to protect and defend
the Constitution that our country is built on. That
means standing up for our most vulnerable and ending
abortion, defending our second amendment rights
with unwavering resolve, and securing our border and
putting an end to dangerous sanctuary cities once and
for all.
3. And finally, to use my private-sector skill set to unleash
the American economy. I’ve spent my career in the
private sector promoting capitalism and seeing first
hand what a strong private sector can do to grow
the economy, and increase wealth for middle-class
Americans. As your voice in Congress, I’ll use my
private sector skills to cut regulation, lower taxes, and
grow the American economy.
We can’t afford more empty promises from career politi-
cians — that’s how we got in this mess in the first place. We
need to elect a conservative outsider who will stand with
our President and deliver another four years of results for
Oregonians. And I will deliver.

A True Conservative for Oregon
A Better Oregon for All of Us
Justin Livingston is running for Congress, because he
believes the federal government can do a better job address-
ing the problems of all the residents of the Second District.
Many residents are struggling with our increasing cost of
living and stagnant wages, but too often the issues that
impact them are ignored. Justin has consistently opposed
onerous regulations and tax increases.
Justin is passionate about making Central, Eastern, and
Southern Oregon an affordable place to live and to raise a
family. He is a member of the Bend City Council, where he
works on policies to make Bend a more affordable place to live.
Last year, Justin worked with Congressman Greg Walden to
secure $60.4m of federal funding to realign Hwy 97 in Bend to
improve traffic flows and unlock land for housing and jobs.
Justin wants to take what he has learned to Washington D.C.
Most importantly, Justin is committed to listening to the
residents of the Second District about their ideas for making
Oregon an even better place to live, for all of us.
On the Issues
Justin supports:
• 2nd Amendment
• All life born & unborn
• Strong military
• Securing the boarders
• Improve forest management (sustainable yield logging)
• Health Care reform to remove regulations & bring back
competition
• Honoring Medicare and Social Security commitments

Why You Should Care
Oregon can do more with revenue we already have – without
raising anyone’s taxes. How we manage our finances deter-
mines what we can afford; roads, schools, bridges – even
PERS. As an experienced treasurer and analyst, I can offer
reliable management of our state’s finances to help put our
state back on strong financial footing.
A Track Record of Success
As a Lake Oswego City Councilor, I established myself as a
budget hawk. With my fiscal leadership, we were able to fund
our priorities without raising anyone’s taxes. We dramatically
reduced our unfunded liability for road maintenance, rebuilt
our operations and maintenance center, and rebuilt city hall
and the police station – All without asking for a dime.
Real World Experience
I have been Treasurer of the Legacy Emmanuel Hospital
Foundation, USA Olympic Swimming and two subsidiaries
of Northwest Natural Gas. I’ve also worked as an analyst and
investor for more than thirty years.
Not a Career Politician
I’ve spent my entire career in finance for private industry,
utilities and non-profits. I’ve also spent just enough time as
a public servant to understand the system without having
been corrupted by it. For me, the Treasurer’s position is not
a stepping-stone for higher office – it’s a way to give back to
the state that has given me so much opportunity throughout
my life and career.

ENSURING WE PRESERVE
ACCOUNTABILITY, TRANSPARENCY, AND INTEGRITY
FOR THE PEOPLE OF OREGON
Kim Thatcher will carry on and strengthen reforms enacted
when Oregon voters elected Secretary of State Dennis
Richardson in 2016 to restore Accountability, Transparency,
and Integrity to state government. Republicans, Democrats,
and Independent voters heard the call that our Secretary of
State should:
• Be effective and impartial in administering fair elec-
tions where everyone who has the right to vote has the
opportunity to vote, and that citizens seeking to change
their government have the support they need to access
their constitutional right of the initiative and referendum
process.
• Use the power of the Audits Division to identify critical
financial and performance concerns at every level of
government, from Cities and School Boards to State
Agencies, and use the findings to make recommenda-
tions that ensure critical services are delivered, and
taxpayer dollars are well-spent.
• Promote the success of Oregon’s 400,000+ businesses
and provide the technical assistance they need to grow
and thrive.
• Preserve the public record in a manner to create
transparency for citizens and the media, so govern-
ment operations and the funding used for those public
programs are understood by the public.

work to preserve and expand upon Dennis’ legacy, which
voters from all parties now expect and deserve from that
office.” – Kim Thatcher

Dennis Linthicum for Senate District 28
I am a champion for individual liberty, free markets, fiscal
conservatism and limited government. In Salem, I serve as
Republican Caucus Deputy Leader and I served as Minority
Whip for three years. Oregon desperately needs Senators
who can battle the storm of ever-expanding social programs,
greenhouse gas initiatives, fiscal irresponsibility, generous
promises for freebies like tuition, housing, healthcare and
anything else that will attract a crowd. Our state is currently
living beyond its means and needs to be held accountable.
It is an honor to run for the Oregon Senate and I respectfully
ask for your vote.
We are each entitled to life, liberty, and our own just pursuits
without interference. I will continue to work to minimize
government overreach in water, timber and natural resource
management which hampers our economy. Natural events,
federal mismanagement and ceaseless litigation have
destroyed giant swaths of public and private lands, resulting
in public land closures, scarred watersheds, spoiled wilder-
ness and lost jobs. I will strive to protect our economy from
government overreach and restore local control to rural
Oregon.
Together, we can make our communities prosperous and
resilient. We need to get government out of the way so our
small and medium-sized businesses can grow and thrive. I
will fight over-regulation, inefficiency and the bureaucracy
that creates government waste. I will demand accountability
in government spending to restore fiscal sanity.

economy by increasing the cost of living for all Oregonians by
raising grocery, gas, and utility costs.

It has been an honor to fight for Central Oregon in the
legislature. Governor Brown and her allies continue to push
for costly taxes and regulations, such as the Gross Receipts
Tax and Cap-and-Trade. I opposed those measures because
Central Oregon already has a high cost of living.
In addition to doing everything in my power to stop the
extreme policies coming out of Salem, I have written new
laws to address Central Oregon’s biggest problems:
HOUSING COSTS – Many Central Oregonians’ housing costs
have skyrocketed, making it difficult for some to stay in our
area. I sponsored and passed a bill to allow Redmond to build
low-cost housing, and have supported relaxing state regula-
tions that drive up the cost of housing in Central Oregon.
CHILD CARE – As a husband and father of two young children,
I know firsthand that quality child care in Central Oregon is
too scarce and too expensive. I have sponsored bills to relax
state red tape to make it easier and less expensive for child-
care providers to start and expand quality child care services.
FOREST FIRES – Central Oregonians have had enough smoky
summers. The risk of catastrophic wildfire grows every
year. I sponsored and passed legislation to jumpstart a state
program to incentivize property owners to reduce fuel loads
to reduce the risk of wildfire, and I am a strong proponent of
better management of public forest lands.
With your support, I will continue to fight for Central Oregon
values in Salem.

Standing up for us
Senate District 30 represents over 36% of our state and within

That’s why as your senator, I’ve stood up against powerful
special interests and opposed the harmful cap & trade policy,
requested millions of dollars in relief for natural disasters in
eastern and rural Oregon, and voted against unaffordable,
unnecessary taxes.
There's more work to be done. As your senator, my priorities
are to:
Protect agriculture and natural resources. Enhance efforts in
the preservation of water, ranching, timber and farming, and
strengthen support for agriculture, natural resources, tourism
and more that keep our communities beautiful and thriving.
Improve our economy. Increasing collaboration with state
and local government agencies, remove and prevent unnec-

economic development. Identify viable opportunities for local
job growth, innovation and economic development.
Collaborate and communicate. Maintain open communica-
tion to make sure your needs and your priorities are being
heard and represented so we can find real solutions to
Oregon’s largest problems together.

ABOUT VIKKI BREESE IVERSON
I am a 5th generation rancher from Prineville. The Breese
Family has been ranching in Prineville since the mid-1800’s;
raising bulls, cattle, sheep, hay and wheat crops through the
years. Growing up, I was very active on the ranch, in 4-H and
FFA as well as in her community. My husband, Bryan, and I
are raising our two sons, Brit and Alex, on the same ranch
and enjoy instilling the same love of the land, community and
work ethic I experienced as a young adult. We own and oper-

Foundry Four Coffee & Spirits.
FIGHTING FOR RURAL OREGON
I will continue to stand up for our Traditional Oregon Values
which we all share in rural Oregon. In our recent legislative
session, I fought against cap and trade legislation, anti 2nd

body discussed how water impacts our life. Wildfires present
a real threat to our quality of life. I will continue to work on
positive reforms to how we manage our forests.

CHERI HELT
MODERATE. INDEPENDENT. EFFECTIVE.
“As a working mom, small business owner and longtime edu-
cation leader in our community, I understand Bend and the
challenges we face. I believe in leadership that is moderate,
bipartisan, friendly and respectful. I’m fiscally responsible,
socially inclusive and I work across party lines for positive
change. I’d be honored with your vote.” - Cheri Helt
CHERI HELT
LEADING FOR WORKING FAMILIES
With families paying more taxes than ever before, the state
budget at an all-time high and Bend becoming less afford-
able, Cheri opposed big tax increases that raise the cost of
living for those living paycheck to paycheck, supported a new
family medical leave law so workers can care for a new child
or sick family member without losing their job. Cheri passed a
new law allowing more mixed-use affordable housing inside
Bend and helped secure surplus state land in Bend to boost
affordable housing supply.
CHERI HELT
LEADING FOR EDUCATION & QUALITY SCHOOLS
For 10 years – on the school board and in the legislature–
Cheri has been a champion for our students, teachers and
parents. Cheri helped boost graduation rates 10%, fast-track
new safety entrances in 22 schools, build four new schools to
relieve classroom over-crowding, and secure the largest state
budget for K-12 schools in state history.
WHY WE SUPPORT CHERI
Cheri operates a successful family business, she improved
education for eight years on the school board, and she con-
tinues to be effective for Bend in the legislature. Cheri unites
people and gets results.
Proven experience matters and Cheri’s got it. She is a working
mom, hands-on local business owner, education leader and
legislator who really understands Bend, our challenges and
opportunities. Cheri is an effective leader.

Daniel Bonham is a happily married father of two, who runs a

for his family, his employees, his customer, or now, his
constituents, Daniel is driven by a desire to serve everyone he
encounters. Daniel understands life’s financial challenges and
is committed to a more prosperous future for our community.
Protecting Small Business
For years, Oregon has tried to tax its way to prosperity. It’s
time for the legislature to stop increasing fees and taxes
that make it difficult for businesses to survive. By reducing
tax burdens and allowing the economy to grow, our state’s
broadened tax base can support investments in our educa-
tional system and responsibly support our social services.
Supporting Stronger Education
Daniel believes that a strong educational system is the key to
Oregon’s future. By funding our schools first and providing
consistency— Oregon can build momentum towards an elite
education system. Oregon has no greater obligation than to
ensure it is providing the resources necessary for a qual-
ity education. A stronger education system means greater
opportunities for the future of our kids, community, industry,
and our state.
Standing up for Rural Oregon
Salem needs strong advocates that will stand up to the inter-
ests of Portland and give a voice to rural Oregon. Daniel has
helped passed legislation that improves the management of
our federal forestland, reduced forest fire risk, and provides
additional resources to watershed management.

Occupation: United States
Senator from Vermont
Occupational Background:
Bernie worked as a carpenter

Burlington.
Educational Background: Bernie attended Brooklyn College
and the University of Chicago, where he was a leader in the
fight against housing discrimination.
Prior Governmental Experience: Senator Bernie Sanders
served Vermont in the House of Representatives for 16 years,
and in 2018 he was re-elected to his third term in the U.S.
Senate. He first ran for President in 2016, and together with
millions of people, started a political revolution.
I am running for president as part of an unprecedented grass-
roots campaign to not only take back the White House, but to
build a movement to finally make the progressive change we
need.
Our campaign is about taking on the powerful special inter-
ests that dominate our economic and political life, including
Wall Street, health insurance corporations, the fossil fuel
industry, the military industrial complex, and the private
prison industry. Our campaign is building a movement to end
racism, sexism, homophobia, religious bigotry and all forms
of discrimination. Our campaign is about the humane and
just treatment of immigrants. Our campaign is about trans-
forming our country and creating a government based on
the principles of economic, social, racial and environmental
justice. Our campaign is about creating a government and
an economy that work for the many, not just the few. Our
campaign is about guaranteeing health care as a human right.
Make no mistake about it. Special interests with extreme
wealth have unbelievable power and they want to maintain
the status quo. The only way we will win this election and
create a government and economy that work for all is with
a grassroots movement – the likes of which has never been
seen in American history. They may have the money and
power. We have the people.
And together we will defeat Donald Trump.

Delaware (1973-2009)
Educational Background: University of Delaware, Syracuse

United States (2009-2017); U.S. Senator from the State of
Delaware (1973-2009); New Castle County Council (1970-1973)
Former Vice President Joe Biden believes we are in a battle
for the soul of this nation. The stakes in this election couldn’t
be higher.
Joe’s parents instilled in him that when you see an abuse of
power, it’s your obligation to stand up to combat it. That’s
motivated him his entire life - as Senator from Delaware for
36 years and President Obama’s Vice President for 8 years.
Joe stood shoulder to shoulder with President Obama to pass
the Affordable Care Act, expanding health care for 20 million
people. He wrote and passed the Violence Against Women
Act, when domestic violence was considered a family matter.
He took on the NRA and won – twice – including passing the
assault weapons ban. And, he started talking about climate
change as a moral issue of our time far before it was a
mainstream issue.
His vision for America is based on equal opportunity for
all. Treating everyone with dignity. A middle class where
everyone - regardless of race, gender, sexual orientation, or
disability - comes along.
As president, Joe will expand on the historic progress of the
Obama-Biden administration and rebuild a strong, inclusive
middle class. He’ll protect and build on Obamacare with a
public option. He’ll restore our standing in the world.
Joe has a proven ability to bring people together and to
deliver for the middle class. At this defining moment in our
nation’s history, it’s going to take Joe’s strong leadership to
unite America and move our country forward.

Prior Governmental Experience: State Representative;

The son of a union mechanic, Jeff attended public schools,
was the first in his family to go to college and still lives in the
same blue collar neighborhood he grew up in. He never needs
to be reminded who he’s fighting for.
But the fights keep getting harder, because the privileged and
powerful have rigged our economy and democracy to enrich
themselves. Here’s how we fix it:
Take on political corruption so the people are in charge – Put
an end to dark money, partisan gerrymandering, and voter
suppression.
Create good-paying jobs – Build modern infrastructure and
rural broadband, nurture manufacturing, end tax breaks for
corporations that ship jobs overseas.
Invest in thriving families – End the outrageous gouging
on drug prices, tackle the mental health crisis, and provide
seamless coverage for everyone. Massively increase afford-
able housing. Lower class sizes and make college debt-free.
Meet the climate chaos challenge – Rapidly build a renewable
energy economy with union labor to quickly stop carbon pol-
lution. Re-assert US leadership to make sure other countries
step up to meet this global emergency.
Create opportunity in all of Oregon – Jeff fights for all of
Oregon, delivering dredging for coastal ports, disaster
assistance for farmers and ranchers, and investments in rural
broadband; saving rural post offices; and catalyzing col-
laborative solutions to timber and water challenges to create
jobs and improve ecosystems.
From exposing Trump’s evil policy of locking kids in cages,
ending Wall Street’s worst predatory mortgages, introducing
the Equality Act to outlaw LGBTQ discrimination, Jeff never
shies away from taking on the powerful to deliver opportu-
nity, justice, and a brighter future for all.

Educational Background: Rutgers University School of Law

Prior Governmental Experience: Special Advisor to President
Barack Obama - Consumer Financial Protection Bureau; Chair-
Congressional Oversight Panel, TARP.
Elizabeth Warren grew up in Oklahoma on the ragged edge
of the middle class. Her dad sold fencing and carpeting at
Montgomery Ward, and ended up as a janitor. She has three
older brothers who served in the military. When Elizabeth
was twelve, her dad suffered a heart attack, putting him
out of work. The medical bills piled up and they had lost the
family station wagon, when her mom got a minimum wage
job answering the phones at Sears. That job saved their
home, and it saved their family, but now the minimum wage
can’t support a mama and a baby.
Elizabeth has spent her career studying why America’s
middle class has been hollowed out. She fearlessly takes on
giant corporate special interests like big banks and credit
card companies that cheat consumers and undermine small
businesses. She goes after shady for-profit schools that rip
off students, veterans, and taxpayers. She relentlessly fights
to end the influence of big money in politics. And her plans
target California’s biggest issues, like investing in affordable
housing, fighting climate change, cancelling student loan
debt for millions, and creating a pathway to citizenship for
families.
Elizabeth got to become a teacher, a law professor, and
the senior senator from Massachusetts because America
invested in kids like her. She is in this fight to build an
America that works for everyone.
Elizabeth and her husband Bruce have been married for 38
years and have three grandchildren and a golden retriever
named Bailey.

We are at a tipping point. Our planet, as we know it, is dying.
Our economy only works for Monopolies. People can’t find
good paying jobs or affordable housing…our government is
not representing the people.
My experience, and growing up on a small farm outside of
Medford, uniquely qualifies me to represent the interests of
the everyday person in district two.
We need systemic change to strengthen our democracy: get-
ting big money out of politics, working around the Electoral
College via the National Popular Vote initiative, and restoring
voter rights protections.
We need Medicare for All, so that people don’t go bankrupt or
die due to lack of money. My plan does not add any new taxes
for any individual making under $200,000/yr. I would raise
taxes on higher incomes to 1940’s rates. Medical, dental,
and vision will be covered with no premiums, co-pays or
deductibles.
We need a Green New Deal to create good paying, sustain-
able jobs, and re-training and assistance for those displaced
by new technology. $1 spent on infrastructure = $2 in eco-
nomic growth. We need to repair our roads, bridges, water/
septic, schools, and power grids.
I see solar on every roof, majestic windmills on our hillsides,
electric high-speed rail, and high-speed internet for all. I see
us on 100% sustainable energy and Energy Independence by
2035.
I say, be a proud Democrat. Heck, be a proud American! We
are not perfect, but as we have done throughout our his-
tory, sometimes all too slowly, sometimes taking steps back
before going forward again, we will progress for the rights of
women, those with physical or mental disabilities, and people
of minority races, sexual preference and sexual identity…for
our physical, mental, spiritual, and economic health. And, we
will make a hard left turn to save the planet we live on.

vants” in Washington only seem to serve their own interests.
I firmly believe that it is you, the citizens of this great country,
who are in charge.
I’ve long felt the call of public service. Greg Walden’s adher-
ence to the GOP’s unbridled self-interest and failure to lead
has left a representation gap in rural Oregon. Someone must
step up and fill that gap, and that someone is me.
• Supporting Business to Raising Wages: Hard-working
Oregonians are the engine that keeps our country com-
petitive, and you deserve better. As your representative,
I’ll listen to you and fight for everyone, including women
and all historically underserved populations. I support:
• A Living Wage
• Workers’ Rights
• Small Businesses
• New Jobs & Industry
• Equal Pay
• Af fordable Healthcare: It is crucial that all Oregonians
have access to quality affordable medical services.
It’s time to end our “Sick Care” that forces too many
Oregonians to decide between groceries or medicine. I
support:
• Coverage for All
• Public Option
• No Pre-existing Condition Restrictions
• Women’s Rights
• Education: A better educated populace will make Oregon
a better place to live. Education is a human right, and not
a privilege. I support:
• Accessible, Affordable Lifelong Education
• Reduce Student Debt
• Higher Teacher Pay
• Training for Tomorrow, Today
• Early Childhood Education
• Honoring our Veterans: It’s time that we truly care for
the brave individuals who have served our great nation.
Instead of empty promises, I will work tirelessly for:
• Free Prescriptions
• Access to Housing
• Keeping Promises
• Smarter Use of the Military

Why I want to fight for you. I believe in family values. The
family values I believe in are respect and justice for all,
Medicare for All, racial justice, equal rights for women
and LGBTQ rights. I will fight to end family separation of
immigrants and for a living wage for all Americans. I will
fight for policies that stop or reverse our Climate Emergency.
America and Oregon need to be prepared to save our planet
and environment for our children and grandchildren. I am an
Independent thinker and will fight for these family values as a
Democrat for Oregon Congressional District 2.
For far too long our Congress has consisted of millionaires.
The Center for Responsible Politics did a study of 534
members from Congress from 2012 and found that over half
had a net worth of $1 million or more. The median net worth
of House members was $896,000. The net worth for Senators
was $2.5 million. These members don’t represent the interest
of working class Americans. In a time when corporations
are bringing in record profits the average American and
Oregonian workers are struggling to get by.

Mom. Civil Rights Attorney. Fighter.
Growing up poor in rural Oregon, Dufur and The Dalles,
opportunity seemed out of reach. Oregon’s public schools
changed that. I’ve worked every day to deliver for the
Oregonians who have given me so much.
As State Representative and Senator, I have:
• Increased investment in our public schools,
• Raised wages and passed paid family leave,
• Made housing and healthcare more affordable, and
• Expanded voting rights.
While Oregon has made progress, Trump’s attacks on working
people, foreign governments attacking our democracy, and
Republican politicians walking out on the Oregonians they
represent is putting opportunity out of reach for too many.
Oregon’s next Secretary of State will face challenges unlike
any we’ve seen. She must be prepared to fight threats to
our democracy today and build defenses against those of
tomorrow.
I’m ready.
As your Secretary of State, I will protect the integrity of:
• Our elections, ensuring every vote counts, every voter
has faith that it does, and elected leaders show up for
work and honor your votes.
• Our public records, closing the “secret ballot” loophole
in Salem and making government transparent and
accountable.
• Our public investments, using audits to ensure public
services serve marginalized communities and mitigate
climate change’s impact.

struggle when there isn’t decent work, health care is too
expensive and rents are too high. I am running for Senate to
fight for all of us.” – Carina
FIGHTING FOR FAMILIES
From a family of loggers and ranchers, Carina knows first-
hand how average families struggle to afford the rising cost
of living and the toll that takes on rural communities. We can
trust Carina to fight for:
• Better education that prepares ALL children to be
successful
• Living wage jobs for all workers
• Increased opportunity through apprenticeships,
affordable community college and distance learning
opportunities
PROTECTING THE ENVIRONMENT
In Oregon, we depend on a healthy environment to support
strong local economies, a better quality of life and to ensure
the well-being of family and children.
Carina will stand up for:
• Stopping the environmental destruction that harms our
clean water and air
• Reversing the actions that contribute to climate change
and threatens our children’s futures

ance and supporting sustainable use of natural resources

A STRONG VOICE FOR CENTRAL OREGON
As your Senator, I promise you I will be there for Central
Oregon. I will use my budgeting and negotiation experience
to ensure your tax dollars are used wisely and deliver the
services you expect efficiently and fairly.
Economic Growth
A growing economy needs a strong base. Oregon's economy
prospers when employees are paid enough to meet their
basic needs. If our corporations do not compensate their
employees fairly, the burden falls on Oregon taxpayers.
When we have living wages, and access to affordable health
care, child care and housing, we will all thrive in a growing
economy
Environment
Climate change is real, and it is affecting us here in Central
Oregon, right now. We need a sustainable approach to our
natural resources which support our economy and our
quality of life. My experience in the automotive industry has
taught me that taking bold action to improve our environ-
ment creates living wage jobs and resilient communities.
Health Care is a Fundamental Right
In Deschutes County, less than half of us get health care
from our employers. We should have the opportunity to buy
into the Oregon Health Plan based on income, and large
corporations should reimburse taxpayers for the costs of the
employees they avoid covering.
“Central Oregon needs a leader like Eileen Kiely. Someone
who knows how to bring people together to turn good ideas
into real progress for our communities.”

Occupation: Deputy District
Attorney, Deschutes County
Occupational Background:

Educational Background: B.S.,

Prior Governmental Experience: Board of Directors,

Standing up for OUR Priorities
When the legislature makes decisions in Salem, we feel the
results here in Bend. We need legislators who know our com-
munity and are ready to fight for it.
That’s why we must elect Jason Kropf as our next State
Representative.
• A 4th generation Oregonian who grew up in a rural
timber town and has called Bend home for over 17 years,
Jason understands our Central Oregon values.
• A Deschutes County Deputy District Attorney and former
public defender, Jason knows what it takes to provide
safety and justice for our community with equity.
• A father, a school volunteer, advocate for kids in foster
care, and elected board member of the Bend Park and
Recreation District, Jason rolls up his sleeves to care for
our neighbors and protect our priceless quality of life.
Most importantly, Jason will be a voice for our priorities:
• Jason supports the Student Success Act — which is
critical for our local Bend schools. In Salem, he’ll fight
for greater investments in early, higher, and career and
technical education.
• Bend is facing an affordable housing crisis: Too many
people who work in Bend and are a vital part of our com-
munity can no longer afford to live here. Jason will work
to find solutions that will protect renters and increase
housing supply and choices.
• Climate change is impacting Oregon’s communities with
wildfire and drought, and it poses a clear and present
danger to our rural economy. Instead of blocking solu-
tions, Jason will work to protect our community, our
state, and our planet.

Supporting Families of Central Oregon
As a mom and a professional, I know about competing priori-
ties, financial accountability and community stewardship. I
believe government can be a force for good, if we demand
excellence. I am determined to ensure Central Oregonians
have equal access to things we value:
• Af fordable Housing + Good Paying Jobs
• • Deschutes County is the fastest-growing county in
Oregon. I will focus on livability, access to nature,
good-paying jobs and building affordable housing
close to jobs, shopping and schools.
• Public Education + Childcare
• • I believe public education is the foundation for a
happy and healthy start in life. I am a fierce advocate
for our hardworking teachers.
• • Only 20% of families with young children in Central
Oregon can afford quality child care, with nearly
3,000 families in need. I vow to find funding to fill
this gap.
• Access to Healthcare
• • Our healthcare system is expensive, hard to
understand and failing to address key issues. I will
fight for better access to healthcare, cost transpar-
ency and solutions for the opioid epidemic that has
ravaged our communities.
• Clean Air + Clean Water
• • We must do more to protect and manage our
forests, water and air. Pollution from wildfire affects
not only the forest but also the most vulnerable
among us.
“Emerson Levy knows the issues facing young families in
Central Oregon. Her professional background and dedication
to the community are what we need in Salem.”
–– Judy Stiegler, former State Representative
“Emerson believes in supporting public school teachers and
staff, she will bring energy and dedication to Salem on behalf
of our students and schools.”

LET'S MAKE YOUR VOTE COUNT
Although the Oregon Constitution states that judges are to be
elected by the voters of this state, such voters are routinely
relegated to the role of a rubber stamp. As judicial vacancies
occur, the governor unilaterally fills them by appointment.
Such appointed judges thereafter gain the advantage of
incumbency and rarely, if ever, face an election opponent.
Every current Oregon Supreme Court judge got there by
means of gubernatorial appointment. Five of those seven
judges have now been appointed by one person -- the cur-
rent governor. If the Position 1 incumbent is re-elected and
then resigns mid-term (as anticipated), the governor will be
afforded yet another opportunity to unilaterally hand-pick a
replacement.
Oregonians deserve a judiciary that functions in an indepen-
dent and non-partisan manner. Sadly, however, the prevail-
ing process for picking judges provides little reassurance in
that regard.
Van Pounds offers voters a voice for positive reform, as well
as a meaningful choice for judge. He will continue to be an
ardent advocate for improvement of the judicial selection and
retention processes -- to promote greater transparency and to
reduce the likelihood of undue partisan political influence.
Consistent with the Code of Judicial Conduct, Van Pounds
pledges to perform the duties of judicial office diligently,
fairly and impartially, and in accordance with the rule of law.
He welcomes your vote.

Chief Justice, Oregon Supreme
Court; attorney in private prac-

General
Educational Background: Portland Public Schools; B.A.,
Oberlin College (1974); J.D., University of Chicago (1977)
Prior Governmental Experience: Oregon Deputy Attorney
General (1993-97); Trial Attorney, U.S, Department of Justice
(1979-80)
Re-Elect Justice Tom Balmer to Oregon's Supreme Court
Since 2001, Tom Balmer has served on Oregon's Supreme
Court with distinction, exhibiting fairness, intelligence, and
an extraordinary work ethic.
In 2012, Tom Balmer's colleagues on the Supreme Court
showed their confidence in his judgment, leadership, and
legal skills by selecting him to serve as Chief Justice for a
six-year term. In that role, he led the Oregon courts through
a difficult budget climate by carefully managing limited
resources, adopting technology innovations, and improving
court efficiency.
Justice Balmer traveled the state to visit local trial courts and
seek ways to improve access to justice for all Oregonians --
while carrying a full workload of opinions and rulings on the
Supreme Court.
Experience
The foundation of Justice Balmer's success is his hands-on
experience in the key areas the Supreme Court deals with
every day. He has tried jury cases, argued before the U.S.
Supreme Court, advised individuals and business clients on a
wide variety of matters, and counseled elected and govern-
ment leaders on constitutional and public law. As Deputy
Attorney General, he argued criminal, election, and constitu-
tional law cases in Oregon and federal courts.
Tom Balmer's reputation as a thoughtful scholar and practi-
cal problem-solver is well known. His broad, well-rounded
experience and integrity have earned widespread support
from all parts of Oregon's legal community.
Part of the Community
Tom has served as a volunteer for legal aid, the Classroom
Law Project, local arts and park organizations, and Portland
Homeless Family Solutions.
Broad Support
It is a mark of Tom's fairness and integrity that he has won
support from around the state and from across the political
spectrum.

In a time when our nation faces grave threats to democracy
and the rule of law, our courts must be open and account-
able to the people. That’s why I’m running for the Court of
Appeals.
I’m running because I believe that judges should explain their
decisions. Right now they don’t. In most cases, the Court of
Appeals “affirms without opinion.” That means the judges
give no explanation whatsoever for their ruling.
They do it in easy cases. They do it in hard cases. Big cases
and small cases. Cases where they think the lower court was
right. Cases where they think the lower court was wrong.
Sometimes they even do it by mistake.
The Court of Appeals affects all of us. It decides when the
police can pull you over. What you’re owed if you’re hurt
on the job. Whether the state can take away your children.
Many people lose their liberty, their livelihood, or their family,
without ever being told why.
Oregon deserves better. Many other courts give at least one
or two sentences to explain each of their rulings. Our court
can do at least that much. That would let everyone know why
the court did what it did—and keep the court accountable.
We can make it happen. As a public defender, I’ve repre-
sented hundreds of individuals before the Court of Appeals.
In any of their cases, a single judge could make the court
explain its ruling. With your support, I will be that judge.
I can’t promise you’ll agree with every decision I make. No
judge could make that promise. But I will explain every deci-
sion I make. No other candidate will do that.

he values service to others. Law practice was his pragmatic
way of working with people's problems one at a time. He
handled a broad range of civil cases in state and federal trial
and appellate courts for 30 years before appointment in 2013
and election in 2014. He believes that a judge must listen
well, care about people, study each case, and be resolutely
committed to impartial justice.

JUDGE RANDY MILLER
I was honored to be elected as a Deschutes County Circuit
Court Judge in 2014. Since then, I’ve presided over all aspects
of criminal, civil and family law cases filed in our court. I
remain dedicated to working with other elected officials and
community members to increase access to justice through
our court system.
As Chair of the statewide Security and Emergency
Preparedness Advisory Committee, I work with judges,
law enforcement, information security officials and trial
court administrators to keep our judicial branch secure.
As a member of the statewide Uniform Trial Court Rules
Committee, I value working with other attorneys and judges
to improve how Oregon courts function and deliver services.
I regularly volunteer my time. As the supervising judge for
regional mock trial competitions, I encourage high school
students to learn lasting skills of public speaking, teamwork,
research, collaboration, civil and criminal legal concepts,
and civic engagement. As a member of the Inns of Court, I
appreciate working with judges and attorneys to improve the
skills, professionalism and ethics of our local bench and bar.
I regularly speak with community organizations about our
court and its contribution to Deschutes County.
I am committed to the rule of law and to being a fair and
impartial judge. I am honored to serve, and I sincerely appre-
ciate your continued support.
