ACTION ITEMS:

Solutions
Behavioral Health Program Manager Holly Harris introduces the contract
with PPC Solutions. This contract supports security services to the new
Deschutes County Stabilization Center 7 days a week until 9pm. Additional
needed funds are available through the Health Council. Commissioner
Henderson asks if there is security like this at any other county health

buildings. Holly replies no and that hiring for 7 days a week operations will be
in the fall. Currently operations run from 7am-9pm 5 days a week. Security is
just for hours open. Commissioner Adair asked what the hours for weekend

Transportation System Development Charges for Treehouse Therapies.
Christen Eby introduces herself on behalf of Treehouse Therapies. Treehouse
Therapies currently operates thee clinics with 18 employees. They partner
with Deschutes Children's Foundation, Healing Reins, COPA, BMC Pediatrics
and Mosaic. They recently purchased this property which is subject to
transportation SDCs. The need for their services in the community are
greater than ever. Commissioner DeBone responds that grants for working
funds are one thing and the SDC is another. Commissioner Henderson asks
how their therapy is different from other types of therapy. They are multi
therapy. Commissioner Henderson asks if this payment can be deferred and
offers county discretionary grants. Commissioner Debone suggests to pay
the first two payments from discretionary grant funds but leaving the Order
in tact (10-year installment).

COVID !UPDATE
Health Services Deputy Director Nahad Sadr- Azodi and County Health

County has 221 positive cases with two cases this week. There has been a
doubling in cases in the last two weeks. The average rate of recovery is a
couple weeks. Older age group illness has increased the last few months.
Overall, Positive testing rates are stable. Number of positive cases has
increased the last two or three weeks. Contact tracers are working diligently
to be able to release the results soon. Commissioner DeBone asked what the
main symptoms people are feeling to urge them to be tested. Dr. Fawcett
mentions that rapid testing from St Charles for people going into surgery.
Deschutes County is ranked 18th in the state for rapid testing. The highest
reported hospitalizations was 12; there were far fewer hospitalizations for a
short time in May. Many patients admitted into St. Charles have been from
out of the county and state. Of 221 cases, 30 Deschutes county residents
have been hospitalized. Commissioner DeBone asks what treatment is
evolving for people being hospitalized. There has been an IV and plasma that
have proved to be helpful. Mr. Sadr- Azodi acknowledges that things are
getting better but length of recovery is still taking a long time. Most
importantly- wear a mask, watch your distance and wash our hands.

of Intent to Award Contract for the Old Bend Redmond Hwy/Tumalo
Rd Intersection Improvement Project to Knife River Corporation -
Northwest
County Engineer Cody Smith introduces the Old Bend Redmond Hwy/Tumalo
Rd Intersection Improvement Project Notice of Intent to Award. Four
competitive bids were received. Mr. Smith recommends awarding to low
bidder Knife River Corp in the amount of $1,156,715.00. The project will
begin in early August of this year.

costs/prices were determined. Mr. Schimke states this it is based off of
projections from the previous year.

15. Garrett Lee Smith Youth Suicide Prevention and Early Intervention
Grant Award
Health Services Supervisor Jessica jacks explains the Garrett Lee Smith grant.
Deschutes County is the recipient of $117, 003 every year for the next four
years. Commissioner Henderson mentions the need for suicide prevention
and early intervention in area schools. The FTE position will work with all
organizations within Deschutes County. Bend- La Pine Schools services' will
be more direct.

Health Services Deputy Director Nahad Sadr- Azodi speaks to Oregon Health
Authority Amendment #14 to the 2019-2021 IGA for Financing of Public
Health Services. Commissioner Henderson ask if this was for the hiring of
new employees. Health Services Senior Advisor Hillary Sereceno adds that
this is only an amendment to past year existing contract. Commissioner
Adair asks if Deschutes County follows and tracks chlamydia. Health Services
Manager Heather Kaisner replies that chlamydia is not a required case
IZVOWUtivn but the cWLAI My still does track cases.

17. Consideration of Board Signature of Document No. 2020-428, Oregon
Health Authority Amendment #11 to the 2019 IGA for Financing of
Public Health Services
Health Services Deputy Director Nahad Sadr- Azodi introduces amendment
#11 of 2019 IGA for Financing of Public Health Services. These revisions
reflect surge capacity for COVID-19. Mr. Sadr- Azodi also asks for a new FTE

to fund an Administrative Assistant to work directly with him. The
amendment additions would help fund positions within Community Health -
Environmental Health: Health Nurses, Health Educator, Administrative
Assistant, and Testing Coordination. COVID grant funds can only be used for
COVID positions. Greg Munn suggests that the resolution be re -written and
returned back on the Board at a future board meeting.

19. City of Redmond Overview of Proposed S. Hwy 97 Urban Renewal
District Discussion
Redmond Urban Renewal Program Analyst Meghan Gassner introduces City
of Redmond Manager Keith Witcosky, Fire Chief Ken Kehmna, Battalion Chief
Jeff Puller, CFO Jason Neff, and Urban Renewal Program Manager Chuck
Arnold who all describe the project. House Bill 2174 passed recently gained
concurrence from other taxing districts within the county. There will be a fire
station in Redmond corridor south of fairgrounds which meets the
concurrence requirement. They are introducing industrial zoned properties.
About $2 million comes from the taxing districts. $11 million to the county.
Return on investment will take about 5 years. Commissioner DeBone asked
when the last date of debt would be. 2047 is projected date. Commissioner
Adair inquires about the status of current renewal districts- downtown and
south airport. Downtown is 804 acres and amended in 2010-2011 but started

around 1995. The primary investments for 2022-2046 are US 97 south
Redmond corridor plan includes utilities, infustructure and fire station. Chief
Kehmna states his concerns for the large amount of call volume in this area.
It is important that the fire district increase in this area. Chief Puller states
the response time in this area is currently 8 minutes and should be 6
minutes or less. Commissioner DeBone asks about 19t" street. City of
Redmond Engineer Mike Caccavano states that it does include that corridor.
Commissioner Adair commends the city for the effort they put forward for
these types of projects. Discussion will continue to a future board meeting.
18. 2020 County College Discussion
County Administrative staff Laura Skundrick and Whitney Hale explain what
County College is. They present the options of delaying County College until
later this fall, hosting virtually, conduct with small class size, or cancel.
Classes run for 10-11 weeks with approximately 25 people in attendance.
Commissioner Henderson is in favor of continuing the college with class size

department instead. Commissioner Adair asks if people have applied
recently and talk to them and see if they are still interested. Laura and
Whitney agree to come back to the board with attendee suggestions.
20. Consideration of Request to Apply for Generation Parent Management
Training Oregon Grant
Behavioral Health Manager Elizabeth Renteria- Holden and Deputy Director
Janice Garceau present the Parent Management Training Oregon grant. This
Grant covers training and recording equipment for 20 months.
Commissioner DeBone asks if this is implementing best practices. Elizabeth
replies yes.

Staff Update on Vacancy Analysis
Deputy County Administrator Erik Kropp introduced the elimination of 1.5%
of county positions per the recommendations of the County Budget
Committee. This equates to 16 positions of which 5.75 are already vacant.
Behavioral health is the most impacted by resignations. Health Services
Deputy Director Janice Garceau stresses her concern for 50% capacity at the
La Pine clinic. There are three pending employees on hold for the south
county office that Commissioner Adair believes should be pushed through.
Several county department heads join the meeting and agree to freeze open

• Commissioner DeBone mentions city renewal process for the City of Bend
and COVID response team meeting tomorrow.
• Erik Kropp explains an email from a citizen to transform Deschutes.org to
Deschutes.gov.
Erik Kropp explains government CARES reimbursement issue. Dave Doyle
adds that the County Counsel group is in contact with Oregon DOJ in effort to
revise the grant language.

BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County Health Services has been awarded the Garrett Lee Smith Youth Suicide Prevention grant
through Oregon Health Authority (OHA).
Deschutes County Health Services (DCHS) staff submitted a competitive application to OHA for the
Garrett Lee Smith Youth Suicide Prevention and Early Intervention Grant. On June 16th, DCHS was
notified that it was awarded along with two other counties (Lane and Multnomah). The funding will
address the high rate of suicide attempts and deaths amongst 10-24 year olds in Deschutes County and
will offer some support through facilitation and training opportunities to our regional partners.
FISCAL IMPLICATIONS: $117,003 per year for four years, effective July 1, 2020.

week program helps residents learn more about County services.
This year, COVID-19 and physical distancing requirements may mean County College looks
different than it has in the past. Staff wanted to check in with the Board on this year's
County College program. We've provided several options for your consideration:
1. Delay County College until later this year
2. Host the County College program :virtually
This option would allow more residents to participate in the program and give
students the option to view the sessions in real-time or at their own convenience.
We could also record each session, edit and post the videos on the County's website
so that those who are interested can watch certain sessions (and learn more about
the work the County does.
3. Hold County College in the fall, but with modifications
These modifications could include:
a. Smaller class size.
b. Sessions would take place at locations large enough for physical distancing
rather than at specific departments, if space was not available for an outdoor
session (weather permitting) or proper distancing.
c. On -site tours such as Solid Waste, Fair & Expo, and the Jail would likely be
eliminated.

SUBJECT: Status Update — Proposed South Redmond US 97 Urban Renewal District
Urban Renewal District Overview
The Redmond Urban Renewal Agency Board (comprised of members of the Redmond City Council) is
pursuing the creation of an urban renewal district along the South Highway 97 Corridor between
Veteran's Way and Yew Avenue, and also encompassing the recently annexed Large Lot Industrial Area
south of the Deschutes County Fairgrounds.
The primary objectives of the district would be to generate local resources to: (1) make essential safety
improvements, relieve congestion/improve freight mobility along the corridor; (2) create opportunities
for new development; and (3) provide resources for infrastructure investments to incent development
and job growth.
A Feasibility Study was accepted by City Council/Urban Renewal Board on Tuesday, June 9, 2020.
The district is proposed to be 1,330 acres with a maximum indebtedness of $84,000,000.
Purpose of Deschutes County Briefing
At this time, staff is briefing overlapping taxing jurisdiction partners to provide project background,
update you on the current status, provide a financial analysis of the impacts and benefits of the district,
and share the next steps. This will be the one of multiple briefings we will provide to the Board of
County Commissioners.
On July 15, 2020, you will receive the draft Urban Renewal Plan and Report. We are asking you to
please review the Plan and Report and provide your recommendations to us by August 31, 2020. We
plan to return to the BOCC within this 45-day timeframe to respond to questions and further inform you
about the evolution of the urban renewal plan.
Financial Impact
We recognize while existing property taxes continue to flow to the County, the growth in property taxes
does get diverted to the urban renewal area for projects. This is a unique district which would not be
created but/for generating local resources to match state and federal for the $50M-$70M Highway 97
improvements which bring regional benefit. Without urban renewal financing these necessary
improvements will not be implemented in the desired timeframe.

Consideration of Request to Apply for Generation Parent Management Training Oregon

Oregon Grant
BACKGROUND AND POLICY IMPLICATIONS:
Generation Parent Management Training - Oregon (GenPMTO) is a High -Fidelity family -based,
trauma informed intervention for children ages 2-17 and their families with more than 50 years of
research demonstrating its effectiveness. The purpose of funding is to provide for GenPMTO
training and certification to expand the number of organizations in Oregon providing High -Fidelity
GenPMTO services to children and their caregivers. This expansion is part of a five-year full
dissemination of High -Fidelity GenPMTO programs across Oregon. Providing therapeutic care to
young children and their parents is an emerging need in mental health care. The goal is to train
two teams of three, for a total of six staff, to provide the modality for residents of Deschutes
County.
This project addresses the Regional Health Improvement Plan strategies of:
• Enhancing Behavioral Health Access and Coordination, and
• Upstream Prevention and Promotion of Well-being.
The project will also address Deschutes County Health Services' (DCHS) Strategic Plan goals of
Promoting Health and Reducing Disease through:
• Increased healthy behaviors and improved mental health, and
• Decreased health disparities and increased health equity.
Finally, it address DCHS' strategic goal of Enhancing the Workforce through ensuring that:
• Opportunities to enhance career goals and skills are available, and
• Core competencies are identified and achieved.
In the 2019 legislative session, the Oregon Legislature awarded funding to the Oregon Health
Authority (OHA) to increase access to effective children's behavioral health services. These funds
made it possible for the OHA to launch a training and High -Fidelity program implementation pilot
project in seven counties of the evidence -based practice of GenPMTO. This will expand the
number of GenPMTO teams beyond the original pilot sites.
FISCAL IMPLICATIONS:
The funds associated with the grant award will be used to obtain the training and certification
through the GenPMTO program. Ongoing client services are not covered under the grant award,
but compensation for GenPTMO services provided may be submitted as an insurance claim
through the appropriate third -party insurance company such as the Oregon Health Plan.
The grant will fund $127,553 for 20 months and will cover training and associated costs, supplies
and staff time for training, and includes 18% of indirect costs. No request for,additional FTE will
be made as part of this grant.
