2020-261-Resolution No. 2020-045 Recorded 7/30/2020Recorded in Deschutes County Nancy Blankenship, County Clerk CJ2020-261 Commissioners' Journal 07/30/2020 10:45:23 AM IIIIIIIIIIIIIIIIIIIIIIIII II I III BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Appropriating New Grant Funds and Increasing FTEs within the 2020-21 Deschutes County Budget * * RESOLUTION NO. 2020-045 WHEREAS, Deschutes County's Health Services Fund will receive $541,525 in new grant revenue from the Oregon Health Authority to fund local public health COVID-19 expenses as further described in amendment #11 of the 2019 intergovernmental agreement for Financing of Public Health Services (OHA #159809-11, County Document No. 2020-428), and WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by resolution of the governing body, and WHEREAS, it is necessary to increase appropriations by $541,525 in Program Expense to accommodate this request, and WHEREAS, an increase of 4.0 limited duration FTEs is requested to support the scope of work in the grant, and WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE outside the adopted budget be approved by the Board of County Commissioners; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following grant revenue be budgeted in the 2020-21 County Budget: Revenue Health Services Fund Local Government Grant Total Revenue $ 541,525 $ 541,525 Section 2. BACKGROUND AND POLICY IMPLICATIONS: On July 8, 2020 the Board of County Commissioners (BOCC) approved amendment #11 to the Oregon Health Authority contract #159809 which granted an additional $541,525 to fund local public health COVID-19 related expenses in FY 2020-21. At that meeting, per BOCC direction, the budget resolution was tabled for further revision and later consideration. The budget resolution has been revised to match the grant award and is presented here for BOCC consideration. FISCAL IMPLICATIONS: This budget adjustment resolution authorizes an increase in budget appropriations and FTE in the FY 2020-21 Health Services Fund budget by $541,525 and 4.0 limited duration FTEs.
