ORDER NO. 2020-035
WHEREAS, the parking of vehicles within the public right-of-way on and adjacent to the following
public road segments within Deschutes County, Oregon constitutes a safety hazard to the traveling
public:
• NE Smith Rock Way from NE 1st St to NE 33rd St
• NE Wilcox Ave from NE 1st St to Crook County
• NE 1st St from NE Smith Rock Way to NE Wilcox Ave
• NE 5th St from NE Wilcox Ave to 2,130 ft. north of NE Wilcox Ave
• NE 9th St from NE Wilcox Ave to NE Cayuse Ave
• NE 17th St from NE Smith Rock Way to NE Wilcox Ave
• NE 33rd St from NE Smith Rock Way to NE Wilcox Ave
• NE Xenolith St
• NE Xenolith Dr; and
WHEREAS, it appears necessary that parking of vehicles be prohibited within the public right-of-
way on or adjacent to the public road segments described above; and
WHEREAS, ORS 810.160 provides Deschutes County authority to regulate, control or prohibit
parking vehicles upon public roads under their jurisdiction; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON HEREBY
ORDERS as follows:
Section 1. That a No -Parking Zone be established for the public right-of-way on or adjacent to
the traveled portions of the following public road segments within Deschutes County, Oregon:
• NE Smith Rock Way from NE 1st St to NE 33rd St
• NE Wilcox Ave from NE 1st St to Crook County
• NE 1st St from NE Smith Rock Way to NE Wilcox Ave
• NE 5th St from NE Wilcox Ave to 2,130 ft. north of NE Wilcox Ave
• NE 9th St from NE Wilcox Ave to NE Cayuse Ave
• NE 17th St from NE Smith Rock Way to NE Wilcox Ave
• NE 33rd St from NE Smith Rock Way to NE Wilcox Ave

Section 2. That the Road Department shall install appropriate signs giving notice of the No -
Parking Zone per ORS 810.160(4).
Section 3 That this No -Parking Zone will be in effect upon signature of this Order by the Board
of County Commissioners.
Section 4. That this Order shall be recorded with the Deschutes County Clerk.

Consideration of Board Signature of Order No. 2020-035, No Parking Order for Various
Public Roads in the Vicinity of Smith Rock State Park
RECOMMENDATION & ACTION REQUESTED:
I move to approve Board Order 2020-035 establishing parking prohibitions on various
public roads in the vicinity of Smith Rock State Park.
BACKGROUND AND POLICY IMPLICATIONS:
Various issues associated with overflow road side parking in the vicinity of Smith Rock State
Park have been well documented and discussed in recent months and years due to the
exponential growth in use of Smith Rock State Park. Recently, representatives of the Park
have indicated a willingness to construct a minimum of 25 additional on -site parking spaces to
accommodate overflow parking which has created safety and livability concerns on Wilcox
Avenue and other nearby public roads.
A No Parking Order (2020-035) has been prepared for Board consideration, per ORS 810.160
to prohibit parking on various road segments within the vicinity of the Park. Due to the
potential to "move the problem" to another accessible nearby location, the Order prohibits
parking on a significant mileage of public road in the area. It is the intention of Road
Department to install no parking signage in a phased manner with a minimum of signage
necessary to implement the intent of the Order - to eliminate road side parking outside of the
Park.
FISCAL IMPLICATIONS: The Road Department estimates an initial phase of No Parking
signage (portions of Wilcox, 17th, etc) to cost Tess than $10,000.
