BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Increasing FTE within
the FY 2020-21 Deschutes County Budget * RESOLUTION NO. 2020-052
WHEREAS, in FY 2019-20 the County received a two year grant from the Criminal Justice
Commission to implement the Deschutes County Illegal Marijuana Market Enforcement grant to
improve investigation, enforcement and analysis of illegal marijuana, a portion of which funded a 0.35
limited duration FTE for the 24 month grant period, and
WHEREAS, the grant did not officially start until November 2019, reducing the grant period
from twenty-four to twenty months, and
WHEREAS, to complete the grant work it is necessary to increase the limited duration FTE by
0.1 FTE for the remainder of the grant period, and
WHEREAS, adequate funding and appropriations exist in the FY 2020-21 budget, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE outside
the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Consideration of Board Signature of Resolution No. 2020-052 to Increase FTE in the 2020-
21 Budget
RECOMMENDATION & ACTION REQUESTED:
Approve Resolution No. 2020-052 to increase Management Analyst FTE in the District
Attorney's Office by 0.1 from 0.35 to 0.45 for the period of July 1, 2020 to June 30, 2021.
BACKGROUND AND POLICY IMPLICATIONS:
In FY 2019-20 the Sheriffs Office in collaboration with the DA's Office, and Bend Police
Department received a two-year grant from the Criminal Justice Commission (CJC) to
implement the Deschutes County Illegal Marijuana Market Enforcement (DCIMME) grant to
improve investigation, enforcement, and analysis of illegal marijuana.
In the proposal we planned and budgeted for the project to start on July 1, 2019. A portion of
the overall grant funding was to cover a limited duration FTE increase of 0.35 for 24 months in
the District Attorney's Office. Due to the timing of when the grant funds were authorized by
CJC and approved by BOCC, the grant did not officially start until November 1, 2019. This late
start, without a change in FTE status, shortens the time to complete the work as the grant will
still conclude as originally planned on June 30, 2021.
Approving this request will allow the grant's scope of work to be completed by the end of the
grant period, June 30, 2021.
FISCAL IMPLICATIONS:
None. The original grant and FTE increase were approved by the BOCC per Resolution
Numbers 2020-004 and 2020-006. Salary and related cost for the requested increase are
included in the FY 2020-21 adopted budget.
