BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Appropriating New Grant Funds
and Increasing FTEs within the 2020-21
Deschutes County Budget

WHEREAS, Deschutes County's Health Services Fund will receive $2,403,519.52 in new grant
revenue over a two year period from the Oregon Criminal Justice Commission to fund expenses,
including an additional 7.8 limited duration FTEs, to expand the operation of the Deschutes County
Stabilization Center to 24/7, and
WHEREAS, the Board of County Commissioners approved the grant on July 15, 2020, and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, it is necessary to increase appropriations by $876,102 in Program Expense to
accommodate this request in the FY 2020-21 budget, and
WHEREAS, an increase of 7.8 limited duration FTEs is requested to support the scope of work
in the grant, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE outside
the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution No. 2020-050 to Approve an Increase in
Appropriations and FTEs Within the FY 2020-21 Deschutes County Budget
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution No. 2020-050 to increase appropriations and
limited duration FTEs in the Health Services Fund.
BACKGROUND AND POLICY IMPLICATIONS:
Health Services was awarded a grant from the Oregon Criminal Justice Commission in the
amount of $2,403,519.52 for fiscal years 2021 and 2022 to allow the Deschutes County
Stabilization Center to operate 24/7 for two years. The Board of County Commissioners
approved the grant on July 15, 2020.
Data will be collected throughout the grant period to demonstrate the value of a 24/7 operation.
At the end of the grant period, the data will be analyzed and shared with community partners to
demonstrate cost savings to both the healthcare and criminal justice systems.
FISCAL IMPLICATIONS:
The grant award is $2,403,519.52 for fiscal years 2020-21 and 2021-22 which will fund
operating expenses and 11.0 FTE. The grant disbursement schedule allocates $876,102 in
FY 2020-21, which includes 7.8 limited duration FTE. The balance of grant revenue and an
additional 3.2 FTE will be requested during the FY 2021-22 budget. There is no required
County match for this grant.
