A Resolution to Approve a Supplemental
Budget Within the 2019-20 Deschutes County * RESOLUTION NO. 2020-032
Budget and Directing Entries
WHEREAS, the economic impacts of the COVID-19 pandemic, which could not have been
foreseen at the time of the preparation of the 2019-20 budget, have had a negative impact on operating
revenues at the Fair and Expo Center resulting in an unfunded loss of $600,000, and reduction in Video
Lottery receipts resulting in a $62,000 shortfall in economic development funding commitments, and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, the Budget Committee approved using unallocated Transient Room Tax reserves to
fund $362,000 and the Fair and Expo Reserve Fund to fund $300,000 of the shortfall, and
WHEREAS, it is necessary to transfer $362,000 in appropriations from Reserves in the Transient
Room Tax Fund and $300,000 from Program Expense in the Fair and Expo Fund; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Reserves ($ 362,000)
Transfer Out $ 300,000
Program Expense $ 62,000
Section 2. That the following transfer of appropriation be made in the Fair and Expo Reserve

Transfer Out $ 300,000

TITLE OF AGENDA ITEM:
PUBLIC HEARING and Consideration of Board Signature of Resolution No. 2020-032 to
Approve a Supplemental Budget Adjustment in the 2019-20 Deschutes County Budget and
Transient Room Tax Fund.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution No. 2020-032 increasing Appropriations in the
Transient Room Tax Fund.
BACKGROUND AND POLICY IMPLICATIONS:
The economic impacts of the COVID-19 pandemic have had a significant negative impact on
operating revenues at the Fair and Expo Center in FY 2019-20 resulting in an unfunded loss of
$600,000. Additionally, the pandemic has reduced video lottery receipts which are used to
fund economic development activities in the county. This resolution will provide legal budget
authority to fund the $600,000 shortfall at the Fair and Expo Center and $62,000 of the
shortfall in the Video Lottery Fund with unallocated Transient Room Tax funds and Fair and
Expo Reserve funds.
FISCAL IMPLICATIONS:
This resolution authorizes an increase to the 2019-20 budget appropriation in the Transient
Room Tax Fund by $362,000, funded by available unallocated reserve funds, and a transfer of
appropriations within the Fair and Expo Reserve Fund of $300,000.
