A Resolution DESIGNATING THE GREATER
REDMOND ENTERPRISE ZONE BE * RESOLUTION NO.2020-034
DESIGNATED FOR ELECTRONIC
COMMERCE
WHEREAS, Deschutes County sponsors (with the City of Redmond, and the City of Sisters as co-
sponsors) the Greater Redmond Enterprise Zone; and
WHEREAS, the sponsors of the Greater Redmond Enterprise Zone have formally advised and consulted
from Business Oregon on this matter under ORS 285C.078; and
WHEREAS, the Greater Redmond Enterprise Zone is one of the most successful economic development
tools for Deschutes County contributing to the establishment and expansion of diverse businesses and the
creation of family wage jobs; and
WHEREAS, Deschutes County with its supply of available land for development and complementary
infrastructure has established itself as a community that can support electronic commerce business; and
WHEREAS, Deschutes County would like to encourage electronic commerce as part of its economic
development efforts.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, that Deschutes County as part of the zone sponsor designates the Greater Redmond
Enterprise Zone for Electronic Commerce under ORS 285C.095.

Consideration of Board Signature of Resolution No. 2020-034, ECommerce Overlay of the
Greater Redmond Enterprise Zone
BACKGROUND AND POLICY IMPLICATIONS:
Economic Development of Central Oregon is requesting that the Board consider adopting a new resolution to
support the Greater Redmond Enterprise Zone retaining its eCommerce zone overlay. The State's process did not
allow EDCO to include that intent during the re -designation process.
EDCO supports retaining the eCommerce overlay (one of the 15 overlays allowed by law in the State) because of it
allows for broader eligibility for business types and a more inclusive exemption on personal property -items used in electronic
commerce costing less than $50,000 (but still > $1,000)-for standard property tax abatement of an eligible business firm's
qualified property.
The State will only allow 15 eCommerce zones to be created, and Business Oregon will process applications on a
first -come first serve basis beginning in early July.
As background: The Oregon E-Zone program (ORS.285.C) is an economic development incentive designed to
attract business investment and encourage job creation. It offers a property tax abatement and/or equipment
investments for new or expanding traded -sector businesses (non -retail) located in the E-Zone. There are
currently 73 E-Zones statewide. The Greater Redmond E-Zone was established in 1988 to spur economic
development within the Cities of Redmond and Sisters and Deschutes County. The E-Zone has proven to be a
successful tool to help retain and recruit traded sector economic development in the region. Deschutes County,
the City of Redmond and the City of Sisters are co-sponsors of the E-Zone. Redmond Economic Development,
Inc. (REDI) and Economic Development for Central Oregon EDCO have been the E-Zone managers since 2009.
From 1998 to 2019, the Greater Redmond Area E-Zone program has served 154 companies, created 3,373 jobs
and generated $165,560,435 in investment. The E-Zone has a 10-year duration and has been previously renewed
in 1998 and 2009. In December 2019, the County concurred that staff should proceed with a third re -
designation. The application is due to the Business Oregon by June 1, 2020 and will go into effect July 1, 2020.
