2020-307-Resolution No. 2020-053 Recorded 8/20/2020Recorded in Deschutes County CJ2020-307 Nancy Blankenship, County Clerk ff EWED Commissioners' .journal 08/20/2020 3:50:52 PM j�FS COG LEGAL COUNSEL c II I I I II I II�II II I II I it IIIIII I III 2020-307 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Appropriating New Funds and Increasing FTEs within the 2020-21 * RESOLUTION NO. 2020-053 Deschutes County Budget WHEREAS, on May 13, 2020 the Board of County Commissioners approved the addition of 4.0 FTE to support the public health response to the COVID-19 pandemic, and WHEREAS, three of these FTEs were formally approved by Resolution Number 2020-045, and WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by resolution of the governing body, and WHEREAS, it is necessary to increase appropriations by $104,039 in Program Expense to accommodate this request, and WHEREAS, an increase of 1.0 limited duration FTE is requested to support the scope of work in the grant, and WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE outside the adopted budget be approved by the Board of County Commissioners; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following grant revenue be budgeted in the 2020-21 County Budget: Revenue Health Services Fund Beginning Fund Balance $ 104,039 Total Revenue 104,039 Section 2. That the following amounts be appropriated in the 2020-21 County Budget: Appropriation Health Services Fund Program Expense $ 104,039 Total Appropriation 104,039 PAGE 1 OF 2-RESOLUTION NO. 2020-053 Section 3. That the Chief Financial Officer make the appropriate entries in the Deschutes County Financial System to show the above appropriations. Section 4. BACKGROUND AND POLICY IMPLICATIONS: On May 13, 2020 Health Services staff presented a request for additional staff to support the increase demand in contact tracing and other environmental health functions anticipated with the reopening of the County during the COVID-19 pandemic. The Board of County Commissioners (BOCC) approved the addition of 4.0 limited duration public and environmental health positions. On July 22, 2020 the BOCC approved resolution 2020-045 that added three of these FTEs, and associated funding and appropriation, to the FY 2020-21 budget. This request adds the fourth FTE and associated funding to the FY 2020-21 budget. The FTE will be funded by either state emergency preparedness COVID-19 reopening grants received in FY 2019-20 or CARES Act Coronavirus Relief Fund funds. FISCAL IMPLICATIONS: Approval of this request will increase the FY 2020-21 appropriation in the Health Services fund by $104,039, to be funded by beginning fund balance (grant funds received in the prior year) and will add a 1.0 limited duration FTE for a period of 12 months from hire date.
