Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; Assistant Legal Counsel Amy Heverly; Human Resources Director Kathleen Hinman; and Sharon Keith, BOCC Executive Assistant. No citizens or representatives of the media were in attendance. Attendance was limited in response to Governor's COVID19 orders. CALL TO ORDER: Commissioner Adair called the meeting to order at 8:31 a.m. PLEDGE OF ALLEGIANCE EXECUTIVE SESSION At the time of 8:32 a.m., the Board went into Executive Session under ORS 192.660 (2) (d) Labor Negotiations. The Board came out of Executive Session at 9:14 a.m. to direct staff to proceed as discussed. BOCC MEETING JUNE19,2020 PAGE1OF3 Present for the remainder of the meeting were Commissioners Patti Adair, Anthony DeBone, and Phil Henderson; County Administrator Tom Anderson and BOCC COMMISSIONER UPDATES: • Commissioner Adair reported the judicial funding letter was drafted and will be reviewed. She also reported an Order was drafted regarding the Bend Urban Renewal and will be reviewed as well. Mr. Anderson offered to the public as well as the Bend Council to explain the impacts to Deschutes County. • Commissioner Adair met with the Deschutes Children's Foundation to learn the history of the building in Redmond. Commissioner DeBone commented on the vision of supporting non -profits. Mr. Anderson will review the rental charges to all non -profits that lease in Deschutes County owned buildings. • Commissioner DeBone attended the Project Wildfire meeting on Tuesday and reported on the success of the Fire Free program this year. The 911 User Board meeting was held this week. He also reported on the Bend Metropolitan Planning Organization meeting and MPO has asked to be the lead on the north interchange discussion. Yesterday was the TSP steering committee meeting for the City of Bend and the City of Bend TSP has been finalized for public review. The ambulance service area meeting in La Pine was held yesterday and this will be included as a further discussion will the BOCC. • Commissioner Henderson participated on the Fire Year meeting yesterday and reported on the impacts of COVID19 on fire response. He was on the panel for the new City of Bend Police chief and reported there were five candidates. • Relative to a requested response from citizens and departments on current country -wide law enforcement concerns, Mr. Anderson spoke on drafting a message to support our staff that are committed to provide public safety and diversity in our community.
